CUSTOMER MARKETING & PUBLIC INFORMATION | MARCH - DECEMBER 2022 22 o
FACT: Customers are automatically enrolled in Orange County Power Authority due to State Law (AB 117).
Historically, investor-owned utilities such as Southern California Edison and San Diego Gas & Electric have been the default electricity service provider to customers in their jurisdictions. However, in 2002, when state legislators passed California’sCommunity Choice Aggregation (CCA) law (AB 117), this default status was transferred from the investor-owned utilityto the local community choice energy agency when available. The CCA model enables communities to purchase their own electricity and use excess revenues for local community investment. The original CCA legislation, seeing the wisdom of collective community action, mandated thatthe customers residing inthe service area would automatically be enrolled unless they chose notto participate by optingout.
Customers now have a choice between their investor-owned utilityservice or OrangeCounty Power Authority service.
FACT: You can choose OCPA’s Basic Choice plan and experience ZERO increase in your electric bill.
OCPA’s 3-choice plan puts the power back into the hands of consumers. Customers can choose from OCPA Basic Choice, equal incost to SCE, SmartChoice, which provides at least 69% renewable energy, or 100% renewable energy. Basic Choice offers consumers at least 38% renewable energy for the exact same cost of their current SCE plan.
FACT: Customers can request to opt out of OCPA at any time.
FACT: You can request to opt-between Basic Choice, Smart Choice, and 100% Renewable Choice at any t Yes—you can request to“opt between” Basic Choice, SmartChoice, and 100% Renewable Choice at any time. And if you wantto switch back again, let us know or visit our website and make the change there.
If you are a business or resident inthe Cities of Buena Park, HuntingtonBeach or Irvine, your plan is 100% Renewable Choice at enrollment. If you are or resident in theCity of Fullerton, your plan is the 69% SmartChoice at time of your enrollment.
You have the option toopt down to Basic Choice or SmartChoice, if desired, or you can always opt up to the 100% Renewable Choice plan.
FACT: OCPA does not charge a fee to customers who choose to opt out and return to SCE.

Customers can choose from OCPA Basic Choice, equal incost to SCE, Sm which provides at least 69% renewable energy, or 100% renewable energy. Basic Choice offers consumers at least 38% renewable energy for the ex cost of their current SCE plan – and if SCE’s rates go up or down, OCPA can adjust its rates.
FACT: OCPA is a locally run not-for-profit public agency, and SCE is investor-owned.
For customers who choose to return to SCE, there is no fee for optingout of OCPA service.
FACT: You can opt-between Basic Choice, Smart Choice, and 100% Renewable Choice at any time.
As a locally run not-for-profit public agency, OCPA is committed to providing cleaner, renewable electricity choices at competitive rates, and investin innovative programs that benefit residents, businesses, the environment, and the economy inour communities. When customers enroll with OCPA, t empower local control of electricity procurement decisions, reduce the carbon footprint associated with their electricity service, and help support t local renewable projects.
FACT: Grid reliability is not impacted by OCPA service.
The reliability of the grid will remain the same, and the dispersion of energy happens independent of any source of energy. OCPA BRINGS RENEWABLE ENERGY CHOICES
TO ORANGE COUNTY COMMUNITIES
AT-COST OR FOR PENNIES ON THE DOLLAR
FACT: Energy choice benefits local communities and future generations.
Before OCPA, businesses and residential customers did not have the choice of a community energy provider.OCPA gives local communities the power to make choices about renewable energy content, allowing us to create a more sustainable future for our children and grandchildren.
FREQUENTLY ASKED QUESTIONS
• What is the Orange County Power Authority?
Orange County Power Authority is a locally governed, not-for-profit Community Choice Energy (CCE) provider that serves Orange County businesses and residents with cleaner energy, at competitive rates. • What are Community Choice Energy providers and how did this come to be?
In 2002, the California State Legislature allowed for cities and counties to procure electricity for customers within their respective jurisdictions. CCEs are programs that allow local governments to purchase renewable energy on behalf of their communities, while still receiving transmission and distribution service from Southern California Edison (SCE).
There are 24 CCEs operating across California, serving over 11 million customers. By 2025 it is expected that 85% of California will be served by CCEs.
• How does it work?
OCPA purchases renewable energy and works with SCE to deliver the electricity using the same power line infrastructure. SCE maintains all transmission, delivery, meter reads, and billing.
• Which communities in Orange County are currently participating? The current participating cities are Buena Park, Fullerton, Huntington Beach and Irvine. The unincorporated areas of Orange County will begin service in 2023.
• When will service begin?
Commercial service for businesses began in April 2022. Enrollment for residential customers will begin in October 2022 on customers’ meter read date. Service in the unincorporated areas of Orange County will begin in 2023 (date TBD).
• Do customers have a say in this?
Yes, absolutely! All customers have a choice in how much renewable energy they want to use. All member cities must choose a default rate. However, this is just the default, customers can choose from there. The Buena Park, Huntington Beach and Irvine City Councils each voted to select 100% renewable energy as the default tier for all customers. Fullerton chose the 69% renewable rate.
POSITIVE ENERGY
FOR EVERYONE
A SMART NEW ENERGY CHOICE
For decades, investor-owned utilities were the only entities purchasing power for most of Southern California. With the formation of OCPA, local representatives from each member city choose where power comes from; introducinga new level of competition in the energy market.
WORKING FOR A BETTER OC
The OCPA team has deep expertise in renewable energy and energy efficiency programs. We are passionate about putting choice—and all the benefits it brings—from enabling a more rapid shift away from non-renewable energy sources to launching customized programs.
LOCAL CONTROL AND ACCOUNTABILITY
OCPA empowers cities to provide residents and business owners with a trusted source of renewable energy. It’s a new energy choice grounded in localized accountability—one in which decisions about purchasing power are all about benefitting the entire community.

