Approve Increase to the Duration Contingenc y for Contract No. WD -2895, San Francisco Zoo Recycled Water

Summary of
Proposed
Commission
Action:

Approve an increase of 360 calendar days to the existing duration contingency for Contract No. WD-2895, San Francisco Zoo Recycled Water, with Basset Engineering, for a revised duration limit of 1,030 consecutive calendar days (approximately two years and ten months ), with no change to the contract amount , to allow for the completion of the San Francisco Zoo Recycled Water P roject, which is delayed due to the additional time required for manufacturing and procurement of long- lead electrical power metering equipment.

Background: The San Francisco Public Utilities Commission (SFPUC) is building a recycled water facility to serve the San Francisco Zoo (Zoo) and the Lower Great Highway to support water conservation efforts. The Zoo currently relies on groundwater pumped from the Westside Groundwater Basin to supply various non- potable demands such as landscape irrigation, animal exhibit washdown, and impoundment and animal pool filling. The Lower Great Highway also relies on this groundwater for landscape irrigation.

The San Francisco Zoo Recycled Water Project (Project) mainly consists of the construction of a new recycled water pipeline, and mechanical and electrical appurtenances, in the public right -of-way to the groundwater reservoir and pump station facility that is owned and operated by the San Francisco Recreation and Parks Department . The Project will convert the Lower Great Highway’s and Zoo’s current use of groundwater supply to recycled water supply from the SFPUC Westside Recycled Water Treatment Facility, except for end uses that require potable water (such as drinking water for animals). Supplying these demands with recycled water will offset close to 100% of the Lower Great Highway’s and Zoo’s annual groundwater use and will conserve high quality groundwater to supplement potable water supplies in San Francisco. Approximately 200,000 gallons of groundwater each day will be offset by recycled water through this Project.

On February 13, 2024, by Resolution No. 24- 0027, the Commission awarded Contract No. WD -2895, San Francisco Zoo Recycled Water , to Basset Engineering, in the amount of $2,175,723 and with a duration of Agenda Title: WD-2895, San Francisco Zoo Recycled Water Commission Meeting Date: May 26, 2026

Scope of
Contract:

The contract work location is in the City and County of San Francisco on Sloat Boulevard, West of Skyline Boulevard.

The contract work includes installation of:
• 1,600 feet of 6-inch to 8-inch diameter ductile iron pipe; • Concrete vaults for pipeline turnout valves and flow meters; • Ultrasonic water level sensors;
• Groundwater air-gap assembly;
• New recycled water and groundwater flow meters;
• Motor Control Center modifications, mini power station, industrial enclosures and socket meter; and
• Data communication and network equipment.

Modifications to
the Contract:

Modification No. 1: Staff issued Modification No. 1, increasing the contract amount by $35,599, within the original 10% contingency , for a total contract amount of $2,211,322, with no change to the contract duration, to furnish and install a temporary bypass pipeline to support testing and commissioning.

Proposed Increase to Duration Contingency: Staff recommends the Commission approve an increase of 360 calendar days to the existing duration contingency , for a new duration limit of 1, 030 consecutive calendar days, with no change to the contract amount, to allow for the completion of the Project, which is delayed primarily due to the additional time required for manufacturing and procurement of long- lead electrical equipment. In late 2025, it was determined that the specified electrical power station (which distributes, measures, and records power for project instrumentation and control panels ) was incompatible with the electrical meter to be provided and installed by the SFPUC
Power Enterprise.

Another compatible meter main load center was identified to resolve the issue; however, this component had an extended procurement lead time.

Concurrent with this electrical equipment delay , there were delays with the ongoing electrical and instrumentation and control work under the base contract. Following negotiations with the c ontractor, the proposed contract time extension will be non-compensable.

Funding and
Costs:

Funding Source: Water Enterprise Capital Improvement Program 10037519, San Francisco Zoo Recycled Water Project
Original Contract Amount: $2,175,723
Original 10% Cost Contingency: $217,572
425 consecutive calendar days (approximately one year and two months).

On June 10, 2025, by Resolution No. 25- 0089, the Commission approved an increase of 203 calendar days to the duration contingency for delays related to the additional time required for manufacturing and procurement of long- lead electrical equipment, for a total duration limit of 670 consecutive calendar days (approximately one year and 10 months).
