Summary of
Proposed
Commission
Action:
Award Contract No. WW-788, Various Large Diameter Sewer Inspection No. 3, to the responsible bidder that submitted the lowest responsive bid, Pipe and Plant Solutions , Inc., in the amount of $2,877,787, and with a duration of 540 consecutive calendar days (approximately one year and six months), to inspect and clean large diameter sewers and laterals at specified locations, within the City and County of San Francisco.
Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise (WWE) inspect s sewers to ensure a state of good repair. The WWE Collection System Division (CSD) has identified sewers in this project in need of inspection based on age, size, hydraulic capacity, and/or location.
The purpose of this contract is to provide inspection services for these existing sewers to supplement WWE CSD staff’s on-going inspection work.
The cleaning and inspection work will assist with the ongoing inspections/data gathering necessary for SFPUC WWE’s Collection System Asset Management Program.
The contractor will perform large diameter sewer main inspection work, and as-
needed cleaning for the purposes of inspection and condition assessment, in a cost-effective and time-efficient manner.
Scope of
Contract:
The scope of work under this contract consists of inspection and as-needed cleaning of existing sewers using camera inspection and multi -sensor robotic inspection. The work is at various locations within the City and County of San Francisco as shown on the attached location map and list of inspection locations.
The contract work consists of:
• Mobilization and demobilization;
• Traffic control work;
• Camera inspection and/or multi -sensor robotic inspection of approximately 6-miles of existing main sewers equal to and larger than 36 inches in diameter;
• Camera inspection of sewer laterals; and
• As-needed cleaning and debris removal, including handling, testing, transportation and disposal of collected debris to an appropriate disposal site.

Bid History:
Advertised: April 16, 2026
Bids Received: On May 21, 2026, SFPUC received two sealed bids, as follows:
Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extensi
on rate. At the bid opening, staff
announced that SFPUC would use the value of 3 0 days to calculate the Compensable Delay bid adjustment amount. Staff used the daily rate in each bid item to determine the total Compensable Delay value shown in the table above, which represents the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise (LBE) bid discount.
Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award
amount is the Base Bid
value (not the Adjusted Bid value). If the Commission awards the contract, the bidder’s daily compensable delay rate will become a term of the contract.
Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.
