Summary of Proposed
Commission Action:
Approve Amendment No. 1 to Contract No. PRO.0226, Treasure Island Water Resource Recovery Facility Construction
Management Staff Augmentation Services , with MCK Americas, Inc./Environmental & Construction Solutions, Inc. , Joint Venture, increasing the contract amount by $ 1,500,000 and extending the contract duration by two years, for a total not -to-exceed contract amount of $9,000,000, and a total contract duration of five years, to provide continued professional construction management services necessary to support the construction of the new Treasure Island Water Resource Recovery Facility.
Background: Treasure Island is a former United States Navy (Navy) base located in San Francisco that consists of two islands, Treasure Island and Yerba Buena Island, connected by a causeway. The Treasure Island Development Authority (TIDA), a City and County of San Francisco agency, now manages Treasure Island/Yerba Buena Island. The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise has been operating and
maintaining Treasure Island and Yerba Buena Island’s existing Navy-installed utility systems under an annually renewed “Utility Services MOU.” The existing utility systems on Treasure Island and Yerba Buena Island do not meet SFPUC s tandards; SFPUC is replacing certain infrastructure as part of the larger Treasure Island/Yerba Buena Island Development Project.
The objective of the new Treasure Island Water Resource Recovery Facility (TIWRRF) project is to build a new wastewater treatment facility that will meet regulatory requirements, provide reliable service to Treasure Island residents, provide full -stream nitrogen removal, and meet the recycled water demands of the future redevelopment on the island. The new wastewater treatment facility is located adjacent to and south of the existing plant site.
On September 20, 2023, by Resolution No. 23 -0157, this Commission awarded Contract No. PRO.0226, Treasure Island Water Resource Recovery Facility Construction Management Staff Agenda Title: PRO.0226, Treasure Island Water Resource Recovery Facility Construction Management Staff Augmentation Services Commission Meeting Date: September 22, 2026

pursuant to the California Environmental Quality Act (CEQA).
On April 18, 2019, the Planning Department issued a Note to File for the Final EIR, which evaluated an updated wastewater treatment plant project design and concluded that there were no substantial changes to the project or circumstances under which the project would be undertaken, and no new information that was not known at the time of the Final EIR that would require subsequent or supplemental environmental review.
