5. REGULAR CALENDAR

1. CITY OF FOUNTAIN VALLEY FEASIBILITY STUDY
Chief Executive Officer Mosca and Alden Walden from Pacific Energy Advisors provided a brief summary of this item.

Chair Jung stated that the data projections were on the conservative side. Was this because we did not want to make mistakes before we launched? Mr. Walden answered that the data was from the past and consumption patterns change. The other reason was the time of the energy procurement.

CEO Mosca stated that there would not be an issue with energy procurement.

OCPA needed to be very cautious with the data received from SCE. For example, the peak loads now were very different from 2023. Therefore, having greater information and a data set would only aid us in procuring energy.

Chair Jung asked CFO Law what was the bulk of the Agency’s expenses? CFO Law answered that the cost of energy was 96% of the Agency’s expenses. He further asked what our basic choice rate was compared to SCE’s basic rate. CFO Law responded that OCPA’s basic choice rate was at a three percent discount from SCE’s basic rate. Chair Jung stated that a 3% savings for businesses would have a positive impact on the Fountain Valley businesses and their residents.

Vice Chair Sonne thanked the staff for their outstanding work gathering this data and for working with Fountain Valley staff.

Director Treseder announced that she was participating in today’s meeting from Whistler Public Library in Whistler, Canada, and no one was in the room with her.

She also thanked the staff for preparing this study and said that it shows that OCPA would remain strong if Fountain Valley joined. Director Treseder asked how Fountain Valley customers would be notified they were opted in and what type of notices they would receive. She would like to have staff accommodate the Fountain Valley City Council requests and is pleased that their residents and business owners could receive a cheaper cost for their energy and save money. She further announced that she is available to speak with any Fountain Valley Council Member and staff to answer any questions they may have.

CEO Mosca stated that the State required pre- and post-launch notices. We would have a plan for providing this information, which would require the approval from the City of Fountain Valley. We would also be providing this information with the multicultural community in mind as well.

Vice Chair Sonne made the motion, seconded by Director Kim to:

1. Review and file City of Fountain Valley (“City”) Feasibility Study.

2. Direct OCPA staff to extend invitation to the City to join OCPA and work with the City in effectuating its membership, including satisfaction of all Joint Powers Agreement obligations and preparing an Implementation Plan Amendment for consideration by the Board of Directors at future meeting.

The motion carried unanimously by the following 4-0 vote:
