Summary of Proposed
Commission Action:
Accept work performed by Mitchell Engineering under Contract No. WD- 2861, Auxiliary Water Supply System Clarendon Supply 2019; approve Modification No. 7 (Final) increasing the contract amount by $44,352, within the approved contingency amount, for a total contract amount of $2,784,507, and increasing the contract duration by 1,027 calendar days (which includes 131 additional consecutive calendar days plus 896 calendar days from the duration contingency that the Commission previously approved) for a total contract duration of 1,620 consecutive calendar days (approximately four years and five months) , to allow for negotiated resolution of outstanding disputes and delays, completion of all punch list items, including turnover of deliverables for operation s and m aintenance and completing changes to address unforeseen deficiencies , and reconciliation of final bid item adjustments; and authorize final payment to the contractor.
Background: The San Francisco Public Utilities Commission (SFPUC) Water Enterprise maintains the City and County of San Francisco’s Emergency Firefighting Water System (EFWS). The EFWS is vital for protecting against the loss of life, homes, and businesses from fires following an earthquake and from non- earthquake multiple-alarm fires.
One EFWS component is the high- pressure fire-suppression water system, known as Auxiliary Water Supply System (AWSS), which was originally built in the decade following the catastrophic 1906 San Francisco earthquake.
It consists of a resilient 135- mile high -pressure pipeline netwo rk, a high
elevation reservoir (Twin Peaks), two large capacity tanks (Ashbury and Jones), two high- pressure seawater pumping stations (Pump Stations No. 1 and 2), and manifolds that allow fireboats to inject Bay water into the City’s EFWS pipelines.
Previous studies concluded that insufficient water flow and pressure from the existing EFWS would be available in western San Francisco following a major seismic event. The Auxiliary Water Supply System Clarendon Supply 2019
Project provides an additional 16,000 gallons per minute of water supply to improve the City’s post-seismic event fire suppression capabilities, particularly for the western area of San Francisco.

MEMORANDUM
Date: December 03, 2025
To: Kathy Kim, SFPUC
Ada Zhu, SFPUC
From: Adriana Duran, CMD
Subject: Closeout for WD-2861 Rev.1 – Auxiliary Water Supply System Clarendon Supply 2019 - CMD Memo
The Contract Monitoring Division (“CMD”) has determined that Mitchell Engineering (“Mitchell”), the Prime Contractor, made good faith efforts to meet the LBE subcontracting requirements for this project.
At the time the project was advertised, CMD established an LBE subcontracting requirement of
10.00%. The Prime’s Document 00 43 36 reflected an LBE subcontracting participation of
18.39%. Mitchell was awarded the contract in the amount of $2,685,720.00. The final contract amount for this contract is $2,784,506.17. Mitchell’s LBE subcontracting participation at closeout is as follows:
Firm Scope of Work LBE Status Original Credited

Final Credited Contract

TOTAL LBE Subcontractor Participation $493,765.00 18.39% $419,839.89 15.08%
The CMD Contract Compliance Officer inquired about the shortfall in participation by the subcontractor, On the Level Concrete. According to the Prime and confirmed by SFPUC via email on 08/27/2025, the scope of concrete work was significantly reduced due to a decrease in the overall project needs. As a result, the subcontractor’s participation was lower than originally anticipated.
To maximize LBE subcontracting participation on this project, Mitchell increased participation for the other listed LBE subcontractors -Liffey Electric and Roadway Construction Inc. - and both of which exceeded their individual commitments.
Overall, Mitchell made consistent efforts to maximize LBE participation wherever feasible and achieved an overall LBE participation rate of 15.08%.
Based on the foregoing, CMD concurs with the closeout of this contract. Should you have any questions, please do not hesitate to contact [email protected].
