Approve an increase of 188 calendar days to the duration contingency for Co ntract No. WD-2840, Southern Skyline Boulevard Ridge Trail Extension, with Gordon N. Ball, Inc., for a revised duration limit of 935 calendar days (approximately two years and seven months), due to adverse weather conditions that delayed hydroseeding, leading to a forecast delay in completion of the contract work, with no change to the contract amount.

Background: The San Francisco Public Utilities Commission (SFPUC) Water Enterprise is building the Southern Skyline Blvd Ridge Trail Extension.

The purpose of this project is to enhance the existing Fifield-Cahill Ridge Trail and to create a new six-mile segment of Bay Area Ridge Trail - the Southern Skyline Boulevard Ridge Trail -
through the interior of the
Peninsula Watershed, south of California State Route (SR) 92.

On January 9, 2024, by Resolution No. 24-0006, this Commission approved an increase of $4,768,500 to the cost contingency for Contract No. WD-2840, Southern Skyline Boulevard Ridge Trail Extension, for a total cost limit of $27,344,289, with no change to the contract duration, to include the construction of a two-mile-long trail segment south of SR 92, trail drainage features , a 50-car parking lot, restroom s, and signage along with security improvements (WD-2840 bid additive alternatives).

Scope of Contract: The c ontract work is within Peninsula Watershed property in two locations:

• Construction of a new 0.5-mile-long universal access loop trail that is compliant with the Americans with Disabilities Act;
• Parking and trailhead improvements; and,
• Construction of a 50-car parking lot.

South of SR 92 and east of SR 35, also known as Skyline Boulevard, the base bid contract work consists of:
• Construction of a new six-mile-long ridge trail segment to be served by a new 20-car parking lot and trailhead improvements; • Construction of wildlife-friendly security fencing and other security features; and,
• Installation of a pedestrian bridge and interpretive signage.

Modifications to the
Contract:

Modification Nos . 1 thr ough 11: Staff issued Modification Nos . 1 through 11, increasing the contract amount by $5,132,068 and increasing the contract duration by 173 consecutive calendar days, within the original and approved cost and duration contingencies a uthorized under Resolution Nos. 24-0006 and 24-0144, for Contract No. WD-2840 bid additive alternatives, additional tree work, additional erosion control blankets, increased bid allowances, retaining wall modifications, drainage modifications at the SR 35 parking lot, additional drain inlets at the trail, one additional signage kiosk, miscellaneous trail security and maintenance features, and adverse weather delays, for a revised contract amount of $25,655,513 and revised contract duration of 716 consecutive calendar days.

Proposed Increase to Duration Contingency : Staff recommends the Commission approve an increase of 188 calendar days to the existing duration contingency, due to delays from year-round, ridge top cloud condensation along Skyline Boulevard that caused fog drip which delayed soil compaction earthwork activities resulting in late hydroseeding, and leading to a forecast delay in completion of the contract work, for a revised duration limit of 935 calendar days, with no change to the contract amount.
