Summary of Proposed
Commission Action:

Approve execution and submission of an attestation of veracity for CleanPowerSF’s 2025 Power Source Disclosure Report and
approve final submission of the 2025 Power Source Disclosure Report to the California Energy Commission.

Background: Under Public Utilities Code Sections 398.4 and 398.5, retail suppliers of electricity must annually (1) report to the California Energy Commission (Energy Commission) the type of generation resources ( e.g., hydroelectric, solar, wind, geothermal) used to serve their end use customers in the form of the Power Source Disclosure Report; and (2) provide this same information, in the form of a Power Content Label, to their customers.

The Power Source Disclosure Report generates the Power
Content Label, which provides customers with detailed information about the energy sources used by CleanPowerSF and the
greenhouse gas emissions associated with that energy. This information helps cons umers understand where their electricity comes from and make informed decisions about their energy consumption. Under Energy Commission regulations, the San Francisco Public Utilities Commission (SFPUC) can attest to the veracity of the Power Source Disclosure Report for all retail products offered by CleanPowerSF.

CleanPowerSF offers three products which require this reporting:

Green, SuperGreen, and SuperGreen Saver. The 2025 Power Source Disclosure Report demonstrates that in 2025,
CleanPowerSF’s Green product supply was 84 percent
Renewables Portfolio Standard (RPS) -eligible renewable energy and both Cl eanPowerSF’s SuperGreen and SuperGreen Saver product supplies were 100 percent RPS -eligible energy.

CleanPowerSF’s Green product had a greenhouse gas emissions intensity of 3 pounds of carbon dioxide equivalent (CO 2e) per megawatt-hour (MWh) of generation, and both its SuperGreen and SuperGreen Saver products had a greenhouse gas
emissions intensity of 0 pounds of CO2e/MWh.

As shown in the attached Power Source Disclosure Report for calendar year 2025, CleanPowerSF provided electricity to its Green product customers from the following sources:

• 84 percent California Renewables Portfolio Standard - eligible energy resources, and
• 16 percent additional greenhouse gas free hydroelectric generation.

In total, 100 percent of CleanPowerSF’s Green product power supply came from clean and renewable energy sources like solar, wind, geothermal, and hydroelectric generation.

CleanPowerSF provided electricity to its SuperGreen customers from:

• 50 percent California Renewables Portfolio Standard - eligible energy resources (solar), and
• 50 percent California Renewables Portfolio Standard - eligible energy resources (wind).

CleanPowerSF provided electricity to its SuperGreen Saver customers from:

• 100 percent California Renewables Portfolio Standard - eligible energy resources (solar).

After retail sellers submit their Power Source Disclosure Reports to the Energy Commission , the agency then compiles them to determine the statewide mix of electricity resources used to meet California’s electricity demand. The Energy Commission
generates Power Content Labels and provide s them to retail sellers, using the data contained in their Power Source Disclosure Reports.

CleanPowerSF will disclose the electricity sources of its sales to customers for 2025 using the Power Content Label, a copy of which is included in the Power Source Disclosure Report attached to this agenda item. The Power Content Label shows, in tabular form, the electricity sources for CleanPowerSF’s sales and provides additional descriptive information to improve readability and understanding for customers.

The Power Source Disclosure Report also calculates
greenhouse gas emissions intensity (pounds CO 2e/MWh) for each of the reporting retail seller’s electricity products included on the Power Content Label.

2 According to the Power Source Disclosure Program Regulations updated in 2025, “ ‘Loss-adjusted load’ means the total amount of electricity, measured at the utility-scale generation source, that a retail supplier requires in order to provide for retail sales after electrical losses in transmission and distribution. The total amount of e lectricity to provide for retail sales shall include self-consumption and other electricity uses serving retail consumers.” 3 Due to the cancellation of the September 22, 2026 Commission meeting, the CEC agreed to accommodate a slight delay to this requirement. CleanPowerSF will post the Power Content Label immediately following approval of this item.

The CleanPowerSF Green product’s greenhouse gas emissions intensity was 3 pounds CO 2e/MWh in 2025. To put this number in context, in 202 5, California’s statewide emissions intensity was 3 84 pounds CO 2e/MWh, and in 2025, PG&E’s1 default product was 16 pounds CO 2e/MWh.

The SuperGreen and SuperGreen Saver products’ emissions intensity was 0 pounds CO 2e/MWh in 2025.

