Environmental
Review:
Award of this professional services contract does not fall within the definition of a “project” under the California Environmental Quality Act (CEQA) Guidelines section 15378 because work under the agreement will consist of planning and design services only, and no support services during construction and closeout will be initiated under this contract until CEQA review is complete and until this Commission has reviewed and considered the CEQA determination and has approved the projects .
Approval of individual task orders under this contract for activities that would result in physical changes to the environment, such as geotechnical investigations, would require compliance with CEQA prior to initiation of ground-disturbing activities.

As of October 3, 2025, per SOLIS, GEI’s total invoiced amount is $5,415,332.98. The LBE participation achieved by GEI is as follows:
Per phone and email communications, with GEI and confirmed with SFPUC on 10/07/2025, McGovern McDonald Engineers, and Divis Consulting, Inc. LBE participation to date is at 0.00% because its listed scope of work has not been requested by the SFPUC to date. Geotechnical investigations/assessments and surveying during the conceptual engineering phase is anticipated into late planning/design phases.
GEI is required to utilize LBEs for any scope of work, or portions thereof, which can reasonably be subcontracted out throughout the life of the contract.
Based on the foregoing and taking into consideration the proposed increase and the original contract amount, GEI confirmed that it will remain committed to assigning work that may arise from future task orders to its original listed LBE subcon tractors. GEI informed the CMD that it anticipates meeting its
