MEMORANDUM

Date: March 19, 2026

To: John Wong, SFPUC

From: Helen Smolinski, CMD

Subject: Closeout for WW-751 As-Needed Sewer Inspection (FY24)

The Contract Monitoring Division (“CMD”) has determined that Pipe and Plant Solutions, Inc. (“PPSI”) has made a good faith effort to substantially comply with the LBE subcontracting requirements associated with this project.

A LBE subcontracting participation requirement of 6% was established at the time the project was advertised. PPSI’s Section 00 43 36 reflected a LBE subcontracting participation commitment of 8.21%.

PPSI was awarded the contract in the amount of $2,972,000.00, which was modified by $1,078,249.59.

The final contract amount is $1,893,750.41. PPSI’s LBE subcontracting participation is as follows:

Per PPSI’s documentation, it did not end up utilizing LBE subcontractor DR Traffic Control as much as it intended because the SFPUC only directed PPSI to perform 17 Contract Service Orders (“CSOs”), instead of the more typical quantity of 30+ CSOs. As a result, the total number of days of traffic control was reduced from an estimated 190 days on the bid form to 151 days.

Additionally, PPSI did not end up utilizing LBE subcontractor Ace Drilling & Excavation because the scope of work was not requested by the SFPUC on the project.

Despite the shortfalls in utilization of LBE subs, PPSI has provided the LBEs on this contract with the available work in their scopes when applicable.

Based on the foregoing, CMD concurs with the closeout of this contract.
