Approve Amendment No. 2 to Contract No. CS-1253, Power Optimization Tool
Summary of Proposed
Commission Action:
Approve Amendment No. 2 to Contract No. CS-1253, Power Optimization Tool, with NextEra Analytics Solutions, LLC , increasing the contract amount by $1,636,512, for a total not -to-exceed contract amount of $2,524,512, with no change to the contract duration of three years , for continued compliance with the California Independent System Operator ’s energy market rules and additional critical battery optimization tools and software for six additional CleanPowerSF battery storage facilities .
Background: The San Francisco Public Utilities Commission ’s (SFPUC) CleanPowerSF program currently has power supply contracts with six large battery storage facilities and plans to explore future contracts to support reliable energy service and comply with regulatory requirements . The batter y storage facilities are owned and operated by different vendors, and charge during solar energy producing hours so they can provide clean energy when CleanPowerSF’s customers and the grid need it most . The California Independent System Operator ( CAISO) mandates that a certain amount of energy be provided by C leanPowerSF to ensure the reliability of the California electric grid and will fine CleanPowerSF if that energy is not available as required.
Battery optimization software is required to develop and submit power supply bids for CleanPowerSF's battery storage facilities. This software is necessary due to the analytical complexity of charging and discharging across different timescales (hourly, 15- minutes and 5- minutes) into the CAISO’s energy markets as required by the CAISO ’s Tariff. The software integrates with third party assets, and must be compliant with the underlying power supply contract’s operating instructions , the CAISO’s Business Practice Manuals, and applicable l aw.
On February 12, 2025, under the authority delegated to the General Manager by Resolution No. 24-0185, the General Manager awarded Contract No. CS- 1253, Power Optimization Tool, to NextEra Analytics Solutions, LLC, with an amount not-to-exceed $628,560, and with a duration of three years.
Scope of Contract: Under this battery optimization software agreement, the contractor provides:
