Background: The San Francisco Public Utilities Commission (SFPUC) requires program and project scheduling and cost controls expertise to successfully deliver high quality capital infrastructure improvement programs/projects on budget and on schedule.
On January 9, 2024, by Resolution No. 24-0003, this Commission awarded Contract Nos. PRO.0254.A and B, Project Scheduling and Cost Control Staff Augmentation Services, each with an amount not-to-exceed $7,500,000, and each with a duration of eight years, to CM Pros (PRO.0254.A) and to PMA Consultants LLC and Dabri Joint Venture (PMA/Dabri JV) (PRO.0254.B).
On February 13, 2024, the Commission adopted the most recent 10-Year Capital Improvement Plan (CIP) for Fiscal Years 2025–2034, totaling $11 billion in planned investments. This represents a significantly larger scope of work than originally anticipated when the contract amount for Contracts PRO.0254.A and B was established.
The proposed Amendments No. 1 will increase the contract capacity to provide sufficient resources to continue supporting currently initiated capital improvement projects and to ensure the successful delivery of the CIP within approved budget and schedule.
Scope of Contract: The contract work locations are San Francisco, three other Bay Area Counties (Alameda, Santa Clara, and San Mateo Counties), and Moccasin.
The contract work consists of:
