My name is Joseph King, and I dedicated eight years of service to the SFPUC Water Department, exemplifying unwavering commitment and persistent leadership. Throughout my tenure, I consistently strived to uphold the highest standards of professionalism and integrity, earning five promotions in recognition of my hard work and dedication. My journey in the department reflects a strong work ethic and a deep sense of responsibility.
I brought up safety issues about the cleaning of the reservoirs and potential hazards, and also how our Flagging Crews were being mismanaged by CDD management, mainly in overtime. CDD Management knew we had the manpower for traffic control, but chose to limit manpower to save money and screw the laborers on overtime and risking employees safety and their lives. Management became angry and started to target me for my overtime. I was the only supervisor who had limited overtime; all other supervisors had limitless overtime and standbys. I got my union involved about this issue, and they sent an email to CDD management. That's when my life turned into hell. A month later, I was gone. It happened so fast, in five days, I was accused of gun threats, served a cease and desist, CDD management failed my probation, and then put on paid administrative leave.
Monday- My supervisor called me and said he needed to talk to meg 9:45am. I had a meeting with my supervisor. He told me that somebody had filed a complaint about me using racial slurs and foul language. I told my supervisor that these allegations are false, and I've never done any wrongdoing.
Tuesday- Management calls a mandatory meeting for all the Laborers. We all go to this meeting, CDD Management has SFPUC PR Analyst, PUC Security, and the ELR team all on Zoom on a projector. Management then announces that we are here for a serious cause, and somebody here was threatened with a firearm, looking straight at me. He made everyone sign a form stating that they understand what's been said. One of my guys stood up and said This is unfair The CDD Manager got mad a shouted Get him out of here. Send him home. Right then, I knew I was being set up, and that CDD Management and PR Analyst had been planning this attack on me of fake accusations.
Wednesday- I was supposed to have a Formal Meet& Confer Request meeting. When I went into the conference room, I felt like I was ambushed.
It was a packed arena. CDD Management, PUC PR Analyst, and my direct supervisor were in there waiting_ I started thinking that this is what CDD managers do best: try to intimidate employees. My union representative had trouble joining the Zoom meeting, so they were supposed to reschedule our meeting. SFPUC PR Analyst told me my former boss is available. I told her no plus at this time, he was not an employee of the union.
Wednesday, later that day, I got served with a cease-and-desist letter. Once again, a packed arena. CDD Management, PUG PR Analyst, and my direct supervisor were in there waiting to serve me. I told them I'm not signing anything and that I want to exercise my Weingarten rights.
Thursday- The PUG PR Analyst reassigned my lead laborer to a different department.
Friday@12:45am, once again a packed arena. CDD Management and my Supervisor. I told them they can't keep blindsiding me with these meetings.
I told them once again that I have Weingarten rights. Management first told me that I failed my probation. I asked him why my probation failed he said several reasons. I asked him what reasons Management said Don't worry about it. Management then served me with an administrative leave and told me to clear out my work truck and give everything to my supervisor. As I was clearing out my truck, everyone was looking at it was embarrassing cleaning my truck out. All my hard work and dedication, everything that I worked for and earned, was being tarnished by false accusations. I asked my direct supervisor what's going on and why they failed my probation. He told me he had nothing to do with it and that he didn't know what was going on. It all made sense. CDD Management and SFPUC PR Analyst orchestrated this massacre.
All my hard work, achievements, dreams, and career, stripped from me by corrupted CDD managers and an SFPUC PR Analyst.
I never did anything to deserve all this hatred, malice, deceit. It's just evil, envious people who are willing to lie, cheat, steal, and pull you down and then step on you! Heartless, disgraceful people!
June 13, 2018 - We lost a co-worker, LiHanna Preciado, due to negligence in a horrific traffic accident.
2019- There was a hiring of eight laborers for traffic control. This traffic control crew was my idea, and I was the lead supervisor for this unit. The hiring was for
October 2020-/September 2021- I got sick and went on disability.
August 3, 2021- I was told that a flagger got hit by a drunk driver while flagging at night. To this day, nothing has been done to prevent these accidents. The flaggers are still wearing the wrong gear; OSHA requires a class 3 retroreflective high visibility apparel. Also, retroreflective stop paddles, signs, and an illuminated flagger station are a requirement by the California code of regulations, title 8, section 1599.
