ATTENDED
Vice Chair Sonne reported that on September 3, 2024, as a member of the CivicWell Board, she attended an all-day strategy session.

Chair Jung reported that he and Vice Chair Sonne attended the Risk Oversight Committee Meeting. They gained more insight into the energy markets, renewable energy trends, and the SCE bundled generation rates expected for the next year or two. It would benefit the Board to review its ongoing power procurement strategy. Therefore, he recommended and formed an Ad Hoc Committee to discuss this strategy. The committee, in collaboration with OCPA staff, would report to the Board before the end of the year with any recommended additions or changes to ensure that OCPA has the most effective power procurement plan for future years. Chair Jung appointed himself and Director Treseder to this Ad Hoc Committee.

2. APPROVE COMMUNITY POWER PLAN TECHNICAL ASSISTANCE

AND PROGRAM SUPPORT SERVICES AGREEMENT WITH THE

ENERGY COALITION
Director of Communications and External Affairs Henderson briefly summarized this item.

Chair Jung expressed concerns about the lack of clarity in the evaluation process.

In every matrix, we had vendors who scored higher, yet they were not the ones recommended. Why did we not go with those vendors?
Director of Communications and External Affairs Henderson stated the cost, and The Energy Coalition (TEC) being a local vendor were the determining factors.

Chair Jung requested clarification on the cost matrix to determine whether it costs less or more to use the recommended vendor.

Energy Programs Analyst Morales Sandoval provided additional information to clarify the factors used for the staff’s recommended vendor.

Vice Chair Sonne also had similar concerns about the recommended vendor and in the areas where no points were awarded, why did that happen? Analyst Morales Sandoval stated that those vendors had not submit pricing for that scope of work in their proposals.

CEO Mosca stated that TEC had Community Choice Aggregation (CCA) experience and have successfully completed several projects for other Southern California CCAs.

Vice Chair Sonne stated that she would have liked to have those other factors that were used listed in the staff report to help support staff’s recommendation.

Director Treseder made the motion, seconded by Director Kim to:

Authorize the CEO to execute a two-year Agreement with The Energy Coalition for Community Power Plan Technical Assistance and Program Support, effective September 18, 2024, through September 17, 2026, including the option for the CEO to extend the Agreement for three additional one-year terms, subject to satisfactory performance. The not-to-exceed amount for developing the Community Power Plan is $250,000, plus $250,000 for as-needed technical assistance, program implementation support, and grant management, for a total not-to-exceed amount of $500,000.

COMPARISON MAILER
CEO Mosca provided a brief summary of this item.

Chair Jung expressed that this item was presented after it had already been sent out.

In the future, he would like to have this item brought to the attention of Board before it was sent out to the customers.

Director Treseder requested that staff address the discrepancies of the renewable percentages on the tables presented.

Kirby Dusel, representative of Pacific Energy Advisors, provided the clarification, one table has the current year and the other has 2023 retrospective data.

CEO Mosca further clarified the information provided in the two tables and footnotes.

Vice Chair Sonne requested that the website have short videos that people can zoom into the mailer areas to get these explanations.
