Award Contract No. PRO.0309(R), As-Needed Relocation Coordination Services

Summary of Proposed
Commission Action:

Award professional service s Contract No. PRO.0309(R), As -Needed Relocation Coordination Services , to Visions Management in the amount not-to-exceed $4,500,000 and with a duration of five years, to provide professional relocation services to support the Water Enterprise relocation of programs, staff, and equipment to newly constructed or renovated facilities at 2000 Marin Street, San Francisco, and 1000 El Camino Real, Millbrae.

Background: The San Francisco Public Utilities Commission (SFPUC) Water Enterprise corporation yards in San Francisco and San Mateo Counties are old, outdated, and not equipped to meet the agency’s needs through the year 2050. The SFPUC is building a new eight -acre campus at 2000 Marin Street, San Francisco, and new and renovated facilities at 1000 El Camino Real, Millbrae. The new campuses will include administration buildings, historical libraries, technical trade shops, warehouse facilities and inventory, water quality and natural resources laboratories, and parking structures.

The SFPUC requires consultant services to support the Water Enterprise to develop and implement relocation plans that ensure the relocation of staff, equipment and programs without adversely affecting the SFPUC’s ability to provide 24/7 operation and maintenance of the agency’s regional and local water distribution systems. The physical relocations are scheduled to begin in late 2028.

Without these services, the Water Enterprise may not be able to occupy new facilities in a timely manner resulting in new facilities being unoccupied and staff remaining in old, outdated and inadequate facilities.

On February 11, 2025, SFPUC advertised PRO.0309, As-Needed Relocation Coordination Services, Request for Proposals (RFP). On March 13, 2025, the SFPUC received one proposal in response to the RFP that was deemed non- responsive. On June 16, 2025, the SFPUC readvertised PRO.0309(R), As - Needed Relocation Coordination Services.

Scope of Contract: The contract work locations are in San Francisco and San Mateo Counties.