April 2022- I took the initiative to bring up the cleaning of the reservoirs to Frank Jordan and Billy Teahan. I then created a team to launch this new project, the cleaning of the reservoirs. Gathering all the equipment needed for the cleaning ( Hoses, fittings, clamps, brooms, sqeegies, shovels, wheel barrels, mop buckets). We were ecstatic to be a part of this groundbreaking project, and also an opportunity to move up, as promised by Frank Jordan, Billy Teahan.
May 2022- We started the cleaning of the reservoirs. The Sunset Reservoir is measured at 1000 feet by 500 feet, and 35feet in depth, making this the biggest reservoir in the city. The crew was excited; it was our first cleaning, a new learning experience, and most of all, another credential. We finished the cleaning at the beginning of June.
June 6-10/2022- I assigned Adolfo to take the confined space rescue training class to get certified. This training class opened his eyes. After being certified, Adolfo brought to my attention that he noticed several Safety Violations and red flags that Frank Jordan and Billy Teahan had us doing. It's scary to know that Upper Management Frank Jordan and Billy Teahan knew about all these Safety Violations and Potential Hazards and never told us about them. We cleaned Sunset reservoir prior, and had no
idea that you needed a permit, or if it was a non-permit, needed to be certified, or if it had to be OSHA approved.
July 7/2022- We went to look at the Hunters Point reservoir and noticed there were too many variables, so we got the safety team involved, and it was decided we needed to come up with a plan, so we skipped this reservoir and went to the next reservoir.
July 18-26/2022- We did all the preparations and planning for Potrero Reservoirs. This reservoir had several variables, and my crew had uncertainties about this reservoir, especially Adolfo, who brought up many violations that he believed were being made. We already did all the preparations and planning for this project. So we decided to persevere through it, giving our best to this company.
July 27, 2022- We started the cleaning of the Potrero Hill reservoir and were able to finish it despite all the variables and safety concerns. My crew took one for the team.
November 2022- Sutro Reservoir was drained and then shut down by the SFPUC Safety Officer Vicheth Kang pending do to my safety concerns, whether it was a confined space, permit, or non-permit, and if there needed to be a rescue team was needed on site.
Late November 2022 — I had a meeting with Frank Jordan & Frank Cervantes regarding the Safety of the reservoirs and traffic control concerns. Frank Jordan was only using one laborer for flagging on overtime jobs. I told Frank Jordan that it is a safety issue and that we have always used two flaggers for overtime. (We lost a co-worker due to not having Safety Traffic Control, and that was the whole purpose of the hiring of Flaggers.) Frank Jordan got upset and told me, You know you're on probation for six months, and threatened to fail my probation. Frank Jordan was also upset because the Sutro Reservoir was drained and not being cleaned due to Safety concerns and Safety Clearance from the CDD Safety Team. Adolfo Padilla was my Lead Laborer for the cleaning of the reservoirs. Adolfo and his crew and I cleaned two reservoirs and got praises from Frank Jordan and Billy Teahan. Adolfo Padilla then took the confined space rescue training class, and it opened his eyes. He also
noticed several Safety Violations and red flags that Frank Jordan and Billy Teahan had us doing. It's scary to know that Upper Management Frank Jordan and Billy Teahan knew about all these Safety Violations and Potential Hazards and never told us about them. We cleaned two reservoirs prior to, and had no idea that you needed a permit, or if it was a non-permit, or if it had to be OSHA approved. We went into these Reservoirs with No Safety Plan, No Confined Space Training, No Safety Equipment (Sniffers, Supplied Air, Safety Harness, Tripod), risking potential hazards (Gases, Oxygen Efficiency), Engulfment, Entrapment, and No Rescue Team. We could've easily passed out in the Reservoirs and potentially died. It's a shame because Frank Jordan oversees the reservoirs, and not once prior to Adolfo Padilla taking the Confined space rescue training did Frank Jordan mention any of these potential hazards and Safety concerns. I feel like Frank Jordan and Billy Teahan are using the Laborers to do all the grunt work that the Plumbers used to do when they got a Diving Premium. Now that the Diving Premium is gone, Frank Jordan tries to pass it down to the Laborers. Frank Jordan and Billy Teahan know that the cleaning and maintenance of the reservoirs is in the job description for an SFPUC Plumber 7388. Frank Jordan and Billy Teahan know all of this and still force the laborers to clean the Reservoirs. 12/13 /22— I had a meeting with Frank Cervantes, Vicheth Kaing, the safety officer, and OJ Jarvis about the reservoirs. OJ Jarvis was assigned to the reservoirs and had no disputes witnessed by Frank Cervantes, Vicheth Kaing, and me.
