Award Contract No. CS-1272, Point-of-Sale Electric Vehicle Incentive Program

Summary of Proposed
Commission Action:

Award Contract No. CS-1272, Point-of-Sale Electric Vehicle Incentive Program to Cohen Ventures, Inc. DBA Energy
Solutions in the amount of $4,200,000 and with a duration of four years, seven months.

Background: The San Francisco Public Utilities Commission (SFPUC) Power Enterprise administers the Electrify My Ride program to support the adoption of clean transportation options among SFPUC Power customers. The program includes an e-bike incentive that has been very popular. To build on the success of th e program, the Power Enterprise will expand Electrify My Ride to include incentives for electric vehicles. This expansion aligns with SFPUC’s goals to increase electrification, reduce greenhouse gas emissions, improve local air quality, and increase equitable access to clean transportation options, particularly for customers with lower incomes; additionally, this expansion will help advance the San Francisco’s Climate Action Plan goals of ensuring all vehicles are zero-emission by 2040.

If approved by the Commission , t he expanded program will provide point -of-sale financial incentives directly to eligible SFPUC Power customers at the time of purchase or lease of a new or used electric vehicle through qualified and participating car dealerships. Delivering incentives at the point of sale is intended to reduce upfront cost barriers, simplify the customer experience, and increase program participation, while also enabling dealerships to more easily incorporate the incentive into their sales process.

SFPUC staff propose to award a professional services contract to Energy Solutions , pursuant to San Francisco Administrative Code Section 21.16, through a competitively solicited
procurement conducted by the City of San José for substantially similar services.

In January 2025, the City of San José, through its Energy Department which administers its Community Choice
Aggregation program San José Clean Energy (SJCE), issued a formal Request for Proposals (RFP No. ED-25RFP-Programs-2) seeking a qualified consultant to develop and implement a point- of-sale electric vehicle incentive program. The RFP was publicly advertised and conducted in accordance with the City of San José’s competitive procurement requirements. Proposals were evaluated using published criteria, i ncluding experience and qualifications, technical capabilities, cost proposal, supplemental responses, and applicable local and small business preferences.

Following evaluation and scoring, Energy Solutions was
determined to be the highest-ranked proposer and was awarded a contract by the City of San José. The San José solicitation expressly permitted joint procurement and cooperative use by other public agencies under the same terms and conditions.

Cooperative Purchasing
Solicitation Waiver:

Under San Francisco Administrative Code Section 21.16(b) (Cooperative Purchasing), a City department may use the procurement process of another public agency to purchase commodities or services for the City, provided that it uses the terms of such procurem ent and obtains approval from the City Purchaser. Pursuant to Regulation 21.16(b) of Chapter 21 Rules and Regulations, the City Purchaser must determine that the other procurement was competitive and that the use of the other agency’s procurement would be in the City’s best interests. The City department requesting such approval from the Purchaser must submit an approval justification memorandum describing the competitive process used by such other agency, among other factors.

On September 9, 2025, SFPUC submitted cooperative
purchasing solicitation waiver request #OCAWVR0012020 to the Purchaser, which the Purchaser approved on November 11, 2025.

In its request to the Purchaser, SFPUC reviewed the San José RFP documents, evaluation methodology, and award
determination and made the following findings, consistent with the requirements of San Francisco Administrative Code Section

21.16:

• The San José procurement conducted a fair, open, and
competitive process.
• The scope of services competitively solicited by San José is substantially equivalent to the services required by Agenda Title: CS-1272 Contract ID 1000036806 San Francisco Public Utilities Commission Power Enterprise Point-of-Sale Electric Vehicle Incentive Program

SFPUC, though some program terms and details may be
slightly modified to better serve SFPUC customers.
• The evaluation criteria were reasonable, transparent, and appropriate for the services procured.
• Energy Solutions was determined to be the highest -
ranked proposer and represents best value based on the
