Approve Amendment No. 2 to Contract No. PRO.0113, Electric Billing Software as a Service Agreement, with Enterprise Solutions Consulting LLC , increasing the contract amount by $1,437,000, and increasing the contract duration by two years and six months, for a total not-to-exceed contract amount of $7,061,527 and a total contract duration of ten years to continue providing electric billing software, hosting, and as-needed technical services for the Oracle Custom electric billing system.
Background: The San Francisco Public Utilities Commission (SFPUC) Power Enterprise relies on a fully hosted and managed electric billing system to support its core customer billing and revenue operations.
The system supports the complete electric billing lifecycle, including customer service connections, meter reading, billing, and related fieldwork.
On December 11, 2018, by Resolution No. 18- 0200, this
Commission awarded Contract No. PRO.0113, Electric Billing Software as a Service (SaaS) Agreement, to Enterprise Solutions Consulting LLC (ESC), for an amount not-to-exceed $4,374,527, and with a duration of seven years.
On January 10, 2023, by Resolution No. 23-0005, this Commission approved Amendment No. 1 to Contract No. PRO.0113, Electric Billing SaaS A greement, increasing the contract amount by $1,250,000, and increasing the contract duration by six months, for a total not -to-exceed contract amount of $5,624,527 and a total duration of seven years and six months.
Scope of Contract: ESC performs work remotely through the ESC’s hosted SaaS environment and in coordination with staff at the SFPUC offices at 525 Golden Gate Avenue, San Francisco, California.
The contract work consists of:

• Implementing and configuring a hosted Customer Care and Billing SaaS system to support the utility billing operations of the SFPUC;
• Providing project management and implementation
services necessary for system deployment;
• Hosting and maintaining the SaaS application environment; and
• Providing ongoing technical support and as -needed
services, including project management, business analysis, testing, development, and system enhancements.

Amendment No. 1: On January 10, 2023, by Resolution No. 23 - 0005, this Commission approved Amendment No. 1 , to increase the contract amount by $1,250,000, and extend the contract duration by six months, increasing the total not-to-exceed contract amount to $5,624,527 and total duration to seven years and six months.
Proposed Amendment No. 2: Staff recommends Commission
approval of Amendment No. 2, to increase the contract amount by $1,437,000, and extend the contract duration by two years and six months, to continue providing SaaS and services , for a total not- to-exceed contract amount of $ 7,061,527 and a total contract duration of ten years.
Funding and Costs: Funding Source: Funds for this Contract have been allocated from Power Enterprise and Information Technology Services (ITS) operating funds.

RESOLUTION NO.
WHEREAS, The San Francisco Public Utilities Commission (SFPUC) Power Enterprise has implemented an electric billing system through a Software as a Service (SaaS) agreement that includes, among other technology services, ongoing customizations and modifications to the Oracle Customer to Meter electric billing system (Hosting and Technical Services); and
WHEREAS, On December 11, 2018, by Resolution No. 18-0200, this Commission awarded Contract No. PRO.0113, Electric Billing Software as a Service Agreement, in an amount not -to-exceed $ 4,374,527 and with a duration of seven years , to Enterprise Solutions Consulting LLC (ESC); and
WHEREAS, On January 10, 2023 , by Resolution No. 23- 0005, this Commission approved Amendment No. 1 to Contract No. PRO.0113, Electric Billing Software as a Service Agreement , to increase the contract amount by $ 1,250,000 and increase the contract duration by six months , to make ongoing customization and modifications required for the electric billing system, increasing the total not-to-exceed contract amount to $5,624,527, and extending the contract duration to seven years and six months; and
WHEREAS, Staff recommends this Commission approve Amendment No. 2 to Contract No. PRO.0113, Electric Billing Software as a Service Agreement , to increase the contract amount by $1,437,000, and increase the contract duration by two years and six months, to continue providing hosting and technical services, increasing the total not- to-exceed contract amount to $7,061,527 and extending the contract duration to ten years; and
WHEREAS, Funds for this contract are available from Project No. 10029992, UH Administration HHP and Project No. 10026776, UB Information Technology ; now, therefore, be it
RESOLVED, That this Commission hereby approves Amendment No. 2 to Contract No. PRO.0113, Electric Billing Software as a Service Agreement , with ESC, to continue providing SaaS, hosting, and as -needed technical services for the Oracle Custom electric billing system , increasing the contract amount by $1,437,000 and increasing the contract duration by two years and six months, for a total contract not-to- exceed amount of $7,061,527 and a total contract duration of ten years.