12/14/22- at 7:00 am, OJ Jarvis told me he didn't want to work the reservoirs. I asked him why he didn't say anything yesterday during the meeting. He told me he doesn't want to work, only supervise. I told him it is in our job title as a Laborer Supervisor I we are working Supervisors. 12/15/22 — Bill Teahan emailed Cecilia Chan and told her that he searched the Laborers Local 261 MOU on Shift 2 Overtime, and he told her there's no such language. The laborers' shift 2 was taken away, which is a Violation of our MOU Local 261 Article III.193a.
1/25/23 —Around 7:25 am, I was approached by Don Martin, a lead plumber who truck Brian Ramos is assigned to, and he was looking for Brian. I called Brian, and he told me he just pulled in. I told him you are late again. Later that morning, I went to the jobsite and verbally warned him about his excessive tardiness. Brian went to apologize to Frank Jordan and pleaded for him not to get written up. He told Frank Jordan that I said that Frank Jordan told me to write him up. Frank Jordan took Brian Ramos into Billy Teahan's office and told him about what I said. From that point, the targeting began.
1/31/23 — Frank Cervantes said I can't run the Laborers wheel per Frank Jordan and Billy Teahan. I told him that it is completely unfair and that I feel like I'm being targeted. I have been doing my job and never had any complaints or warnings that I'm doing anything wrong. This is not right. I asked him if we could have a meeting with Frank Jordan and Billy Teahan.
He said he'll talk to them.
2/1/23 — I had a meeting with Billy Teahan, Frank Jordan, and Frank Cervantes. I asked about running the overtime wheel and being on it. Billy Teahan and Frank Jordan said No, I must choose if I want to be on the Laborer Wheel or Supervisor Wheel. I tried to explain to them that since I've been a laborer, the laborers have always been on one wheel for the overtime crews, fill-in wheel, and the Standby. Frank Jordan and Billy Teahan told me the laborers' overtime wheel has never been run like that. I told them that was untrue and not fair.
2/1/23 that same morning, Billy Teahan sent out an email to all Supervisors and Foremen about the Overtime Wheel/ Rotation.
2/1/23 I went to my Union Hall Local 261 to file a complaint about my situation. They put me in contact with our Union Representative, Vince Courtney, after we talked. Vince Courtney sent an email to Billy Teahan asking about my overtime issues.
2/1/23 — Same day, the plumbers took over the laborers' overtime wheel per Frank Jordan and Billy Teahan.
2/1/23- Same-day plumber took down our labor wheel, so we had no access to view our wheel, which is a violation of our MOU Local 261 Article III.F 179
2/1/23-Ifiled a harassment and discrimination complaint with DHR. I have a case number, HR Case# HRC0002947.
2/22/23- I held a meeting for the Laborers. I talked about calling in sick, tardiness, and leaving early. Also, I assigned OJ Jarvis, Thaddeous Redmon, and Dave Gonzales to reservoirs. OJ Jarvis refused and went to complain to Frank Jordan, not following the chain of command. Frank Jordan told him to pick who he wanted, which caused a conflict with the laborers. Every time !delegate assignments to subordinates, certain Laborers run to complain to Frank Jordan about their assignments. Frank Jordan caters to these certain employees, and he makes me reassign all other subordinates, which is completely unfair to all other Laborers and me as a supervisor. Frank Jordan has all my subordinates undermining me.
He doesn't do this to the Plumber Supervisors or Foremen at the ODD yard. Only I am completely being singled out.
2/22/23 — Frank Cervantes told me I can't claim 21 premium and that OJ Jarvis is my equal per Frank Jordan, Billy Teahan. I told Frank Cervantes, if he's my equal, why does he claim the 21E premium? OJ Jarvis has been claiming it all this time. Frank Jordan and Billy Teahan took my 21E premium since I started acting as a 7215. I showed Frank Cervantes on timesheet program where OJ Jarvis was claiming the 21E premium. Once again, I let him know that I'm getting targeted and that I know Frank Jordan and Billy Teahan are going to fail my probation because I went to my Union about my overtime.
2/22/23-1 asked Frank Jordan to mail me stating OJ Jarvis is my equal, he told Frank Cervantes NO!
