President Arce called the meeting to order at 1:30 P.M.

a) FY 2026-27 and FY 2027-28 Operating Budget
i. Wastewater Enterprise Budget Presentation
ii. Wastewater Enterprise New Proposals FY 2026-27 and FY 2027-28 Joel Prather, Assistant General Manager – Wastewater, presented Item 3a.
• Francisco Da Costa provided comment stating commitments were made to residents to provide quarterly updates on the status of the Bayview-Hunters Point area, District 10; Mr. Da Costa stated millions of dollars were wasted due to a lack of accountability and transparency.
b) FY 2026- 27 to FY 2035- 36 10- Year Capital Plan, including the two- year Capital Budget
i. Wastewater Enterprise Budget Presentation
ii. Wastewater FY27-36 10-Year CIP
iii. Final WWE Datasheets
Mr. Prather presented Item 3b.
Mr. Da Costa provided comment recommending a needs assessment for those with compromised health, discussed artificial turf, and stated the taxpayer places their faith in the Commission.
