Authorize Grant of Easement to Pacific Gas and Electric Company for Natural Gas Facility at Southeast Water Pollution Control Plant in San Francisco, California

Summary of Proposed
Commission Action:

Approve the terms and conditions and authorize the City and County of San Francisco’s Director of Real Estate to execute an Easement Deed with Pacific Gas and Electric Company for the conveyance of an approximately 2,944-square-foot easement for a natu ral gas meter station on property located at 1800 Jerrold Avenue, San Fr ancisco, California, designated as a portion of San Francisco Assessor’s Parcel No. 5262-009, subject to Board of Supervisors and Mayor approval.

Background: The San Francisco Public Utilities Commission (SFPUC) has developed the Biosolids Digesters Facilities Project (BDFP) to replace and relocate the SFPUC’s existing solids treatment facilities at its Southeast Water Pollution Control Plant (SEP) with more reliable, efficient, and modern technologies and facilities.

Pacific Gas and Electric Company (PG&E) currently supplies natural gas to the SEP. The BDFP requires a new PG&E connection to deliver an increased natural gas supply to serve the existing SEP and the new biosolids digesters facilities. To accomplish this new connection and increased gas supply, PG&E requires a new natural gas meter station, consisting of aboveground piping and pipe supports enclosed by a perimeter fence.

PG&E, in coordination with the SF PUC, designed the new natural gas meter station (the PG&E Facilities) to be located on SFPUC property within the SEP. The PG&E Facilities would be located adjacent to Jerrold Avenue, northwest of the intersection of Jerro ld Avenue and Quint Street. PG&E’s primary access point would be directly from Jerrold Avenue through a locked gate. The PG&E Facilities would be constructed, owned, and operated by PG&E, and would serve the SFPUC exclusively.

When PG&E infrastructure cannot be placed in a public right-of-way or public utility easement, PG&E requires that the requesting party grant an easement to PG&E for the right to excavate for, construct, reconstruct, replace, remove, maintain, inspect, and use facilities and associated equipment for public utility purposes at no cost to PG&E.

To facilitate the Project, the SFPUC desires to grant an approximately Agreement: Authorize Easement to PG&E for Meter Station at Southeast Plant, Subject to Board Approval Commission Meeting Date: January 13, 2026

Page 2 ends

2,944-square-foot easement to PG&E for the PG&E Facilities. SFPUC staff, in consultation with the City Attorney’s Office, negotiated a form of Easement Deed. The Easement Deed must be fully executed and recorded prior to the commencement of any work to construct and install the PG&E Facilities.

Environmental
Review:

On March 8, 2018, in Motion No. M-20129, the San Francisco Planning Commission certified the Biosolids Digester Facilities Project (Project) Final Environmental Impact Report (EIR) (Case No. 2015-000644ENV), prepared pursuant to the California Environmental Quality Act (CEQA).

On March 13, 2018, by Resolution N o. 18-0042, this Commission adopted the CEQA Findings, including the Statem ent of Overriding Considerations, and the Mitigation Monitoring and Reporting Program, and approved the Project.

On July 12, 2024, the San Francisco Planning Department issued Addendum 1 to the Final EIR (Modified Case No. 2015-000644ENV-03) to include a biogas utilization system in the Project.

On October 22, 2024, by Resolution No. 24-0223, this Commission approved Contract No. DB-138, S outheast Treatment Plant Biogas Utilization Project to construct the biogas utilization system.

On December 20, 2024, the San Francisco Planning Department issued Addendum 2 (Modified Case No. 2015-000644ENV-02) to the Final EIR to include various modifications, includi ng new Operations, Engineering and Maintenance Buildings.

On November 11, 2025, the San Franci sco Planning Department issued a Minor Project Modification to the Proj ect for installation of a new PG&E meter station within the SEP a nd approximately 200 feet of new underground pipeline along Jerrold Avenue connecting the meter station to PG&E’s existing natural gas transmission line near the corner of Jerrold and Quint Street, having determined that no additional supplemental environmental review was needed.

The facilities and activities in the Easement Deed are within the scope of the Project authorized under the Fi nal EIR and the Addendums and Minor Project Modification to the Final EIR.