2/22/23 Adolfo Padilla was approached by Tom Hanlon, and he asked him if he knew Nick Ageev. Adolfo said Yeah, Tom Hanlon said Nick Ageev said give him a call. Tom Hanlon gave Adolfo Nick Ageev's phone number.
2/24/23-0J Jarvis once again went to Frank Jordan to ask for more help for the reservoirs. Frank Jordan caters to OJ and undermines me again, and takes laborers off the main gang truck.
2/27/23-i told Frank Cervantes that some of the Laborers want to try out AAP for the Supervisor. I asked Frank Cervantes if we could open the AAP to give other Laborers an equal opportunity to grow. He said management won't allow it, which is a violation of MOU Local 261 Article 111.E.8.149.d 2/28/23-Adolfo Padilla texted Nick Ageev @ 11:54am. Later @ 1:41 pm Nick Ageev texted back Adolfo and asked what a good time to call you.
Adolfo said he is free now. Nick Ageev calls Adolfo up and asks how he is doing, and that he heard he's a good worker. Nick also says he heard that he's getting himself into some trouble, and if he wants to keep his job. he should stop what he is doing. Adolfo tells Nick I'm not doing anything wrong. There are new people in management who are not being fair. Nick asked who? Adolfo said Frank Jordan, as soon as he said that, Nick Ageev's tone of voice changed and started defending him, saying he's by the book. Adolfo said No more Nick Ageev hurried up and said Take and goodbye. Nick Ageev is friends with Frank Jordan and his girlfriend Bernie. 3/6/23-My supervisor, Frank Cervantes, called me and said he needed to talk to me@9:45am. I had a meeting with Frank Cervantes. He told me that somebody had gone and filed a complaint about me using racial slurs and foul language. I told my supervisor, Frank Cervantes, that these allegations are false, and I've never done any wrongdoing.
3/7/23- Billy Teahan calls a mandatory meeting for all the Laborers. We all go to this meeting, Billy Teahan has SFPUC PR Analyst, PUC Security, and the ELR team all on Zoom on a projector. Billy Teahan then announces that we are here for a serious cause, and somebody here was threatened with a firearm, looking straight at me. He made everyone sign a form stating that they understand what's been said. One of my guys stood up and said This is unfair Bill got mad a shouted Get him out of here. Send him home. 3/8/23-1 was supposed to have a Formal Meet& Confer Request meeting.
When I went into the conference room, I felt like I was ambushed. It was a packed arena. Billy Teahan, Frank Jordan, Joy Chen, Frank Cervantes
were in there waiting. I started thinking that this is what Billy Teahan and Frank Jordan do best: try to intimidate employees. My union representative had trouble joining the Zoom meeting, so they were supposed to reschedule our meeting. Joy Chen told me Anthony Travis is available. I told her no plus at this time he was not an employee of the union. 3/8/23-Later that day, I got served with a cease-and-desist letter signed by Dennis Herrera. Once again, a packed arena. Billy Teahan, Frank Jordan, Joy Chen, and Frank Cervantes were in there waiting to serve me. I told them I'm not signing anything and that I want to exercise my Weingarten rights. Adolfo Padilla also got served too which was weird. Going back to 2/22/23, when Adolfo was approached by Tom Hanlon about Nick Ageev wanting to speak to Adolfo, and on 2/28 when Adolfo talked to Nick Ageev it all made sense. Nick Ageev already knew what was going to happen to me and Adolfo because he's good friends with Frank Jordan and his girlfriend Bernie. (Keep in mind Nick Ageevs has been retired for about five years). 3/9/23-Adolfo Padilla was reassigned to the service department. Me being the laborer's Supervisor, I was never notified about the changes. Adolfo Padilla was one of my leads and my all-purpose guy. I asked my Supervisor, Frank Cervantes why they moved Padilla. He was one of my best lead workers. He said Joy Chen (she's the ELR person) was removed because she was told he doesn't do anything. I told my supervisor that this is wrong, they shouldn't be reassigning anyone, and I'm getting retaliated against.
