Award Job Order Contract No. JOC-114, General Engineering (A-License) Construction, San Francisco, Santa Mateo, Santa Clara, and Alameda Counties
Summary of Proposed
Commission Action:
Award Job Order Contract No. JOC-114, General Engineering (A- License) Construction, San Francisco, Santa Mateo, Santa Clara, and Alameda Counties, in the amount not-to-exceed $5,000,000, with a guaranteed minimum task order opportunity amount of $50,000, and a duration of two years, to the responsible bidder that submitted the lowest responsive bid, Corcus Construction, Inc., to perform A-licensed general engineering construction work on San Francisco Public Utilities Commission systems and operations around the San Francisco Bay Area.
Background: A Job Order Contract (JOC) is an indefinite quantity contract that enables the San Francisco Public Utilities Commission (SFPUC) to complete tasks quickly and efficiently on an as -needed basis under a single, competitively bid construction contract using published pre-set unit prices. The competitive process is based on Adjustment Factors, which are the contractor’s mark -ups (overhead and profit) for when and where the work will be performed (regular time, over time, and county). For example, a bidder might bid a lower mark -up for regular hours in San Francisco than for counties further away that require additional travel time.
Staff multiplies the Adjustment Factors by each bid line item and adds all the line items together to calculate the Award Criteria Figure. Upon review by the Contract Monitoring Division, the Award Criteria Figure may be modified by application of the Local Business Enterprise (LBE) bid discount. SFPUC staff then uses the Award Criteria Figure, as may be adjusted by the LBE bid discount, to compare the bids and determine the apparent low bidder.
The SFPUC has used Job Order Contracts for a wide range of construction activities including general building construction and general
engineering construction, specialized electrical work in power turbines and switchyards, spot sewer repair, marine related services, lighting upgrades, repair of heating, ventilation, and air conditioning systems, and energy efficiency retrofits.
Agenda Title: JOC-114, General Engineering (A-License) Construction, San Francisco, Santa Mateo, Santa Clara, and Alameda Counties Commission Meeting Date: September 8, 2026
The SFPUC will issue task orders to the selected contractor to perform specific scopes of work during the term of this contract.
Each task order is priced based on pre-set unit prices, as published with the Advertisement for Bids, multiplied by the appropr iate Adjustment Factor from the contractor’s bid.
The not-to-exceed amount of this proposed contract is $5,000,000.
Under San Francisco Administrative Code S ection 6.62, the Commission may increase the maximum contract value by up to 150% of the original contract value (an additional $2,500,000) for a total potential maximum contract amount of up to $7,500,000.
The duration of this proposed contract is two years. Under San Francisco Administrative Code Section 6.62, the Commission may extend the term up to five years. The SFPUC may not issue any new task orders under this contract after four years from the date the Controller certifies the availability of funds for this contract.
Scope of Contract: The contract work locations are San Francisco, San Mateo, Santa Clara, and Alameda Counties. The scope of work for potential task orders consists of:
• Concrete;
• Construction Traffic Control Services;
• Earthwork and Paving;
• Electrical;
• General Building Construction;
• General Engineering Construction;
• Hazardous Waste and Remediation Services;
• Landscape;
• Lenel Systems Integration;
• Pipeline;
• Pipeline Inspection – Remote Inspection Tool;
• PLC System Integration;
• Tree Service;
• Well Drilling; and,
• Well Pump Repair.
Funding and Costs: Award: Not-to-exceed amount of $5,000,000 with a guaranteed minimum task order opportunity of $50,000.
Funding: Funding for the contract will be available from various SFPUC Enterprise Funds when Staff issues task orders.

Protest: On April 23, 2026, Corcus Construction, Inc. protested the bid submitted by Yerba Buena Engineering and Construction, Inc. The basis for the protest was that Yerba Buena Engineering and Construction, Inc. , failed to comply with the subcontractor listing requirements in Section 00 43 35 Instructions for Proposed Subcontractors Form. The SFPUC provided Yerba Buena
Engineering and Construction, Inc., an opportunity to respond, and the firm submitted its response on April 29, 2026. SFPUC staff, in consultation with the Contract Administration Bureau and the City Attorney’s Office, reviewed the protest, the response, and all rebuttals and determined that the Yerba Buena Engineering and Construction, Inc.’s bid was nonresponsive to the requirements of Section 00 43 35. On June 29, 2026, the SFPUC issued a final determination rejecting the nonresponsive bid submitted by Yerba Buena Engineering and Construction, Inc. Following that determination, staff concluded that Corcus Construction, Inc. , is the responsible bidder that submitted the lowest responsive bid.

Bids and Bid Discount
Yerba Buena Engineering & Construction, Inc. (“YBE”) is the apparent low bidder after the bid discount.

LBE Subcontracting Participation Requirement
Corcus satisfactorily demonstrated how they will meet the LBE subcontractor participation requirement.
A combination of Micro-LBE and Small-LBE participation will count toward LBE subcontractor participation compliance. Corcus’s commitment for this contract:

Liffey Electric’s LBE credited amount is $400,000.00 or 8.00%. Said firm’s portion of work is credited for less than the listed amount because per its CMD Form 6, said firm will be further subcontracting out $500,000.000 of its portion of work to non-LBE firms (Convergint—$300,000.00 and Telstar-- $200,000.00.) As such, CMD adjusted said firm’s LBE credited participation accordingly.
“Good Faith Efforts” Requirement
Corcus satisfied the “Good Faith Efforts” requirement.
Corcus utilized Approach A and exceed the LBE subcontractor participation requirement by 35%.
CMD Determination
CMD finds Corcus responsive to pre-award requirements of Chapter 14B. Once awarded, the contract will be monitored for compliance with the LBE subcontractor participation commitment, as well as other 14B requirements.
Primary CMD contact for the contract: Jason Chow, [email protected].
CMD must be contacted immediately for:
- Subcontractor addition/substitution;
- Contract modification that cumulatively increases the original contract value by 20%; - Prompt payment issues;
- Any other issues pertaining to LBE subcontractor participation
Noncompliance may result in penalties, including monetary fines. Please communicate with CMD early.
