Approve Execution of an Attestation of Veracity for Hetch Hetchy Power’s 2025 Power Source Disclosure Report and its Submission to the California Energy Commission

1 California Renewable Portfolio Standard-eligible renewable resources include wind, solar, biomass and biowaste, small hydroelectric and geothermal facilities.

Summary of Proposed
Commission Action:

Approve execution and submission of an attestation of veracity for Hetch Hetchy Power’s 2025 Power Source Disclosure Report and approve final submission of the 2025 Power Source Disclosure Report to the California Energy Commission.

Background: Under Public Utilities Code Sections 398.4 and 398.5, retail suppliers of electricity must annually: (1) report to the California Energy Commission (Energy Commission) the type of generation resources (e.g., hydroelectric, solar, wind, and geothermal) used to serve their end use customers in the form of the Power Source Disclosure Report; and (2) provide this same information, in the form of a Power Content Label, to their customers.

The Power Source Disclosure Report generates the Power Content Label, which provides customers with detailed information about the energy sources used by Hetch Hetchy Power and the
greenhouse gas emissions associated with that energy. This information help s consumers understand where their electricity comes from and make informed decisions about their energy consumption. Under Energy Commission regulations, the San Francisco Public Utilities Commission ( SFPUC) can attest to the veracity of the Power Source Disclosure Report for all retail products offered by Hetch Hetchy Power.

Hetch Hetchy Power offers two products which require this reporting: Hetch Hetchy Power and Hetch Hetchy Power Premium.

The 2025 Power Source Disclosure Report demonstrates that in 2025, Hetch Hetchy Power provided its customers with an energy product that was 100 percent greenhouse gas-free, sourced almost entirely from the Hetch Hetchy hydroelectric system. Hetch Hetchy Power Premium provided its customers with an energy product that was also 100 percent greenhouse gas -free, while also meeting California’s Renewable Portfolio Standard 1 requirements. Hetch Hetchy Power and Hetch Hetchy Power Premium both had a

2 A very small proportion of this Western Area Power Administration power (184 MWh) also met the definition of California Renewable Portfolio Standard-eligible energy. greenhouse gas emissions intensity of 0 pounds of carbon dioxide equivalent (CO2e) per megawatt-hour (MWh) of generation.

As shown in the attached Power Source Disclosure Report for calendar year 2025, Hetch Hetchy Power provided its default service customers with 100 percent greenhouse gas -free hydroelectric energy. Ninety -nine percent of this energy was generated by the Het ch Hetchy system and the remaining one percent from hydroelectric facilities of the Western Area Power Administration, which is the source of the electric energy Hetch Hetchy Power provides to Treasure Island. 2 Hetch Hetchy Power also generated a small amount of surplus energy above its retail needs from its Kirkwood generating units, solar facilities, and the Southeast Cogeneration power plant. This energy, all of which meets California’s Renewable Portfolio St andard eligibility requirements, was sold with Hetch Hetchy Power keeping the associated renewable energy credits. These credits can be used for Hetch Hetchy Power to meet its future Renewable Portfolio Standard compliance obligations as needed.

In calendar year 2025, Hetch Hetchy Power Premium provided its customers with 100 percent greenhouse gas -free hydroelectric energy which is also Renewable Portfolio Standard -eligible.

Premium Service provides customers with an electricity portfolio that meets the requirements of the California Air Resources Board’s Low Carbon Fuel Standard program. This allows the San Francisco Municipal Transportation Agency, the San Francisco International Airport, and the Port of San Franc isco to receive additional credits under the program , which rewards entities using clean energy rather than fossil fuels for transportation-related uses.

After retail sellers submit their Power Source Disclosure Reports to the Energy Commission, the agency then compiles them to determine the statewide mix of electricity resources used to meet California’s electricity demand. The Energy Commission then generates Power Content Labels and provides them to retail sellers, using the data contained in their Power Source Disclosure Reports.

Hetch Hetchy Power will disclose the electricity sources of its sales to customers for 2025 using the Power Content Label, a copy of which is attached to this agenda item. The Power Content Label shows, in tabular form, the electricity sources for Hetch Hetchy Power’s sales and provides additional descriptive information to improve readability and understanding for customers.