3/10/23-@ 11:05am, my Supervisor Frank Cervantes called and said Billy Teahan wants to have a meeting with me g3pm. @ 11:38 Frank Cervantes calls me back and says Billy Teahan changed the meeting to 12:45am. 3/10/23-@12:45am, once again a packed arena. Billy Teahan, Frank Jordan, Frank Cervantes. I told them they can't keep blindsiding me with these meetings. I told them once again that I have Weingarten rights. Billy Teahan and Frank Jordan first told me that I failed my probation and handed me paperwork signed by Wendy Macy.. I asked him why my probation failed he said several reasons. I asked him what reasons he said Don't worry about it. Billy Teahan and Frank Jordan then served me with an
administrative leave papers signed by Dennis Herrera and told me to clear out my work truck and give everything to Frank Cervantes. As I was clearing out my truck, everyone was looking at it was embarrassing cleaning my truck out. All my hard work and dedication, everything that I worked for and earned, was being tarnished by false accusations. I asked my direct supervisor, Frank Cervantes, what's going on and why they failed my probation. He told me he had nothing to do with it and that he didn't know what was going on. So, Billy Teahan and Frank Jordan failed my probation. I know for a fact I was being singled out and targeted. I have been here for over 7 years, and nobody has failed probation; in fact, I think I'm the only one ever in the history of the Water Department to fail probation. Billy Teahan has been caught using the work computer for pornography and gambling. It came in the newspaper. Billy Teahan was demoted. How is he the general manager? He's a crook. Frank Jordan was having a romantic relationship with a co-worker, and he's still with her. 3/14/23-Billy Teahan and Frank Jordan announced OJ Jarvis is taking my job and gave him my truck. O.J. Jarvis is one of my accusers. 3/15/23-@1:45pm Billy Teahan approached Alfred Mausia and Conrad Valencia-King and told them we get paid to 3:30 pm accused them of leaving early. Billy Teahan told them my office is like a bowl of fish. (Conrad is my son)
3/17/23-@7:10am Billy Teahan saw Conrad Valencia-King in the locker with tennis shoes. Keep in mind, he's changing into his work clothes.@ 7:13 am Eric Hollingsworth told Conrad Valencia-King that Billy Teahan said he can't wear tennis shoes to work. He's to report to work in work boots. (Everyone wears tennis shoes, slippers Crocs.) Now, Billy Teahan is targeting my son Conrad.
3/27/23-1 get a second cease and desist
3/28/23-Frank Jordan calls a meeting with all the laborers. He talks about racism and how to follow the chain of command. Andrew Espinoza asked Frank Jordan what about the guys that ran into your office and complained to you, they didn't follow the chain of command. He turned red and didn't respond. He then told the laborers You know there are two guys out on
administered leave. And Adolfo is the only one out. What happened to cease and desist? Frank Jordan is again reminding everyone and intimidating.
4/6/23- Frank Jordan and Billy Teahan call my son Conrad into his office and serve him a paper signed by Steve Ritchie saying he's being investigated for workplace violence, racial slurs, all the same stuff I'm being investigated for, and his job application. (This is all retaliation on me, my family, and everyone that's around me) April 6 is my Birthday. I truly believe they purposely did this, knowing it was my birthday.
8/8/23- I received a letter from Steve Ritchie stating that I'm being investigated on newly raised allegations of sexual harassment. • Retaliation for my complaint to my union for being treated unfairly for overtime
• Retaliation from filing a complaint to DHR about my probation being threatened and OT by Frank Jordan.
• I didn't do anything wrong.
• Frank Jordan was upset because I brought up safety OSHA regulations on confined spaces. ''RESERVIORS". He was upset because we got the safety team involved. Vichecth
• This is all completely fabricated.
• I passed the test. OJ was not reachable on the list.
• He was promised to be a supervisor
• He was brought here by Anthony Travis
• He is best friends with Anthony Travis
• Brain is late everyday has History management knows this • Brian was investigated for stealing
• Brian has 2 incidents with Conway
• Brian tried to fight Don Martin witnessed Pete Flewellen and Hector Ortega
' Brian broke the trailer hitch and did not report it. Billy, Frank, and Don Lampe are aware of this incident.
• Workplace violence
• No Call to the police 911
' No Police Report
• No incident report
. To whom was the complaint made?
• Why was the incident report never filed?
. Were HR's Management resources "CORE Team notified"

Case of Joe King and Adolfo Padilla
Background
Joe King worked for the PUC for 8 years and Adolfo Padilla worked for the PUC for approx. Xxx years Neither Joe nor Adolfo had ever had a disciplinary action in their time with the PUC. Their annual performance evaluations were always good. Adolfo even won a award for xxxxxx Their case was of retaliation for concerns related to several items listed involving safety entry of confined spaces, complaints related to the OT wheel conflict of interest with Local 261 and management having concerns and wanting to make an example of these employees, if you do this you can suffer consequences with no real recourse.