In addition to the results by portfolio offering, starting in 2025, the Power Content Label present s a new column showing the types of electricity generating resources and emissions intensity associated with serving each electricity provider’s “Total Loss - Adjusted Load.” 2 This column combines the retail sales for each portfolio and includes electric line losses and other uses of electricity the Energy Commission views as required to serve retail sales. CleanPowerSF’s Total Loss -Adjusted Load had a greenhouse gas emissions intensity of 2 pounds CO 2e/MWh.

Under Energy Commission regulations, CleanPowerSF must post its Power Content Label on our website by October 1 3, 2026 and provide all customers with a copy of the same either as a physical mailer or an electronic message (only for those customers electronically billed) by December 31, 2026.

In addition, u nder Energy Commission regulations,
CleanPowerSF must either have its governing body (the SFPUC Commission) attest to the veracity of its Power Source
Disclosure Report or have it verified by a qualified third party.

The Commission has attested to the veracity of CleanPowerSF’s Power Source Disclosure Report since CleanPowerSF began serving customers in 2016 and filed its first report in 2017 based on 2016 actual electricity sales.

The attached resolution attests to the veracity of the Power Source Disclosure Report and approves its submission to the Energy Commission. who supervised the preparation of the Power Source Disclosure Report.

Result of Inaction: If the Commission does not approve submission of an attestation of veracity, the SFPUC will be required to incur the time and cost of having the Power Source Disclosure Report independently verified and may incur fines if the verification is not completed.

Recommendation: SFPUC staff recommends that the Commission adopt the attached resolution.

WHEREAS, California Public Utilities Code Sections 398.4 and 398.5 require “retail suppliers of electricity products” to annually disclose to their end use customers the electricity sources for their sales to those customers; and

WHEREAS, The San Francisco Public Utilities Commission ( SFPUC) is required to report this information to the California Energy Commission through submission of a Power Source Disclosure Report and to its customers through a Power Content Label; and

WHEREAS, SFPUC staff developed the Power Source Disclosure Report in conformance with the California Energy Commission’s regulations, performing a detailed review of all power purchases completed for the 2025 calendar year, including an inventory of all renewable energy transfers within CleanPowerSF’s Western Renewable Energy Generation Information System account, transaction records, and e -tags for out of state resources; and

WHEREAS, SFPUC staff prepared its 2025 Power Source Disclosure Report for CleanPowerSF and submitted it to the California Energy Commission on May 27, 2026 (revised July 16, 2026); and

WHEREAS, The Power Source Disclosure Report shows that for calendar year 2025, CleanPowerSF met its Green customers’ needs with electricity sources that were 84 percent California Renewable Portfolio Standard -eligible energy resources and 16 percent large hydroelectric energy with a greenhouse gas emissions intensity of 3 pounds of carbon dioxide equivalents (CO 2e)/megawatt-hour (MWh) . CleanPowerSF met its SuperGreen customers’ needs with 100 percent California Renewable Portfolio Standard-eligible energy resources with a greenhouse gas emissions intensity of 0 pounds of CO2e/MWh. CleanPowerSF met its SuperGreen Saver customers’ needs with electricity sources that were 100 percent California Renewable Portfolio Standard-eligible energy resources with a greenhouse gas emissions intensity of 0 pounds of CO 2e/MWh; and

WHEREAS, The California Energy Commission has prepared a Power Content Label based on the Power Source Disclosure Report, and SFPUC will post this Power Content Label to its website upon Commission approval of this item and distribute it to CleanPowerSF customers as a physical mailer or as an electronic message for customers electronically billed before December 31, 2026; and

WHEREAS, California Energy Commission regulation allows public agencies such as the SFPUC to have their governing boards attest to the veracity of their Power Source Disclosure Report in lieu of having the report independently verified; and

WHEREAS, The Assistant General Manager for Power or their designee, has signed an attestation of the veracity of the Power Source Disclosure Report ; now, therefore, be it,

RESOLVED, That the Commission approves execution and submission of the attestation of veracity for CleanPowerSF’s 2025 Power Source Disclosure Report and approves the final submission of the 2025 Power Source Disclosure Report to the California Energy Commission.

This Secondary Losses Adjustment Calculator is used for alternative loss factors (rather than the default loss factors). The calculator adjusts a generator-based loss factor so that it calculates primary and secondary losses. Enter the generator-based loss factor in cell B7 to get the adjusted loss factor in cell B8.

Using the most recent EIA 861 data, line losses were calculated at 4.19% for in-state resources and 6.19% for imported resources. These values are based on Total Energy Supply, which includes Estimated Losses (this is a top-down calculation).

That total supply-based loss factor must be converted to a loss factor that can be applied only to the generation matched to load, rather than total supply. The Calculation of Default Loss Factors section below provides the necessary calculations.
