Proposal: AUTO - 452 - Water System Regulatory Fees
Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 25940/232415/10000/10029996/0004 SWRCB has increased the Water System Permit Fees assessed to the SFPUC by 82.8% over the past five years. WQD currently has $750,000 allocated in NPS to cover these fees (for the Regional Water System. Town of Sunol, Pleasanton Well Field, Moccasin, O'Shaunessy, Early Intake, Thomas Shaft, and CDD). Using the 5-year average increase (13%), we project that the fees will increase to $829,089 in FY26, $936,871 in FY27, and $1,058,664 in FY28. The SWRCB uses emergency rulemaking to adjust the rate of fees, usually within the same fiscal year that the fees are assessed, making forecasting difficult other than using a five-year average. Please see attached spreadsheet for breakdown.

Proposal: AUTO - 459 - Transition temporary position to permanent FTE Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 25940/232417/10000/10029996/0004 WQD has three primary customs developed on-prem applications which are core to their business processes - namely Cross Connections Assembly Management System (CCAMS); Water Quality Sampling Manual (WQSM); and Backflow Assembly Tracking (BFAT). These 3 applications maintain their critical regulatory information about WQD operations, and they cannot afford any downtime to these apps. The strategy is two-fold: 1) reduce dependence on consulting partners and do the software maintenance/ enhancements with inhouse resources and then 2) to g radually move some of these custom applications to Commercial-off-the-shelf Software solutions (COTS) that can meet WQD business functionality and ITS requirements. WQD hired a CAT18 1044 Software Engineer in FY25 and within one year he has become well acquainted with application codes and has demonstrated IT expertise, ability to take responsibility, implement and deliver technical solutions resulting in significant cost savings. The potential cost savings is expected to further increase over the time. Du e to the recent influx of significant regulatory programs (Lead, Hazard Assessment, etc.) combined with the Water Enterprise’s revenue restraints, reliance on software solutions to achieve greater efficiency will only grow. Failure to approve this resource long-term will result in continued reliance on expensive consultants, greater staffing needs, and possibly regulatory violations.
WQD continues to be subjected to the risks of depending on consultants and that poses a serious risk to continuity of operations for WQD. Between custom software solutions and COTS solutions, there will be always enough maintenance, security patching, enhancements, and developing WQ dashboard applications (e.g., regulatory reports, LCRI monitoring, Lead sampling in schools and childcare facilities, Backflow tag management etc.), as well as integration work with other in-house SFPUC systems like Customer Care and Billing etc., that a permanent 1044 needs to be in place. WQ needs to have this critical full-time 1044 Principal IS Engineer dedicated programming resource to manage a large portfolio of their applications, analyze system data and make data-driven decisions while reducing reliance on vendors.

Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 25940/232417/10000/10029996/0004 Under the State of California’s new cross-connection control regulations, the SFPUC must review all service connections to properties in San Francisco, as well as the eight other water systems under SFPUC’s control, to evaluate potential hazards to the public drinking water distribution system arising from activities on user premises. If user premises present a hazard to the public water system, the SFPUC must ensure that users install backflow protection. Compliance requires communication with customers, site visits by WQD Inspectors, and enforcement efforts when customers do not comply, all of which require significant staff and other resources. In addition, the new regulations require the installation of backflow prevention assemblies on about 4,200 fire service connections; these upgrades require significant effort by WQD, SFWD, and SFFD and coordination with customers. The new regulations also require upgrading backflow protection on temporary connections to fire hydrants for miscellaneous uses, such as construction. SFPUC has submitted a plan to the SWRCB with deadlines for completing hazard assessments by 2049, ensuring backflow prevention assemblies on all dedicated fire services by 2044, and upgrading temporary protection on hydrants by mid-2027. In addition, the field services section has increasing regulatory responsibilities for monitoring lead in schools and childcare centers and for constituents of emerging concern. Without the requested resources, hazards to the public water system and public health will not be addressed. SFPUC will not be able to meet its commitments to the SWRCB and thus will be in violation of state regulations.

The Regional Cross-Connection Controls Program is funded and scheduled through 2036, with two major components: an ongoing $18.6M project and a new $26.3M project beginning in FY 2028. • Regional Cross Connection Controls Project ($18.6M): An in-house project jointly managed by WQD and WSTD, this effort upgrades critical appurtenances in the Regional Water System (RWS) including air vacuum valves (AVVs), air release valves (ARVs), and blowoff valves (BOs) to align with the latest public health protection standards. Delivering this project requires utility surveys, property owner engagement, and mitigation planning for converting bottom blowoffs (BBOs) to top blowoffs (TBOs). The BBO-to-TBO conversion scope was added in early 2025 due to operations’ priority to upgrade aging assets, improve access for dewatering, and address cross-connection potentials all while maintaining alignment with the long-term pipeline inspection cycle. The Associate Engineer provides essential project management by conducting field inspections, preparing traffic control plans, documenting non-conformances, coordinating corrective actions, verifying completion, and maintaining compliance records.
• Underground Air Valve with ROW Needs Project ($26.3M): Scheduled to start in FY2028, this project will address 43 unforeseen appurtenance sites beneath public roadways. The work involves securing permits from multiple jurisdictions, trenching within public streets, relocating appurtenances, acquiring permanent easements on private property, and coordination with the SFPUC Real Estate Division and City Attorney’s Office for permits and easements. The complexity of this project will require sustained interagency coordination and stakeholder engagement.
The scope of the program may expand and extend beyond 2036 as state regulations and operation’s priority evolve. To deliver these long-term projects effectively, uninterrupted staffing is critical.
Converting the Associate Engineer position to PCS will:
• Secure a permanent budget allocation,
• Reduce turnover risk, and
• Retain the specialized expertise needed to support decade-long projects.
The Associate Engineer role is highly technical, requiring advanced knowledge of environmental and sanitary engineering principles and application of standards from the EPA, American Waterworks Association, and National Sanitation Federation. Duties include developing scopes, budgets, and schedules; monitoring timelines; coordinating with contractors; verifying deliverables; reviewing quality assurance; preparing reports; and supporting operational activities post-construction.
Permanent staffing will strengthen program delivery, ensure regulatory compliance, and protect public health through rigorous cross-connection control measures.

Proposal: AUTO - 572 - SVWTP Ozone Facility
Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 25940/232423/10000/10029997/0002 In recent years, the San Francisco Public Utilities Commission’s Sunol Valley Water Treatment Plant (SVWTP) has experienced more frequent taste and odor (T&O) events from seasonal algal blooms than had occurred historically. Algae blooms can occur at any time, but large blooms tend to occur in the Spring and Fall due to nutrient availability, temperature, and sunlight. The SVWTP Ozone project’s objective is to install ozone treatment facilities as a long-term solution to control T&O events encountered in the raw water supply from both the San Antonio and Calaveras Reservoir sources.
The project will improve the SFPUC’s ability to reliably meet water quality goals, especially during warm months and during Hetch Hetchy shutdowns. The driver for the current project is a response to changing conditions in the local reservoirs. At the same time, there will be secondary benefits including disinfection redundancy and reduction of disinfection byproducts, color, and emerging contaminants. This s a $326.4M dollar capital project, with a forecast completion in March 2030.
WSTD estimates that 15 new positions will be needed to operate and maintain this new facility post construction. 6 of 15 positions are being requested in this operating budget request (FY27 and FY28).
Four positions are new, and two will be reassigned and repurposed. These positions only pertain to the startup/commissioning and operations of the facility and do not address the maintenance requirements:
o 1 of 2 - 7341 Water Treatment Operators