While the PUC went to great lengths to say the employees violated several policies and procedures it failed to show except for the policy of family members when these employees were provided with these policies or training on them. PUC management also failed and violated laws and policies related to confined space entry training.
Lastly Joe and Adolfo were not given good representation by L261 due to a conflict of interest, being that one of their chief stewards was a former employee in the same position and had a bias of the employee that was an acting SUP I where they had a long friendship. Also, the witnesses interviewed could give a one-sided account without ever being questioned or have their validity checked, this would have only happened at arbitration, which the Union conveniently decided not to file after telling the employees they would. The CAT investigative unit, while alleging it to be impartial, is far from it as there is another case that indicates they are more about investigating to prove the charges than trying to find the truth and facts of the case.
1. Retaliation for making complaints to safety and management related to specific job requiring entrance into combined space and not following required procedures
2. Retaliation for Joe King making a complaint with management and 261 and 261 bring the complaint to Bill Tehan and within days these employees were placed on administrative leave
3. There were no direct threats to any employees, only a so-called discussion about guns that was the basis for the workplace violence charge, nowhere in the record is there ever presented or proved a specific threat
4. Use of a racial slur was misrepresented by the CAT investigator and omission of the entire text was on purpose for the investigator to prove their point. Yet the racial slur and all was lyrics from a song, and the song was referenced in the text but that was also conveniently omitted and noted this was a group text with 19 others on it and this was what was used to use of a racial slur.
5. Joe and Adolpho never got the opportunity to question the employees that gave their stories to the CAT investigator and as shown in a prior case employees can lie or embellish the truth when there is no chance of them being challenged by the people they accuse.
6. The union Local 261 chose not to go forward with arbitration therefore denying them the ultimate chance to defend themselves or interview the witnesses the city had used with leading questions and a one-sided accounting of what they claimed to be fact.
7. When Joe King filed a discrimination suit on Feb 1st 20xx action began right after that to get rid of him. While these filings are supposed to be confidential, they never are. The Asst GM would be notified of the complaint which would have also alerted the head of the section.
Everything that happened after that happened within the month after that filing.
8. Lastly the chief complainant for the workplace violence complaint has a history of confrontations with other employees and the PUC has also shown that they handled several other disciplinary cases much differently than this one
Timeline of events
• In April of 2022 Joe King was offered the project of the clean-up for the reservoirs a new project for the laborers.
• Joe assigned me as the lead laborer in charge of the cleaning crew, set to start May • The week of June 6-10th 2022 I was sent by king to take the 401ir hazwoper training After the 40hr course I noticed a lot of OSHA safety violations that they were having us commit without our knowledge. I brought these concerns up to king and he brought them up to the safety officer
• All reservoirs are confined spaces the difference is whether its permit required, or non-permit required any worker entering needs to be properly trained and certified The next one they wanted was hunter point located Whitney young circle and Newcomb ave.
Which requires a rescue team onsite to enter I told king and he notified the safety team they put a hold and moved to the next one
They drained Sutro located Olympia way and clarendon Ave, and the safety officer stopped all cleaning we were then removed and a new crew with no training was set to take over the clean ups (also they said it was not a confined space)
• 12/13 /22— I had a meeting with Frank Cervantes, Vicheth Kaing, the • safety officer, and OJ Jarvis about the reservoirs. OJ Jarvis was assigned • to the reservoirs and had no disputes witnessed by Frank Cervantes,
Vicheth Kaing, and me.
1/25/23 — Around 7:25 am, I was approached by Don Martin, a lead plumber who truck Brian Ramos is assigned to, and he was looking for Brian.
2/1/23 — I had a meeting with Billy Teahan, Frank Jordan, and Frank
Cervantes.
2/1/23 Same day, the plumbers took over the laborers' overtime wheel per Frank Jordan and Billy Teahan.
2/1/23- Same-day plumber took down our labor wheel, so we had no access to view our wheel, which is a violation of our MOU Local 261 Article III.F 179
2/1/23-I filed a harassment and discrimination complaint with DHR. I have a case number, HR Case# HRC0002947.

