The Planning Department has determined that the Project is exempt from the California Environmental Quality Act (CEQA), and the Commission will rely on that determination to make its decision on this action. This action constitutes the Approval Action for the Project for the purposes of the CEQA pursuant to San Francisco Administrative Code Section
31.04(h).
Background: In 2017, the San Francisco Public Utilities Commission (SFPUC) performed a security evaluation to identify the security risks towards Wastewater Enterprise facilities, assets, staff, and operations from outside malevolent acts. As part of the Health, Safety, and Security level-of service goal, security measures were recommended to enhance protect ion of staff, assets, and facilities at the following sites included in the scope of this project: Southeast Water Pollution Control Plant, Islais Creek (Booster) Pump Station , Bruce Flynn Pump Station, North Point Facility, North Shore Pump Station, Oceanside Water Pollution Control Plant, and Westside Pump Station.
The General Manager approved the project delivery method of Best Value Progressive Design-Build for this project based on costs and schedule savings . Contract No. DB -136, Wastewater Facilities Security Enhancements, provides design and construction services to implement security enhancements across Wastewater
Enterprise facilities.
The initial recommended contract award is for the Design-Builder to proceed with design, pre-construction services, and to prepare the Target Value Design Cost Model and Trade Package Plan (as Agenda Title: DB-136, Wastewater Facilities Security Enhancements Commission Meeting Date: October 13, 2026
defined in the contract), to allow the design to be progressively developed into individual work trade packages and allow for any pre-construction services to commence such as utility and field conditions verification, site assessments, hazardous material investigations, geotechnical investigations, and site surveys to optimize the cost, schedule, and quality of the project while reducing the risk of cost and schedule changes during construction.
Under the Progressive Design-Build procedure, the award of this contract would be Action 1. As the pre-construction work progresses, we will return to the Commission with additional actions for approval.
If the Commission approves the project upon completion of the Target Value Design Cost Model and Trade Package Plan, and authorizes the project to proceed, the Design -Builder will proceed with construction services.
