Proposal: AUTO - 725 - Biosolids Digester Facilities Project (BDFP) and Biogas Power Increase Change Request Type: New Proposals
Fund/Dept/Auth/Proj/Act: 20160/229292/10000/10030002/0004 The Biosolids Digester Facilities Project (BDFP), which will change the way sludge is processed at the Southeast Plant (SEP), is scheduled to begin startup testing in January 2027, with full operations anticipated in July 2027.
For ongoing operations, the BDFP is expected to use approximately 4.1 MW of power, with a connected load of over 10 MW. In comparison, current solids treatment at SEP uses about 1.5 MW, which means the BDFP will add an estimated 2.6 MW of additional power demand.
The Biogas facility is projected to use about 1.6 MW, with a connected load of 2.6 MW. Taken together, the BDFP and Biogas facilities will increase total power usage by about 4.2 MW once both are in startup testing.
At an electricity rate of $0.18/kWh, this increase equates to an additional annual power cost of approximately $6,622,000.
Given the uncertainty surrounding actual power demand during startup and early operations, only $4,000,000 is being requested at this time to cover anticipated costs.

Fund/Dept/Auth/Proj/Act: 20160/229302/10000/10030002/0001 Engineering’s current budget for Other Equipment Maintenance is $16,000, which is not sufficient to cover the annual cost of the Foxboro Distributed Control System (DCS) support contract. An additional $712,000 per year is needed in FY27 and FY28 to ensure continued vendor support and maintenance of this critical system.
In recent years, the Operations Division has absorbed these costs; however, their budget for this account is also inadequate to sustain such a large, ongoing expense. fume hood
1 0 0 42,219 HEPA (High-Efficiency Particulate Air) fume hood creates an ultra-clean, particle-free environment that prevents contamination from dust and particulates. Since (13) Priority Pollutant trace metal analysis detects elements at parts-per-trillion levels, even minimal contamination can compromise results. Metals analysis is needed to comply with NPDES regulatory requirements for SE/OS/TI Treatment Plants. Our current HEPA hoods are over 20 years old and cannot find replacement parts for repairs.

PUC2027WW4359 N Millipore Sigma 1 0 0 16,530 Millipore IQ 7000 purification system: Lab requires system to remove organic contaminants from DI water used in QC samples and sample extraction. This is needed NPDES monitoring and compliance. Testing for EPA Priority Pollutants demands detection at parts-per-trillion levels. Any contamination by organic substances could severely hinder laboratory operations, compromise the integrity of results, and place regulatory compliance at significant risk.

Fund/Dept/Auth/Proj/Act: 20160/295644/10000/10030002/0001 Southeast, Oceanside, and Treasure Island Laboratories owns approximately $3,000,000 in laboratory analytical equipment that were manufactured with an intended useful life of seven to ten years. As part of the SFPUC’s on-going effort to implement an effective Asset Management program, the Laboratories requests funds to replace equipment that is woefully out-of-date. This equipment, sophisticated equipment manufactured to support complex analytical testing, is critical to ensuring compliance with State and Federal regulations, as well protecting public health, and responding to emergencies.

PUC2028WW4404 N FIALYZER 1 0 0 97,980 FIAlyzer is a flow injection analysis (FIA) system used for Ammonia (NH3) and Total Kjeldahl Nitrogen (TKN) analysis. It improves throughput, accuracy, and sensitivity by eliminating interferences and allows more samples to be processed and increases sensitivity for NH3 analysis which will meet the new TIF NPDES permit. For TKN, automated in-line digestion increases efficiency and reduces the use of hazardous chemicals. This equipment is used analyze NPDES Regulatory and other client samples.

Digestor
1 0 0 34,456 Microwave Digestor is used for metals analysis by using high temperatures and pressures in a closed system to completely break down complex sample matrices into a liquid which allows samples to be tested on ICP-MS.
The efficiency and speed of microwave digestion also reduce sample contamination, improve the quality of the digested solution, and increase overall lab throughput. It will cause serious complications for the Laboratory and Regulatory Group jeopardizing regulatory compliance. 18 of 19
