This message came from outside your organization. Report Suspicious Greetings,
My name is Jeenu Singh, and I'm a Project Manager with the Information Technology Department at Alameda County Water District.

We are conducting a peer benchmarking eƯort to better understand how neighboring water agencies are managing electronic records, document repositories, Microsoft 365, and records retention as we evaluate our future roadmap.

We'd greatly appreciate 30–45 minutes with someone from your IT and/or Records Management team to discuss your current approach, lessons learned, and future direction. The discussion is strictly for peer collaboration and benchmarking among public agencies, and we'd be happy to share our findings once the eƯort is complete.

Thank you for considering our request, and I look forward to connecting.

You have not previously corresponded with this sender. Report Suspicious Dear Water Commissioners,
I attended and spoke at the recent hearing where the increase in water service rates for this fiscal year was approved. As the owner of Wishy Washy Laundromat in the Lower Haight, I am writing to ask that the Commission explore restoring the water efficiency rebate program that was active in 2024.

That rebate, which provided up to $5,000 per efficient washer, made it possible for me to purchase Wishy Washy and replace nearly all of the old machines with cleaner, more efficient equipment. For a small laundromat with 16 washers, replacement costs can exceed $130,000. At roughly $4.50 per load, it can take more than 13 years to break even. Under the previous rebate, an owner could receive about $60,000 in assistance, compared with about $16,000 under the current structure—reducing the break-even period from more than 13 years to just over 7 years.

I am also looking to renovate two additional laundromat locations that need better management and significant equipment upgrades. Restoring the prior rebate would help operators like me improve essential laundry services in underserved neighborhoods while reducing water use through modern, efficient equipment.

I would appreciate the opportunity to discuss how the Commission might revisit this program and identify potential funding sources. Thank you for your time, consideration, and continued work on water efficiency and equitable service access.

Sincerely,
Heather Wilson

Hi Mr. Patel
Welcome to the San Francisco Recreation and Parks Department and Lake Merced.

I moved to San Francisco in 1971 and have a long history with Lake Merced, which began as a sculler for the Lake Merced Dolphin Club. I am now retired.

Please read the information below.

San Francisco leadership:
1) The San Francisco Public Utilities Commission is the owner of Lake Merced, 2) The Recreation and Parks Department is responsible for all recreational activities at the lake, 3) District 7 political leadership is responsible for Lake Merced in San Francisco City Hall.

Lake Merced serves middle school and high school rowers with opportunities to be recruited by colleges and universities that may include
scholarships.

Two documents are pasted below:
1) How the abandoned gun club site must include a large boathouse facility. 2) The complicated San Francisco City Hall political structure.

Mr. Patel, I hope you will have time to reach out to the Lake Merced rowing organizations before the meeting.
2 All the best,
Dick Allen
District 7

In January 2000, the SFPUC and the SF Rec&Park Department were founding members of the Lake Merced Task Force.

The primary goal for forming the Lake Merced Task Force in January 2000 was to restore the lake level.

The secondary goal for forming the Lake Merced Task Force was to build a larger boathouse to meet growing demand and have all rowing shells stored inside.

A Lake Merced Watershed Report was published in 2010 to guide managing Lake Merced water activities. The SFPUC invested $588,000 in an 188-page report (plan) that took consultants two years to prepare.

Many public hearings were held. An SFPUC Commissioner stated the Lake Merced Watershed Report was an excellent document.

Quote from the Lake Merced Watershed Report:
"Boathouse Building at page 43 of the Lake Merced watershed report it’s stated that the downstairs of the existing boathouse building “is no longer adequate to meet the space needs of the rowing clubs that use the Lake.”

This message came from outside your organization. Report Suspicious Dear Commission Secretary,
Please accept this written public comment for the July 28, 2026 SFPUC Commission meeting and include it in the official record.

Attached is the California State Lands Commission's July 16, 2026 determination letter responding to my Public Records Act request regarding utility reliability on Treasure Island and Yerba Buena Island trust lands. In the State's own words:
- Records were withheld under attorney-client privilege (Ev. Code Sections 952, 954) in the two categories covering the State's own review of the Treasure Island utility easement changes it approved. - Five of ten categories returned "no responsive records" — including ANY correspondence between the State trustee and TIDA, the City, or the SFPUC about the condition, maintenance, upgrade, or replacement of electrical infrastructure on trust lands, from January 2022 to present.
- The TIDA Standardized Reporting Forms (SLC 150) required annually by Public Resources Code Section 6306 do not exist for FY 2022-23, FY 2023-24, or FY 2024-25.
- The letter closes by stating that power reliability is "not within the Commission's purview."
The City's Planning Department has stated the Treasure Island grid is "outside the scope" of the PG&E acquisition EIR; the State trustee now disclaims the subject entirely. The SFPUC operates and maintains this grid under contract with TIDA. I respectfully ask the Commission to (1) direct staff to report on the funding status of the $112.3 million Treasure Island resiliency need identified for 2028, and (2) address which agency owns responsibility for reliability on the islands, given the record attached.

