Award Contract No. WD-2886, University Mound Reservoir North Basin Roof Coating

Summary of Proposed
Commission Action:

Award Contract No. WD-2886, University Mound Reservoir North Basin Roof Coating, to the responsible bidder that submitted the lowest responsive bid, Angelus Waterproofing and Restoration, Inc., in the amount of $2,838,777 and with a duration of 154 consecutive calendar days (approximately five months), to recoat the entirety of the University Mound Reservoir north basin roof slab.

Background: The recoating work under this contract is part of the San Francisco Public Utilities Commission (SFPUC) Water Enterprise Local Reservoir/Tank Improvements Program . The program focuses on the renewal and rehabilitation of water storage reservoirs and tanks within the San Francisco water distribution system. The existing roof coating system at the University Mound Reservoir N orth Basin was installed in 2011 and r epairs to the
waterproofing membrane are now needed to ensure the roof remains watertight.

SFPUC Power Enterprise plans to install a solar array on top of the University Mound Reservoir North Basin roof under a separate future contract, with an anticipated service life of approximately 25 years . In support of this effort, the existing roof coating was evaluated in early 2021 to determine whether it could provide an additional 20 years of service life without recoating. The assessment concluded that recoating would be necessary to achieve the appropriate service life concurrent with the planned solar installation.

Scope of Contract: The contract work location is in the Portola District in the City and County of San Francisco.

The contract work includes the following:
• Pressure washing of all surfaces to be coated, including the perimeter gutter to remove all dirt and debris;
• Wire brushing of all oxidation at the aluminum expansion joints and application of a rust inhibitive primer;
• Repair of the waterproofing membrane as needed;
• Provision of a suitable containment system to contain dust, debris, and overspray; and,
• Application of primer and two coats of polyurethane coating over the entire concrete roof slab of the University Mound Reservoir North Basin, totaling approximately 380,000 square-feet.