• 2/22/23 — Frank Cervantes told me I can't claim 21 premium and that OJ • Jarvis is my equal per Frank Jordan, Billy Teahan. I told Frank Cervantes, if • he's my equal, why does he claim the 21E premium? OJ Jarvis has been • claiming it all this time. • 2/22/23 Adolfo Padilla was approached by Tom Hanlon, and he asked him • if he knew Nick Ageev. Adolfo said Yeah, Tom Hanlon said Nick Ageev said • give him a call. To whom it may concern,
As someone who treasures San Francisco's city parks, I'm upset by plans to cover 75% of Crocker Amazon Park with artificial turf. This plastic carpet will pollute our water with microplastics and toxic "forever chemicals," destroy trees and habitat, fence off open space, and cost millions to replace every decade.
San Francisco deserves environmental justice—real green space that welcomes families for gatherings, play, and cultural events. We should be investing in modern natural grass fields, not suffocating a beloved park under plastic.
Crocker Amazon is one of the city's great community parks. Don't turn it into a toxic, lifeless field. Keep it real, keep it grass.
Sincerely,
Casti

Dear Commissioners,
Close your eyes and picture Crocker Amazon Park on a golden San Francisco afternoon: barefoot kids tumbling across cool, living grass that smells of earth and possibility; families gathered under the sheltering arms of mature trees, sharing laughter, food, and stories in the open air; elders resting on real ground while birds sing overhead. This is not just a park—it is the beating green heart of our neighborhoods, where every community finds joy, healing, and belonging in a city that too often feels paved over.
Now imagine that heart suffocated: 75% of this beloved sanctuary buried under a blazing plastic carpet of artificial turf. A synthetic wasteland of “forever chemicals” (PFAS) and microplastics that will leach into our children’s skin, lungs, and bloodstreams with every slide, every kick, every hot summer day. Trees chainsawed away. Habitat destroyed. Open space locked behind fences under glaring lights. A toxic, lifeless field that will cost millions to rip out and replace every decade—while poisoning the very water and soil we rely on.
This is not “modernization.” This is environmental injustice wrapped in greenwash. In San Francisco— home of the Precautionary Principle and a proud legacy of protecting our commons—how dare we trade real nature for a chemical experiment that reputable medical and scientific voices warn carries risks of cancer, endocrine disruption, neurotoxicity, heat stroke, and microplastic accumulation in developing bodies? Our children deserve to grow up running on living grass, not playing on a heat-trapping, toxin- leaching mat that turns paradise into a public health gamble.
Crocker Amazon is one of our last true community treasures. Don’t let it become a cautionary tale. Reject this proposal. Invest in resilient, natural grass fields that cool the city, nurture biodiversity, and honor every family that calls this park home. Keep Crocker Amazon alive. Keep it real. Keep it green—for our kids, for our future, for the soul of San Francisco.

SF Park & Rec, Supervisor Chyanne Chen, Sarah Madland, Mayor Lurie, Alicia Jean-Baptiste, Giants Liaison, Dennis Herrera, SF Public Utilities Commission - The Giants are proposing to turn our public park into a training ground tied to a private commercial organization. That means our shared community space would be repurposed to serve a narrow pipeline of elite youth athletics.
We are being used by a private entity — at the expense of the broader community that relies on this park every single day.
This space belongs to everyone: families, children, seniors, people walking their dogs, and neighbors gathering informally. Converting it into specialized infrastructure diminishes open access and changes the character of the park for good.
Stop this project and protect this park for the entire community. We're all getting mad as more of us realize what you are planning.

1/25/23 — Around 7:25 am, I was approached by Don Martin, a lead plumber who truck Brian Ramos is assigned to, and he was looking for Brian.
2/1/23 — I had a meeting with Billy Teahan, Frank Jordan, and Frank
Cervantes.

Remembering the Christmas Day Sewer-Flood of 2025
It happened again on Cayuga. We want to make sure people are aware. We don’t want to forget that this problem has not been resolved.
We all know that San Francisco's combined sewer system has a history of being overwhelmed during heavy storms. While it’s been almost two months since a powerful storm hit us with heavy winds, rain, and flash-flooding, we want to memorialize the one that hit Cayuga Avenue on Christmas morning while everyone was asleep.
You may remember that the City was under a flash-flood warning until 6 a.m. that day. But the heaviest rain, which blew off sewer lids and flushed sewage into homes, streets, and sidewalks, happened in the middle of the night. There were reports of flooding near City Hall that morning, at 18th and Castro, and in nearby Daly City. The damage was done around 3 a.m.
