Award Contract No. WW-789R, Southeast Water Pollution Control Plant 516 and 516A Sodium Bisulfite Storage Tanks and Fill Station
Summary of Proposed
Commission Action:
Award Contract No. WW-789R, Southeast Water Pollution
Control Plant 516 and 516A Sodium Bisulfite Storage Tanks and Fill Station, to the responsible bidder that submitted the lowest responsive bid, Western Water Constructors, Inc., in the amount of $12,190,000 and with a duration of 910 consecutive calendar days (approximately two years and six months), to replace the aging sodium bisulfite tanks and ancillary system and construct the new system closer to the chemical injection point. This action constitutes the Approval Action for the P
roject for the
purposes of the California Environmental Quality Act (CEQA), pursuant to San Francisco Administrative Code Section
31.04(h). The San Francisco Planning Department has
determined that the Project is exempt from the CEQA. The Commission will rely on the determination to make its decision on this action.
Background: The sodium bisulfite dechlorination system is an important part of the treatment process at the San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise Southeast Water Pollution Control Plant (SEP). Dechlorination is the final treatment process where dechlorination chemical ( sodium bisulfite) is applied to the wastewater stream . The purpose of dechlorination is to neutralize residual chlorine before discharging flow to the San Francisco Bay or Islais Creek.
The existing sodium bisulfite system at SEP was built in the 1980s and is located some distance from the sodium bisulfite injection points where chemical is required, so a day tank and feed pumps near the injection points are currently used to minimize vulnerability in case utility power is lost.
Improvements are needed to address aging infrastructure and to maintain compliance with regulatory requirements. The contract will help meet the Wastewater Enterprise Operational Reliability and Seismic Reliability Level of Service (LOS) goals.
Agenda Title: WW-789R, SEP 516 and 516A Sodium Bisulfite Storage Tanks and Fill Station Commission Meeting Date: March 24, 2026
The relocation is also needed to locate the sodium bisulfite system closer to the injection points so that a day tank and additional pumps are not required, and to allow gravity flow from the storage tanks during power outages.
Scope of Contract: The contract work location is at Southeast Water Pollution Control Plant in the City and County of San Francisco. T he contract work consists of:
• Installation of 2 storage tanks that are 15,000 gallons each
• Installation of chemical injection systems and associated electrical, controls, and mechanical piping to support the reliable operation of disinfection needs
• Installation of a chemical fill station
• Utility relocations
• Installation of a foundation consisting of torque- down piles
• Demolition of old/existing system and other ancillary work
Funding and Costs: Funding Source: Project No. 10039811, SEP Condition Improvements – Part 1
Engineer’s Estimate: $12,500,000
Award Amount: $12,190,000
Schedule: Estimated Notice-to-Proceed Date: June 2026
Estimated Completion Date: November 2028
Contract Duration: 910 consecutive calendar days ( 820 consecutive calendar days to Substantial Completion and an additional 90 consecutive calendar days to Final Completion)
Bid History:
Advertised: November 5, 2025
Bids Received: On December 11, 2025, the SFPUC received two sealed bids. The SFPUC determined that it was in the best interest of the City and County of San Francisco to reject all bids and re-advertise.
Re-advertised: January 9, 2026
Bids Received: On January 29, 2026 , the SFPUC received three sealed bids as follows:

Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.
Because the SFPUC anticipates that potential unforeseen conditions or other factors outside the contractor’s control may impact the schedule, Staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, Staff announced that SFPUC would use the value of 6 0-days to calculate the
compensable delay bid adjustment amount. Staff used the daily rate in each bid to determine the total Compensable Delay value shown in the table above by m ultiplying the bidder’s daily rate times 60. The Adjusted Bid value in the table above is the sum of the Base Bid Amount and Compensable Delay less any
applicable bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder.
However, the contract award amount is the Base Bid value (not the Adjusted Bid value) and, if the Commission awards the contract, the bidder’s daily compensable delay rate will become a term of the contract.
Environmental

On August 28, 2025, the San Francisco Planning Department determined the Project to be exempt from environmental review under the CEQA Guidelines Section 15061(b)(3) (Common
Sense Exemption) (Case No. 2025-001028ENV).
