Approve Modification No. 3 for Progressive Design -Build Contract No. DB-126, Wastewater Enterprise Distributed Control System Upgrades
Summary of Proposed
Commission Action:
Approve Modification No. 3 to Contract No. DB-126, Wastewater Enterprise Distributed Control System Upgrades, with Emerson Process Management Power & Water Solutions, Inc. , increasing the contract amount by $ 35,500,000, for a total not-to-exceed contract amount of $ 83,050,600, with no change to the contract duration, to enable the Design- Builder to provide services at Treasure Island and Yerba Buena Island facilities and integrate them into the new system-wide Distributed Control System , to continue providing the necessary system replacement, upgrade, and support services at all San Francisco Public Utilities Commission Wastewater facilities, and to continue coordinating with other ongoing Sewer System Improvement Program capital projects that are being implemented simultaneously within the same facilities.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise owns a Distributed Control System (DCS) , an integrated platform for automated control, supervision, and operation of a plant and its various processes. The DCS is a complex network of microprocessor controllers and communication devices that combines human machine interface, logic solvers, alarm management, and other databases into a unified real -time control system.
The DCS Upgrades Project is intended to replace outdated control system infrastructure to support the Sewer System Improvement Program (SSIP) to ensure a consistent and reliable operating process control system throughout Wastewater Enterprise assets.
Many of the existing wastewater DCS components were installed in the 1990s and are now in need of replacement. The new DCS will support the replacement, upgrade, and addition of new processes brought on by other SSIP projects, including the new Biosolids Digester Facilities project.
Agenda Title: DB-126, Wastewater Enterprise Distributed Control System Upgrades Commission Meeting Date: March 24, 2026
On December 13, 2016, by Resolution No. 16 -0265, this
Commission awarded Progressive Design- Build Contract No.
DB- 126, Wastewater Distributed Control System Upgrades Project, to Emerson Process Management Power & Water
Solutions, Inc., as a Design-Builder to provide preconstruction and construction services to deliver a new DCS . The original contract amount was $20,425,000 and the original contract duration was 5,478 consecutive calendar days (approximately 15 years), with an initial scope of work primarily focused at Southeast Water Pollution Treatment Facility (SEP) , Channel Pump Station, Bruce Flynn Pump Station, and Booster Pump Station and with intent of gradual progress to increase the new DCS scope of work and related budget to cover all remaining Wastewater Enterprise facilities, for a consistent and incremental implementation system-wide.
On June 11, 2019, by Resolution No. 19 -0109, this Commission approved an increase of $5,100,000 to the existing cost contingency, for a revised cost limit of $27,567,500, with no change to the contract duration, to add DCS integration services at Northpoint Wet Weather Treatment Facility and North Shore Pump Station from the same DCS manufacturer/design builder at SEP in order to have a consistent system-wide DCS.
On September 14, 2021, by Resolution No. 21 -0140, this Commission approved an increase of $19,983,100 to the existing cost contingency, for a revised cost limit of $47,550,600, with no change to the contract duration, to progressively implement DCS preconstruction services at Oceanside Water Pollution Control Plant, Westside Pump Station, and at all other remaining ancillary wastewater pump stations, including but not limited to Griffith Pump Station and Mariposa Pump Station.
As originally anticipated, the project team sought Commission authorization to progressively implement the Contract’s scope and to increase the contract’s cost contingency. The current scope now includes replacing the DCS at Northpoint Wet Weather Treatment Facility, Northshore Pump Station, Oceanside Water Pollution Treatment Facility, and various wastewater pump stations throughout the city.
On December 9, 2025, SFPUC staff presented to this Commission an overview of the progressive design -
build process for SFPUC
projects. The presentation Slide 5, attached to this staff report, outlines the progressive design- build sequence describing pre- construction, construction, Commission actions, and contract milestones. As described in Slide 5, the proposed action in this agenda item is “Commission Action 3.3 – Contract Modification 3”.
Agenda Title: DB-126, Wastewater Enterprise Distributed Control System Upgrades Commission Meeting Date: March 24, 2026
The purpose of this request is to enable the Design -Builder to: (1) provide DCS services at Treasure Island and Yerba Buena Island facilities and integrate them into the new system -wide DCS ; (2) continue providing the necessary DCS replacement, upgrade, and support services at all SFPUC Wastewater Enterprise facilities; and (3) continue coordinating with other ongoing SSIP capital projects such as the Southeast Treatment Plant Biosolids Digester Facilities project that are being built simultaneously within the same facilities.
Scope of Contract: The contract work locations are throughout the City and County of San Francisco, at various SFPUC Wastewater Enterprise facilities.
The contract work consists of the following services at each facility with an end goal of delivering a system-wide, enterprise level, and fully functional DCS:
• Programming (Planning and Pre-Design);
• Design (field verification of existing operation controls and DCS infrastructure, hardware design, control system
programming/configuration);
• Manufacturing (fabrication of server cabinets and other DCS related equipment, factory tests, and delivery);
• Installation (systems integration), field testing, and commissioning;
• Support and Upgrade services (software and hardware
upgrades, end user training, warranty, provision of spare parts); and,
• Coordination with other ongoing SSIP projects (i.e. SEP BDFP) and other administrative/management services.
