Summary of Proposed
Commission Action:

Award Contract No. HH-1022, Cherry Valley Dam Spillway Short -Term Improvement and Eleanor Dam Bridge Interim Repair, to the responsible bidder that submitted the lowest responsive bid, Njirich & Sons, Inc., in the amount of $8,674,300, and with a contract duration of 455 consecutive calendar days (approximately one year and three months), to re-establish the flow path of the Cherry Valley Dam spillway which was damaged in a spill event in 2010, and to repair the concrete and replace the bridge deck overlay of the Eleanor Dam Bridge. This action constitutes the Approval Action for the Eleanor Dam Bridge Interim Repair
Project for the purposes of the
California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code S ection 31.04(h) . The San Francisco Planning Department has determined that the Eleanor Dam Bridge Interim Repair Project is exempt from the CEQA. The Commission will
rely on the
determination to make its decision on this action.

Background: The San Francisco Public Utilities Commission (SFPUC) Water Enterprise owns and operates Cherry Valley Dam and Eleanor Dam, both located in Tuolumne County, California, as part of the Hetch Hetchy Regional Water System.

Cherry Valley Dam, constructed in 1956, impounds Cherry Valley Reservoir to provide recreation, support hydroelectric power generation, and serve as an emergency backup water supply for the San Francisco Bay Area.

To manage high water levels and prevent overtopping, the dam is equipped with an overflow spillway channel that serves as a safety feature by providing a controlled path for excess water to flow downstream. In 2010, an overflow from the dam discharged approximately 1,500 cubic feet per second of water, causing a landslide that blocked the spillway channel and redirected flows, resulting in flooding near the Cherry Power Tunnel Adit and backcountry campground areas downstream. For safety and operational reliability, the SFPUC initiated a short-term improvement project to rebuild the damaged section and re -establish the original flow path of the Cherry Valley Dam spillway.

Eleanor Dam is a historic multiple -arch concrete structure built in 1918. It impounds Lake Eleanor , which served as an early source of water and hydroelectric power for workers during the building of O’Shaughnessy Agenda Title: HH-1022, Cherry Valley Dam Spillway Short-Term Improvement and Eleanor Dam Bridge Interim Repair Commission Meeting Date: March 10, 2026

Dam. Eleanor Reservoir has continued to provide reliable water storage , supporting hydroelectric power generation and serving as an emergency backup water supply for the San Francisco Bay Area. A 10-foot-wide, 1,177- foot-long bridge deck spans the dam crest, serving as the only access across the dam. After more than a century of service, the bridge deck shows signs of deterioration. While a full replacement is planned in 15 years, interim repairs are necessary to extend the bridge deck’s service life and ensure safe access until the permanent replacement is completed.

Scope of Contract: The work to be performed is in Tuolumne County, California.

The contract work consists of:

Cherry Valley Dam Spillway:
• Removing trees and landslide debris within the spillway channel • Re-building an embankment to contain the flow within the original discharge channel flow path
• Installing erosion protection
• Constructing access improvements

Eleanor Dam Bridge:
• Repairing concrete and replacing the deck overlay atop the Eleanor Dam Bridge
• Constructing access improvements

Funding and Costs: Funding Source: Hetchy Capital Improvement Program Project No. 10014115, Cherry Dam Spillway Short-Term Improvement Project No. 10030759 Eleanor Dam and Bridge Rehabilitation Engineer’s Estimate: $13,500,000
Award Amount: $8,674,300

Schedule: Estimated Notice-to-Proceed Date: May 2026

Bid History:

Advertised: November 6, 2025

Bids Received: On December 11, 2025, the SFPUC received three sealed bids, as follows:

3. Anvil Builders,
Inc. $10,964,215 $225,000 N/A $11,189,215

According to the Contract Monitoring Division, only Njirich & Sons, Inc. is eligible for a bid discount.

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, Staff included a requirement in the Advertisement for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, Staff announced that SFPUC would use the value of 15 days to calculate the Compensable Delay bid adjustment amount. Staff used the daily rate from the bids to determine the total Compensable Delay values shown in the table above by multiplying the bidder’s daily rate times 15.

The Adjusted Bid
value in the table above is the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise ( LBE) bid discounts. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the contract, the bidder’s daily compensable delay rate will become a term of the contract.

Protest: On December 18, 2025, the SFPUC received a protest letter from Sierra Mountain Construction, Inc./Obayashi Joint Venture , protesting the bid submitted by Njirich & Son s, Inc. On December 23, 2025, Njirich & Sons, Inc., provided a response to the protest. O n February 13, 2026, a fter review of the protest , response, and rebuttals, the Contract Administration Bureau, in consultation with the City Attorney and the Contract Monitoring Division, deemed the protest to be without merit and issued a determination letter. Njirich & Sons, Inc., was determined to be the responsible bidder that submitted the lowest responsive bid.
