Commission Action:

Approve an increase of 248 calendar days to the existing duration contingency for Contract No. WW-747, Seacliff Avenue Pump Station & Force Main Upgrade and Seacliff 1 Pump Station Demolition, with Minerva Construction, Inc. , for a revised duration limit of 864 consecutive calendar days (approximately two years and four months), with no change to the contract amount , to allow for additional time required for pre -packaged pump station procurement, electrical panel procurement , and coordination with Pacific Gas & Electric Company.

Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise owns and operates Seacliff 1 Pump Station located on a City and County of San Francisco parcel , with portions of the discharge force main and electrical infrastructure located within Golden Gate National Recreation Area (GGNRA).

The City built the pump station in 1929 and much of the equipment is obsolete, has exceeded its useful life, and is difficult to maintain and repair.

The purpose of this p roject is to address the Wastewater Enterprise Operational Reliability Level -of-Service (LOS) Goals.

The replacement of the existing Seacliff 1 Pump Station will achieve the goals by having a new underground pump station along Seacliff Avenue for easier maintenance access and will maximize its pumping capacity and sump volume. A new force main will replace the aged existing force main with access cleanouts, which will allow the Wastewater Enterprise Operation and Maintenance staff to pr
operly operate and maintain the
system.

On August 27, 2024, by Resolution No. 24- 0184, the Commission awarded Contract No. W W-747, Seacliff Avenue Pump Station & Force Main Upgrade and Seacliff 1 Pump Station Demolition, to Minerva Construction, Inc., in the amount of $5,777,000 and with a duration of 560 consecutive calendar days.
