Summary of
Proposed
Commission Action:
Award Contract No. WW-780, Pump Station Security Upgrades (Cesar Chavez, Channel, Griffith, and Merlin Morris) , to the responsible bidder that submitted the lowest responsive bid, Cal State Constructors, Inc. , in the amount of $3,228,014, and with a duration of 510 consecutive calendar days (approximately one year and five months ), to provide electrical and physical security upgrades to the Cesar Chavez Pump Station, Griffith Street Pump Station, Channel Pump Station, and Merlin Morris Pump Station, within the City and County of San Francisco. The Planning Department has determined that the Project is exempt from the California Environmental Quality Act (CEQA). This action constitutes the Approval Action for the Project for the purposes of the CEQA pursuant to San Francisco Administrative Cod e Section 31.04(h).
The Commission will rely on th e determination of the Planning Department to make its decision on this action.
Background: The San Francisco Public Utilities Commission (SFPUC) seeks to procure Contract No. WW -780, which involves implementing security upgrades at the Cesar Chavez, Griffith, Channel, and Merlin Morris Pump Stations. Based on the results of previous security assessments conducted to evaluate potential risks to Wastewater Enterprise facilities, assets, personnel, and operations from external threats, SFPUC identified recommended improvements to address vulnerabilities related to factors such as location, signage, perimeter protection, lighting, surveillance, and access control. This contract is intended to address the vulnerabilities at the above- identified wastewater pump stations.
Scope of Contract: The contract work is located within the City and County of San Francisco at the Cesar Chavez Pump Station, Griffith Pump Station, Channel Pump Station, and Merlin Morris Pump Station.
The contract work consists of physical and electrical upgrades at the four pump stations including but not limited to upgrading card readers, fencing, security signages, installing operational cameras, and lighting.
Agenda Title: WW-780, Pump Station Security Upgrades (Cesar Chavez, Channel, Griffith, and Merlin Morris) Commission Meeting Date: May 26, 2026
Funding and Costs: Funding Source: Sewer System Improvement Program funded Project No. 10038469, Pump Station Security Upgrades (Cesar Chavez, Channel, Griffith, and Merlin Morris)
Engineer’s Estimate: $3,800,000
Award: $3,228,014
Schedule: Estimated Notice-to-Proceed Date: September 2026 Estimated Completion Date: February 2028
Duration: 510 consecutive calendar days (approximately one year and five months)
Bid History:
Advertised: December 19, 2025
Bids Received: On February 5, 2026, SFPUC received three sealed bids, as follows:
Bid Rank Bid Amount Bid
Preference
Compensable
Delay
Adjusted Bid Final Rank
1. Cal State
Constructors, Inc.
$3,228,014.00 11.5% $6,000.00 $2,862,102.39 1
2. Azul Works, Inc. $3,284,800.00 6.5% $30,000.00 $3,099,338.00 2
3. Blocka Construction,
Inc.
$4,520,125.00 1.5% $30,000.00 $4,481,873.13 3
Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate.
At the bid opening, staff announced that SFPUC would use the value of 60 days to calculate the Compensable Delay bid adjustment amount. Staff used the daily rate in each bid item to determine the total Compensable Delay value shown in the table above
, which
represents the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise (LBE) bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award amount is the Base Bid value (not the Adjusted Bid value) . If the Commission awards the contract, the bidder’s daily compensable delay rate will become a term of the contract.
Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.
Protest: On February 13, 2026, the SFPUC received three bid protests as follows:
