Approve Project Specific Maintenance Agreement with Caltrans for Contract No.

WW-780, Pump Station Security Upgrades (C esar Chavez, Channel, Griffith, and Merlin Morris)

Summary of Proposed
Commission Action:

Approve the terms and conditions and authorize the General Manager to execute a no- cost Project Specific Maintenance Agreement with the State of California, Department of
Transportation (Caltrans), for ongoing maintenance supporting proposed improvements under Contract No. WW-780, Pump
Station Security Upgrades (Cesar Chavez, Channel, Griffith, and Merlin Morris), by the San Francisco Public Utilities Commission at two wastewater pump station locations within Caltrans right-of-way along State Highway Route 80 in the City and County of San Francisco, subject to Board of Supervisors and Mayor approval.

Background: San Francisco Public Utilities Commission ( SFPUC) Wastewater Enterprise owns, maintains , and operates two wastewater pump stations, known internally as, the Cesar Chavez and Merlin Morris Pump Stations, which are partially located within Caltrans right-of- way along State Highway Route 80.

Previous security assessments identified vulnerabilities at these facilities related to factors such as location, signage, perimeter protection, lighting, surveillance, and access control. A project was created to address these vulnerabilities.

On May 26, 202 6, by Resolution No. 26 -0080, the Commission awarded Contract No. W W-780, Pump Station Security Upgrades (Cesar Chavez, Channel, Griffith, and Merlin Morris) , to Cal State Constructors, Inc., to address the security vulnerabilities (Project).

As a condition of the Caltrans encroachment permit to construct the Project improvements at the Cesar Chavez and Merlin Morris Pump Stations, Caltrans requires that the SFPUC enter into a Project Specific Maintenance Agreement (Agreement) to apportion responsibility for the Project improvements to the SFPUC. Under the Agreement, the SFPUC will be solely responsible, at its sole expense, for the maintenance of the Project improvements within the State Highway Route 80 right-of-way.

There is no cost to the SFPUC for the Agreement, and the Agreement would remain in effect until amended or terminated at any time upon mutual consent of the parties to the Agreement or until terminated by Caltrans for cause.

Environmental
Review:

On August 12, 202 5, the Planning Department determined the Project to be categorically exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines Section 15301, Class 1 (Existing Facilities) (Case No. 202 5- 001269ENV). View the CEQA exemption determination.

Funding and Costs: There is no cost to the SFPUC for the Agreement. Under the Agreement, the SFPUC will bear all costs for the maintenance of the Project improvements within Caltrans right-of-way.
