MEMORANDUM

Date: June 26, 2026

To: John Wong, SFPUC
Aileen Caylao, SFPUC
Gary Hom, SFPUC

From: Jim Oerther, CMD

Subject: Closeout for WW-684 45th, 46th, 47th Aves, Vicente, Wawona Sts and Sloat Blvd Sewer Replacement (PeopleSoft Contract ID: 1000028186)

The Contract Monitoring Division (“CMD”) has determined that Precision Engineering (“Precision”), the LBE prime contractor, has made a good faith effort to substantially comply with the LBE subcontracting requirements associated with this project.

At the time the project was advertised, a Micro/Small-LBE subcontracting participation requirement of 10% was established. Precision’s Section 00 43 36 reflected a Micro/Small- LBE subcontracting participation of 14.04%. Precision was awarded the contract in the amount of $7,342,612,20. After four (4) change orders, the final contract amount is $7,539,230.14. Precision’s Micro/Small-LBE subcontracting participation is as follows:

Precision achieved 13.57% of the 14.04% commitment made to the LBEs at the award.

CMC Traffic Control Specialists was unable to perform the work due to not having the required contractor’s license (General A). They were to do labor support for bid items SW- 5, SW-6, and SW-7 to assist in performing hand digging, street base placement, and

temporary asphalt placement work. Precision did outreach to other LBEs to perform this work but no other LBEs were interested. To make the shortfall and to maximize the LBE sub participation, Precision made the good faith effort to engage another LBE, DR Traffic Control Specialists to do traffic control.

Based on the foregoing, CMD has no further action on this contract. Should you have any questions, please do not hesitate to contact me by email at [email protected] or at (415) 554-0642.