3 At the time this item was prepared, statewide data for 2025 was published while data for PG&E was not publicly available.
4 According to the Power Source Disclosure Program Regulations updated in 2025, “‘Loss -adjusted load’ means the total amount of electricity, measured at the utility-scale generation source, that a retail supplier requires in order to provide for retail sales after electrical losses in transmission and distribution. The total amount of electricity to provide for retail sales shall include self-consumption and other electricity uses serving retail consumers.”
5 Due to the cancellation of the September 22, 2026 Commission meeting, the CEC agreed to accommodate a slight delay to this requirement. Hetch Hetchy Power will post the Power Content Label immediately following approval of this item.

The Power Source Disclosure Report also calculates greenhouse gas emissions intensity (pounds CO2e/MWh) for each of the reporting retail seller’s electricity products included on the Power Content Label. Both Hetch Hetchy Power and Hetch Hetchy Power Premium had a greenhouse gas emissions intensity of 0 pounds CO2e/MWh in 2025. To put this number in context, in 202 5, California’s statewide emissions intensity was 3 84 pounds CO2e/MWh and, in 2024,3 PG&E’s default product was 16 pounds CO2e/MWh.

In addition to the results by portfolio offering, starting with 2025, the Power Content Label presents a new column showing the types of electricity generating resources and emissions intensity associated with serving each electricity provider’s “Total Loss-Adjusted Load.”4 This column combines the retail sales for each portfolio and includes electric line losses and other uses of electricity the Energy Commission views as required to serve retail sales. Hetch Hetchy Power assigned additional hydroelectric energy to these uses such that its Total Loss -Adjusted Load also had a greenhouse gas emissions intensity of 0 pounds CO2e/MWh in 2025.

Under Energy Commission regulations, Hetch Hetchy Power must post its Power Content Label on our website by October 1, 5 2026, and provide all customers with a copy of the same either as a physical mailer or an electronic message (only for those customers billed electronically) by December 31, 2026.

In addition, under Energy Commission regulations, Hetch Hetchy Power must either have its governing body ( the SFPUC
Commission) attest to the veracity of its Power Source Disclosure Report or have it verified by a qualified third party. The Commission has attested to the veracity of Hetch Hetchy Power’s Power Source Disclosure Report since Hetch Hetchy Power started its reporting in 2011.

The attached resolution attests to the veracity of the Power Source Disclosure Report and approves its Submission to the Energy Commission. The attestation of veracity is to be executed by the Agenda Title: Approve Execution of an Attestation of Veracity for Hetch Hetchy Power’s 2025 Power Source Disclosure Report and its Submission to the California Energy Commission
Commission Meeting Date: October 13, 2026

Assistant General Manager for Power or their designee, who supervised the preparation of the Power Source Disclosure Report.

Result of Inaction: If the Commission does not approve submission of an attestation of veracity, the SFPUC will be required to incur the time and cost of having the Power Source Disclosure Report independently verified and may incur fines if the verification is not completed.

Recommendation: SFPUC staff recommends that the Commission adopt the attached resolution.

Retail sales covered by retired unbundled RECs 0% 0% N/A N /A ■ This label does not reflect compliance with the Renewables Portfolio Standard (RPS), which measures the use of tracking instruments c
alled Renewable Energy Credits (RECs) over the course of multi-year compliance periods. RECs that are purchased separately from the renewable energy ("Unbundled RECs") can be used for RPS compliance, but they do not factor into the power mixes or GHG emissions intensities above.
■ GHG intensity figures exclude biogenic CO2 and emissions from geothermal sources and grandfathered imports of firmed-and-shaped energy. For detailed information about all GHG emissions from California's retail electricity suppliers, visit the CEC webpage at the link below.
■ Unspecified power is electricity purchased from a genericized pool on the open market. In 2025, 92% of unspecified power came from fossil fuels (natural gas, coal, and petroleum) and 8% came from renewables and zero-carbon resources (RPS-eligible and other renewables, large hydroelectric, and nuclear).
