Award Contract No. PRO.0339(R), Power Capital Program Management Contract

Summary of Proposed
Commission Action:

Award Contract No. PRO.0339(R), Power Capital Program
Management Contract , to Deloitte Transactions and
Business Analytics LLP , to provide program management
consulting services to support delivery of the Power
Enterprise Capital Improvement Programs, for an amount not-to-exceed $30,000,000 and with a duration of 10 years, subject to Board of Supervisors approval under San
Francisco Charter Section 9.118.

Background: On February 1 0, 202 6, by Resolution No. 2 6-0022, this Commission adopted the 10-Year Capital Plan for FY2026- 27 through FY2035-36 for the San Francisco Public Utilities Commission (SFPUC). The 10 -Year Capital Plan includes
the Hetch Hetchy Power and CleanPowerSF Capital Plans
with cumulative 10 -year budgets of approximately $2.2 billion. To support the Power Enterprise and Infrastructure Division in delivering the projects within these capital plans, the SFPUC requires the guidance and expertise of a
program management consultant team to provide
programmatic support services.

The objective of the contract is to optimize capital project delivery processes to increase successful completion of high-quality projects within approved scope, schedule and budget. The contract value is based on anticipated
programmatic and project-specific task orders over the next decade, with an expectation that expertise and improved processes developed under this contract will be transferred to City staff. A 10-year duration is recommended to ensure continuity of support through the 10- Year Capital Plan, consistent with similar contracts for the
Wastewater and
Water programs.

The SFPUC does not currently have a program
management services contract for the Power Capital
Improvement Programs. While the SFPUC’s Infrastructure
Division has built strong capital planning and

implementation practices and procedures, projects
frequently experience schedule delays and cost increases for a variety of reasons. Enhanced programmatic planning, oversight, and management support are needed to improve cost efficiency, reduce schedule impacts, and increase
confidence in the quality and resilience of delivered assets.

The contract will provide specialized expertise in areas such as high
voltage transmission and distribution systems,
regulatory compliance, technology and process
improvements, workforce development, and labor and
community benefits programs. Without this support, Power Enterprise capital projects may face avoidable delays, cost escalati
on, and diminished benefits to existing and new
customers.

On October 29, 2025, SFPUC advertised the Request for
Proposals (RFP) PRO.0339, Power Capital Program
Management, but no responsive proposals were received.

On April 7, 2026, the SFPUC re -advertised the RFP as
PRO.0339(R), Power Capital Program Management and
received one responsive proposal.
