AGENDA NO.
10 MEETING DATE
July 14, 2026
AGENDA ITEM
Public Utilities Commission
City and County of San Francisco
Calendar: Regular Calendar
Project Manager: Firas Abu-Sneneh
Approve CleanPowerSF’s 2026 Integrated Resource Plan Compliance Filing
Summary of Proposed
Commission Action:
Approve CleanPowerSF’s 2026 Integrated Resource Plan
(IRP) and authorize the General Manager to finalize and submit the IRP and associated documents as a Compliance Filing to the California Public Utilities Commission by the August 10, 2026 deadline.
Background:
Community choice aggregation (CCA) programs such as
CleanPowerSF must prepare and file an Integrated
Resource Plan approved by its governing body for review by the California Public Utilities Commission (CPUC) (Public Utilities Code Section 454.52(b )(3)).
An Integrated
Resource Plan examines options for how a retail seller of electricity (retail sellers) optimally and reliably meets its future energy supply needs at the lowest cost while meeting greenhouse gas emissions and renewable energy targets,
reliability and other goals such as local economic
development.
The CPUC requires that retail sellers file individual IRPs typically every two years, however due to delays by the CPUC, the deadline for this IRP was extended by an
additional two years.1 The CPUC requires CleanPowerSF to submit a Preferred Portfolio to the CPUC that meets or is less than CleanPowerSF’s
proportional share of the
greenhouse gas emissions target identified by CPUC.
The Commission has reviewed previous CleanPowerSF
Integrated Resource Plan submissions to the CPUC and
approved the 2018 Plan in Resolution No. 18-
0130, the
2020 Plan in Resolution No. 20- 0182, and the 2022 Plan in Resolution No. 22-0185.
Staff seeks approval by the Commission of its Draft IRP and its choice of the 100% Renewable Case as its Preferred
Agenda Title: Approve CleanPowerSF’s 2026 Integrated Resource Plan Compliance Filing Commission Meeting Date: July 14, 2026
Portfolio. CleanPowerSF designed its analysis to inform procurement decisions and identify resources and actions required to meet state mandates and City and County of
San Francisco climate and renewable energy goals through 2045. CleanPowerSF’s IRP analysis examined three
different power portfolio scenarios:
• 100% Renewable Case: CleanPowerSF retail sales
are supplied by 100% renewable and/or GHG -free
energy, on an annual basis;
• 90% Time Coincident by 2030: CleanPowerSF retail
sales are supplied by 100% renewable and/or GHG-
free energy and the generation supply meets a
significant amount (>90%) of customer demand on an
hour-by-hour basis by 2030; and
• 90% Time Coincident Case by 2035: CleanPowerSF
retail sales are supplied by 100% renewable and/or
GHG-free energy and the generation supply meets a
significant amount (>90%) of customer demand on an
hour-by-hour basis by 2035.
Staff used the following criteria to evaluate and score each of the portfolios: total portfolio cost, portfolio compliance with reliability requirements, portfolio financial and market exposure risk, greenhouse gas emissions, renewable
energy content, local investment, time coincidence of supply and demand, and portfolio diversity.
The Draft IRP details
the results of staff’s analysis for its Preferred Portfolio. To be compliant, Staff used inputs and assumptions required by CPUC even though some of the ass umption do not align
with CleanPowerSF’s projections.
Based on this analysis, Staff recommends the Commission adopt the 100% Renewable case as the Preferred Portfolio for CleanPowerSF’s IRP. Staff assessed the performance of each of the portfolios described above against the
Commission’s goals for the CleanPowerSF program to
determine its recommendation for a Preferred Portfolio. T he 100% Renewable case best balances achieving San
Francisco’s climate goals with ensuring ratepayer
affordability and minimizes exposure to energy market risks.
The Draft IRP details the results of staff’s analysis for its Preferred Portfolio. The Draft IRP, and the scenario analysis conducted to develop the Plan, will provide a guide or Agenda Title: Approve CleanPowerSF’s 2026 Integrated Resource Plan Compliance Filing Commission Meeting Date: July 14, 2026
CleanPowerSF’s future resource development and
procurement activities.
Additionally, this IRP will become part of an on-going CPUC planning process. The CPUC will take all of the IRP
Compliance Filings submitted by CCAs and other retail
sellers during the Integrated Resource Plan process,
aggregate the results, and then evaluate whether and how the combined plans achieve California’s statewide
greenhouse gas reduction goals while maintaining electric system reliability. Based on the results of this evaluation, the CPUC may order (to the extent of its regulatory
authority) retail sellers to procure energy supply resources to serve identified statewide resource shortfalls, if any.
Staff posted materials regarding the CleanPowerSF
Integrated Resource Plan development process, including analysis results and recommendations, to CleanPowerSF’s website and invited public comment through the end of the day on Tuesday , June, 9, 2026. These materials can be found at the following address:
https://www.cleanpowersf.org/resourceplan.
Additionally, Staff held informational question and answer sessions on May 28, 2026 and June 4, 2026. Written
comments received from members of the public by the end of the day on June 9, 2026,
are posted on the same
webpage.
CleanPowerSF will revise the attached Draft IRP narrative to ensure that it complies with CPUC requirements and to ensure clarity prior to filing with CPUC by its August 10 deadline. CleanPowerSF will provide the final public version of the narrative to the Commission after it is filed with the CPUC.
Environmental Review This action does not constitute a project under the California Environmental Quality Act Guidelines Section 15378
because it will not result in a physical change in the environment.
Result of Inaction Financial penalties for non -compliance with the requirement that all retail sellers submit an Integrated Resource Plan Compliance Filing to the CPUC by August 10, 2026.
Recommendation SFPUC staff recommends that the Commission adopt the Agenda Title: Approve CleanPowerSF’s 2026 Integrated Resource Plan Compliance Filing Commission Meeting Date: July 14, 2026