Subject: CPRA – TIDA Granted-Lands Reports & Utility Reliability on Treasure Island #2
Dear Mr. Sanders:

I have located documents responsive to your California Public Records Act (PRA) request dated March 27, 2026, for information regarding granted lands on Treasure Island, specifically:

1. All applications, proposals, memoranda, staff reports, and supporting documentation submitted to or reviewed by SLC in connection with the modification, addition, or extinguishment of any utility easement on Treasure Island or Yerba Buena Island trust lands, including but not limited to the easement changes referenced in Caitlin F. Brown’s December 6, 2023 email (SLT UE numbers 1, 2, 5, 17, 18, 38, 45, 46, 47, 48, and 49 on Treasure Island, and SLT UE number 49 on Yerba Buena Island).

All non-exempt, non-privileged responsive records to this request are attached. Some records have been withheld pursuant to attorney-client privilege (Ev. Code § 952, 954).

2. Any engineering reports, utility assessments, infrastructure condition analyses, or technical memoranda submitted to SLC by TIDA, the City and County of San Francisco, Shute, Mihaly & Weinberger LLP, BKF Engineers, or any other party in support of, or related to, the above easement modifications.

All responsive records are attached.

3. Any records describing why new or modified utility infrastructure (including, but not limited to, transformers, conduits, switchgear, street lighting, and subsurface utilities) was required on trust lands, including any references to the condition, capacity, age, or reliability of the existing electrical distribution system.

Sanders DRAFT
July 16, 2026

Page 2 ends

There are no responsive records. To provide context, the State does not require new or modified utility infrastructure on Public Trust lands.

4. The plats, legals, and memorandum referenced in Ms. Brown’s December 6, 2023 email as forthcoming, where she states, “We do not yet have the plats and legals for these easements, but anticipate getting them within the next couple of weeks and will send them for your review, along with a memorandum memorializing these changes.” Please provide these documents if SLC later received them.

All responsive records are attached.

5. Any records related to utility infrastructure conditions or requirements discussed during the Phase 1, Phase 2, or Phase 3 trust exchange closings between SLC and TIDA, including references to electrical distribution, power supply, transformer capacity, or utility adequacy on trust lands.

No records were found. The Commission is not involved in discussions regarding utility infrastructure conditions, and the Commission does not have authority to regulate these issues.

6. Any records related to the “acceptance of facilities” process referenced in Ms.

Brown’s December 6, 2023 email, where she states, “The developer team is targeting SF Board of Supervisors approval and acceptance of facilities in February so we are targeting State Lands review and approval by the end of January.”
No records were found. This request is in reference to the SF Board of Supervisors’ process and the Commission does not have records of this process.

7. All Standardized Reporting Forms (SLC 150, formerly Form 12.26) filed by TIDA for Fiscal Year 2022 to 2023, Fiscal Year 2023 to 2024, and Fiscal Year 2024 to 2025, pursuant to Public Resources Code Section 6306. My original request asked for 2022 to present, and the response included only Fiscal Year 2021 to 2022.

All responsive records were provided in response to your PRA request from January 18, 2026. There are no other responsive records.

8. Any SLC staff notes, internal memoranda, meeting notes, or file documentation related to SLC’s review of the TIDA easement modifications described in Category 1 above.

Sanders DRAFT
July 16, 2026

Page 3 ends

All non-exempt, non-privileged responsive records to this request are attached. Some records have been withheld pursuant to the attorney-client privilege (Ev. Code § 952, 954).

9. Any correspondence between SLC and TIDA, the City and County of San Francisco, SFPUC, or any other entity regarding the condition, maintenance, upgrade, or replacement of electrical utility infrastructure on Treasure Island or Yerba Buena Island trust lands.

No responsive records were found.

10. Any records related to SLC’s review or approval of capital improvement plans, infrastructure development plans, or utility master plans for Treasure Island or Yerba Buena Island trust lands.

No responsive records were found. The Commission does not approve capital improvement plans, infrastructure development plans, or utility master plans.

In addition, Commission staff would like to further emphasize that electric and utility infrastructure or power reliability are not within the Commission’s purview and the Commission does not have authority to regulate these issues.

If you have any further questions, please do not hesitate to contact me. Thank you.

Sincerely,

Michaela Moser
