Environmental
Review:

On October 17, 2013 , the Planning Commission certified the Final Environmental Impact Report (Final EIR) for the Peninsula Pipelines Seismic Upgrade Project (Case No. 2011.0123E), prepared pursuant to the California Environmental Quality Act (CEQA).

On October 22, 2013, by Resolution No. 13-0161, this Commission adopted CEQA Findings, including a Statement of Overriding Considerations, and a Agenda Title: WD-2901, San Andreas Pipeline3 – Drainage & Erosion Repairs at Junipero Serra Park Commission Meeting Date: September 8, 2026

Mitigation Monitoring and Reporting Program, pursuant to the CEQA, and approved the Peninsula Pipelines Seismic Upgrade Project.

On April 12, 2017, the Planning Department issued an Addendum to the Final EIR (Case No. 2011.0123E), which evaluated the replacement and/or sliplining of four segments of San Andreas Pipeline No. 2.

On January 22, 2019, by Resolution No. 19- 0014, this Commission reviewed and considered the Addendum to the Final EIR and approved Contract No. WD-2829R, San Andreas Pipeline No. 2 Replacement Project.

During construction, a leaking storm drain pipe was found at one segment, which was eroding the hillside and causing a deep gully adjacent to SFPUC’s pipelines easement.

On September 5, 2023, the Planning Department issued a Minor Project Modification to the Final EIR to extend the storm drain culvert and stabilize the eroded gully to protect San Andreas Pipeline No. 3, which is located in SFPUC’s easement closest to the gully, determining that no supplemental environmental review was needed beyond the Minor Project Modification.

This action is within the scope of the Project authorized under the Final EIR, as modified by the Addendum and the Minor Project Modification.