ENERGY FOR THE PEOPLE
Orange County Power Authority (OCPA) is Orange County’s first community choice energy (CCE) program. We are an independent, not for profit, joint powers authority operating on behalf of the municipalities we serve. OCPA exists to provide all residents and business owners with access to renewable energy at competitive rates—by introducing choice, local accountability, reinvestment and local decision-making to member cities. This is far from a new concept. In fact, for more than a decade in California, CCE has been a successful model in which communities come together and pool electricity load to buy renewable energy.
FUELING A MORE SUSTAINABLE FUTURE
for us all is the true power of renewable energy. As a member city of OCPA, you’ll bring choice by giving people a say in where their energy comes from. OCPA member cities also have the freedom to develop programs and jobs specific to their city to drive long-term, THE POWER OF local economic benefits.

An Interconnected Grid
The Western U.S. is electrically interconnected
In the electric utility industry, the Western U.S. (or Western Interconnection) is referred to as WECC, or the Western Electricity Coordinating Council WECC is a non-profit organization focused on grid reliability One of eight (8) NERC Regional Entities (reliability regions) with delegated authority originating from the Federal Energy Regulatory Commission (FERC)
Extends from Canada (Alberta and British Columbia) to Mexico (Baja California), and includes all/portions of 14 U.S. states Energy produced within the Western U.S. can generally flow anywhere within the WECC
Think of WECC as a big swimming pool: generators fill the pool; users draw from the pool… the electrons in the pool are indistinguishable from one another!
Contracts and Renewable Energy Certificates (RECs) are the key mechanisms used to create ownership distinctions amongst the electrons

Renewable Energy Procurement & Accounting
•ALL renewable energy production is substantiated via REC ownership •Within WECC, RECs are tracked through a centralized accounting system, known as WREGIS (Western Renewable Energy Generation Information System)
•Compliance is measured over multi-year periods with interim progress reported and tracked annually
•Current compliance period (Compliance Period 4) includes CY 2021- 2024
•44% RPS procurement mandate by 2024.
•52% RPS procurement mandate by 2027 (Final Year of Compliance Period 5)
•60% RPS procurement mandate by 2030 (Final Year of Compliance Period 6).
56 Power Portfolio Regulation & Reporting
Within California, power source reporting is regulated pursuant to the Power Source Disclosure Program (PSD Program)
The PSD Program is overseen by the California Energy Commission (CEC)
Reporting rules are prescriptive, meaning that retail electricity sellers must follow reporting conventions prescribed within CA’s PSD Program regulations
The PSD Programs requires annual disclosure of all power purchases and summarizes such purchases by generating technology (wind, solar, geothermal, natural gas and unspecified power)
Portfolio emission rates are also calculated through the CEC’s PSD reporting template and annually disclosed to customers (with new CCAs able to defer such emission reporting for 24 months)
Accounting for electric power is based on the attributes associated with such purchases (energy quantities, generating technologies, emission rates and other product attributes)
57 Power Portfolio Regulation & Reporting
(cont.)
Power supply contracts confer ownership of product attributes; ownership of renewable attributes is substantiated via REC transfer/retirement
Only the owners of product attributes can make claims regarding such attributes
CA’s PSD Program regulations specify the mechanisms (contracts, RECs, etc.) that must be in place to substantiate power source claims
PSD Program regulations require annual disclosure of all power purchases through: 1) a detailed annual report provided to the CEC (June 1st); and 2) a related annual consumer disclosure known as the Power Content Label (PCL, sent to customers during the late summer)
Annual portfolio balancing is the current accounting standard OCPA will be closely following these regulations
58 Renewable Energy Products
•Various contracting mechanisms/products are permissible under RPS rules, subject to specified minimums/maximums:
•Bucket 1 – Located in-state or dynamically scheduled into CA (RECs delivered contemporaneously with electric energy); 75% min •Bucket 2 – Firmed/shaped imports into CA (REC and energy quantities are balanced annually); 25% max
•Bucket 3 – Unbundled RECs (RECs are sold separately from energy); 10% max
• Each renewable energy product is treated differently when reporting emissions:
•Bucket 1 – Emissions assigned based on the underlying generating source •Bucket 2 – Emissions are generally equivalent to those associated with a natural gas generator (≈944 lbs CO2e/MWh)
•Bucket 3 – Emissions set at ≈944 lbs CO2e/MWh
