Award Contract No. WW-797, Griffith Dry Weather Force Main Rehabilitation

Summary of
Proposed
Commission Action:

Award Contract No. WW-797, Griffith Dry Weather Force Main Rehabilitation, to the responsible bidder that submitted the lowest responsive bid , Corcus Construction, Inc. , in the amount of $727,503, and with a duration of 270 consecutive calendar days (approximately 9 months), to rehabilitate portions of the Griffith dry weather force main, install a new connection manhole, inspect the remaining concrete portion of the force main and replace if conditions are deemed poor, within the City and County of San Francisco.

The Planning Department has determined that the Project is exempt from the California Environmental Quality Act (CEQA), and the Commission will rely on that determination to make its decision on this action. This action constitutes the Approval Action for the Project for the purposes of the CEQA pursuant to San Francisco
Administrative Code Section 31.04(h).

Background: The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise operates the Griffith Street Pump Station and its force main in the southeast area of San Francisco. Griffith Street Pump Station is an important component of the Yosemite/Fitch and Sunnydale facilities, which are an interconnected, integrated system of wastewater and stormwater pumping and transport/storage for the southern Bayside system.

The Griffith dry-weather force main was originally constructed in 1985. Certain portions of the force main were inspected while other portions have yet to be inspected. This project will include an inspection of the remaining portion of the force main, rehabilitation of the portions deemed to be in poor condition, and installation of a new connection manhole for future access.

This project will help maintain Wastewater Enterprise’s Operational Reliability Level of Service goal by replacing the section of the force main that was determined to need replacement, inspecting the remaining portion of the force main, and replacing those portions as necessary.

Because the SFPUC anticipates that potential unforeseen conditions or other factors outside of the contractor’s control may impact the schedule, staff included a requirement in the Invitation for Bids for bidders to provide a daily compensable time extension rate. At the bid opening, staff announced that SFPUC would use the value of 30 days to calculate the Compensable Delay bid adjustment amount.

Staff used the daily rate in each bid item to determine the total Compensable Delay value shown in the table above , which represents the sum of the Base Bid and Compensable Delay less any applicable Local Business Enterprise (LBE) bid discount. Staff used the Adjusted Bid value to compare and rank the bids to determine the lowest bidder. However, the contract award amount is the Base Bid value (not the Adjusted Bid value) . If the Commission awards the contract, the bidder’s daily compensable delay rate will become a term of the contract.

Application of bid preferences in accordance with Chapter 14B of the San Francisco Administrative Code did not change the final ranking of the low bidder.

Environmental
Review:

On March 3, 2026, the Planning Department determined the Project to be exempt from environmental review under the CEQA Guidelines Section 15601(b)(3) (Common Sense Exemption) (Case No. 2026- 000596ENV). View the exemption.

This action constitutes the Approval Action for the Project for the purposes of the CEQA pursuant to San Francisco Administrative Code Section 31.04(h).

Local Business
Enterprise Utilization
and Non-
Discrimination in
Contracting:

The Contract Monitoring Division established a 15% LBE
subcontracting requirement for this contract. Corcus Construction, Inc., committed to a 15.55% LBE subcontractor participation with its bid submittal.
