Proposal: AUTO - 455 - HRS Workforce and Talent Management System Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 27180/292644/10000/10026772/0006 Through a collaborative effort, PUC HRS and ITS have been working together since last fiscal year with the goal of establishi ng PUC HRS as a strategic partner by building a unified Workforce and Talent Management System/ecosystem that fuels smarter decisions with data, enhances the user experience with efficiency and simplicity, and advances growth through integrated technology.

The expectations of human resources are evolving from service-oriented and operational focused to strategic partnership focused. To transform PUC HRS into a strategic partner, we must improve operational efficiency and increase strategic impact. Our current systems are outdated, manual, and fragmented, limiting our ability to deliver responsive and data-driven HR services.

We are requesting funding for the software subscription to a modern, cloud-based Workforce and Talent Management System platform. This system will support core HR functions, improve data accuracy, and align with departmental goals for digital transformation and operational excellence.

This investment supports broader objectives such as attracting talent, developing leaders, and fostering a positive employee experience, while aligning with our values of compassion, cultural awareness, inclusivity, engagement, continuous improvement, communication and transparency, data and technology, and strategic partnerships.

Fiscal Year: 2026-27
Organization: PUB110804 CSB Field Services (267654)
Proposal: AUTO - 589 - Advanced Metering Infrastructure (AMI) Team Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 27180/267654/10000/10026773/0005 SFPUCs Advanced Metering Infrastructure (AMI) program is responsible for the daily management and strategic operation of the Metering Solutions technology systems and data; to include, but not limited to, Advanced Metering Infrastructure and the billing interface system. This includes optimizing these systems for efficiency and for network monitoring, scheduling, system maintenance, analysis, and maintaining accuracy of various AMI reports and alerts, as well as testing and implementation of enhancements to metering systems and any interfacing systems or applications. SFPUC implemented its AMI system in 2013 but neglected to onboard a maintenance team. As the system has aged, billing delays increased, highlighting the need for routine system maintenance. Onboarding an AMI team is now critical. SFPUC engaged a consultant which confirmed the need to add an AMI maintenance team and provided the recommended number of team members and job duties to ensure timely and accurate billing for water utility service agreements. This program is a critical element for our billing capabilities.