We don’t have any video of the sewer-flooding at the north end of Cayuga Avenue. But that doesn’t mean it didn’t happen.
We do know there were twenty-eight 311 requests related to sewage in District 11 between December 25 and 27—six of those requests were related to Cayuga Avenue. If you include the calls for street and sidewalk cleaning there were twelve 311 requests for the same period.
There were at least least eight houses along this stretch of Cayuga that had sewage enter their homes during this early morning storm.
The sewer lid in front of one home was blown off by a geyser of sewage which then gushed into the ground-level of their house and damaged their cars parked outside. To add insult to injury, this family also had sewage bubble up from their shower drain and fill their lower-level bathroom with a hazardous muck.
The City Attorney’s office sent a claims investigator out later that week. But they did not offer any help with cleanup or reimbursement for damages—instead they offered a “Claims” form to be filled out.
After all these many years, sewer-flooding is still happening on Cayuga Avenue.
The SFPUC offers excuses and explanations, free sandbags, and the nightmare of paperwork and litigation for the victims.
When will they offer a real solution?

Subject: Artifical Turf project at Crocker-Amazon Park
Date: Tuesday, February 24, 2026 11:29:15 AM
Good morning, Commissioners:
I am writing to express my strong objection to the proposed tree cutting to make way for artificial turf at Crocker Amazon Park, which I strongly believe to be a citywide issue.
The trees and natural groundcover are vital for our native wildlife--from insects (currently on the verge of total collapse) to birds and mammals. Also the turf blocks precious rainwater precipitation and runoff from seeping through to our Westside Basin Aquifer, which—as you of all City agencies well know--we are now watchfully monitoring for ongoing incorporation into our ongoing water supply for both drinking and irrigation.
I urge you to reject the artificial turf project at Crocker Amazon Park. Thank you in advance for your attention to this request.
Respectfully,
Michele Liapes

Dear Commissioners,
I would seriously like to understand - what is wrong with you all??? Please explain it to me like I am 5 years old.
You all think it's a good idea to cover r 75% of Crocker Amazon Park with artificial turf? This plastic carpet will pollute our water with microplastics and toxic "forever chemicals," destroy trees and habitat, fence off open space, and cost millions to replace every decade.
What has happened to the San Francisco we know and love. Are you all such sellouts?
Crocker Amazon is one of the city's great community parks. Don't turn it into a toxic, lifeless field. Keep it real, keep it grass.
I'm so appalled at your thinking. Is this what our kids are going to see and learn growing up? God help us all.

Dear Commissioners,
As someone who treasures San Francisco's city parks, I'm upset by plans to cover 75% of Crocker Amazon Park with artificial turf.
Sincerely,
James A.

Dear Commissioners,
As leaders in San Francisco, I, a lifelong Crocker Amazon Neighborhood resident and voter, request that you all demonstrate your commitment to the healthfulness and safety of artificial turf by installing it surrounding your personal residences, as well as in all of the City parks near your homes. The Crocker-Amazon Neighborhood already exceeds any standards of health safety with the artificial turf covered soccer fields and children’s playground. Before you even further consider cutting down the historic trees, and replacing natural grass with more poisonous plastic for baseball diamonds, I demand that you conduct scientific studies to test the level of water, air and earth pollution caused by the already existing plastic turf in the soccer fields and childrens playground at Crocker-Amazon Park, to determine the negative pollution impact on Hummingbird Farm, McLaren Park, and bordering residences.
Your highest fiduciary duty to the citizens of San Francisco is for a healthy environment—this is the crucial foundation on which activities can be built. As such, your policies must acknowledge AND ACT ON actions that promote healthy water to drink, healthy air to breathe, and healthy earth to live on. Our indigenous ancestors stewarded the earth for tens of thousands of years. What hubris lets you think we have a right to destroy our environment in a few short decades? Sports activities are meaningless if they cause pollution and harm to residents of the City at the same time as promoting the benefits of athletics.
We may be located far south at the San Mateo County border, but we do not want more plastic blight dumped on us, and want our voices heard as loudly as those that are East of Twin Peaks. Real people live in this “suburban” neighborhood; I demand no further environmental degradation of Crocker-Amazon Park.
Please keep in mind that I ALWAYS VOTE!!!
Sincerely,
Valerie Howard
