From: Adriana Duran, CMD
Subject: Rev. #1-Closeout for WW-733 – As-Needed Sewer Inspection (FY23)
The Contract Monitoring Division (“CMD”) has determined that Pipe and Plant Solutions , Inc. (“PPSI”) has substantially complied with the LBE subcontracting requirements associated with this project.
At the time the project was advertised, an LBE subcontracting participation requirement of 6.00% was established. The Prime PPSI’s document 00 43 36 reflected an LBE subcontracting participation of 8.18 %. PPSI was awarded the contract in the amount of $ 1,698,300.00. At closeout, the final contract amount is $1, 767,792.42. PPSI’s LBE subcontracting participation is as follows:

TOTAL $139,000.00 8.18% $225,456.75 12.76%
*Per PPSI, the scope for manhole raising to grade did not arise for this contract.
Per documentation letter submitted by PPSI on 04/09/2025 and confirmed by the SFPUC to the CMD Contract Compliance Officer via email on 09/08/2025, Ace Drilling & Excavation’s, scope of work “associated with Bid Item # 8 of the schedule of values” for manhole was not requested by the project as initially anticipated.
To maximize LBE subcontracting participation, PPSI in good faith increased the scopes of Hernandez Engineering and Camajani Trucking to offset the shortfall of Ace Drilling & Excavation’s participation.
As a result, the prime contractor exceeded its overall commitment achieving 12.76 % instead of
8.18%.
Based on the foregoing, CMD concurs with the closeout of this contract. Should you have any questions, please do not hesitate to contact me at [email protected].
