BACKGROUND
On Monday, December 9, 2024, at 6:00 p.m., the Community Advisory Committee (CAC) held its monthly meeting. The meeting featured updates on OCPA’s 2025 Legislative and Regulatory Policy Platform, the development of the Community Power Plan, and the 2025 CAC calendar and work plan. Discussions also focused on strategies for community engagement, electrification initiatives, and member participation in upcoming events, with active input from committee members.
Legislative and Regulatory Policy Platform Update for 2025 The committee received an update on the draft 2025 Legislative and Regulatory Policy Platform, which retained eight focus areas from 2024, including affordability and customer programs, while adding regionalization to improve grid reliability and sustainability across the Western U.S. The platform reflects ongoing collaboration with the California Community Choice Association (CalCCA) on legislative efforts addressing affordability and wildfire prevention. Committee members emphasized prioritizing energy efficiency under customer programs. Feedback on the platform is invited via email before its finalization.
Community Power Plan Development
Jacquie Henderson, Director of Communications and External Affairs, presented an overview of the Community Power Plan, which aims to develop impactful local energy programs based on a comprehensive needs assessment. Outreach will include surveys, workshops, and collaborations with community-based organizations, focusing on diverse and underserved communities.
Developed in partnership with the Energy Coalition with a $250,000 budget, the plan is set to launch in February 2025, with CAC feedback due by January 3, 2025.
Approval of the 2025 CAC Calendar
The committee approved the 2025 meeting calendar, which retains the second Monday of each month as the standard meeting date, with August designated as a dark month. Adjustments were made for Indigenous Peoples’ Day in October and Veterans Day in November, and the January 13, 2025, meeting was confirmed, pending finalization of the Board’s calendar. 2025 CAC Work Plan Discussion
The committee discussed priorities for its 2025 Work Plan, emphasizing alignment with the Board’s agenda to provide timely advisory input. Members identified electrification strategies, energy efficiency initiatives, and outreach to underserved communities as key focus areas, with additional feedback on the work plan requested before finalization in early 2025.
Community Engagement and Upcoming Events
Andrew Di Giovanna provided an update on upcoming events, including the Buena Park tree lighting and other holiday activities, encouraging CAC participation to strengthen community visibility. Members were invited to suggest additional outreach opportunities, with event details provided to assist with planning and sign-ups.
Staff Report Highlights
The staff provided updates on recent activities, including the successful Environmental Roundtable held in November, which fostered dialogue with community members and introduced the Environmental Ambassador Program to encourage local advocacy. Updates also highlighted the Board’s approval of Fountain Valley joining OCPA, with membership beginning in 2026. Staff shared insights into recent meetings regarding the proposed temporary adjustment to renewable energy mixes, designed to balance affordability and climate action goals while maintaining competitive rates.

Advocacy Day
Orange County Power Authority staff are in the initial planning stages for the 2025 Sacramento Advocacy Day. The advocacy day will be held jointly with California Community Choice Association (CalCCA) on Wednesday January 29, 2025.
REGULATORY UPDATE
Orange County Power Authority staff actively participate in several regulatory proceedings at the California Public Utilities Commission (CPUC), California Independent System Operator (CAISO), and the California Energy Commission (CEC). A summary and status update of active proceedings since the previous update is included below.
Provider of Last Resort - R.21-03-011
Background: The CPUC issued a September 1, 2021, Scoping Ruling to set forth the scope in the Provider of Last Resort (POLR) proceeding. This proceeding implements the POLR requirements and framework directed by SB 520. The POLR proceeding will be considered in three phases.
Phase 1 focuses on issues necessary to establish a comprehensive framework for existing POLRs.
Phase 2 will set rules that allow a different entity to be designated as the POLR. Phase 3 may be opened to consider any additional issues not covered in Phase 1 or Phase 2.
Update: In Phase 1, the Investor-Owned Utilities (IOUs) filed their Advice Letters (ALs) for the bi-annual Financial Security Requirement (FSR) updates on November 12, 2024. Given their ALs implementing Phase 1 are still pending resolution, the updates use the methodology in place without the Phase 1 Decision modifications. Protests on the FSR ALs are due December 2, 2024.
In Phase 2, a Scoping Ruling was issued on October 24, 2024. The Scoping Memo asks several “threshold questions” to be answered in comments due January 10, 2025, including: (1) whether and under what circumstances any IOU wishes to transfer its POLR responsibilities to a non-IOU Load Serving Entity (LSE); (2) whether and under what circumstances any non-IOU LSE wishes to serve as the POLR; (3) the scope of the CPUC’s authority under Public Util. Code section 387; (4) whether the CPUC’s regulation of the non-IOU LSE POLR as a public utility extends to non-POLR activities; (5) the technical, financial, and legal capacity threshold for a non-IOU LSE to serve as the POLR; (6) cost recovery for the non-IOU LSE POLR; and (7) whether the CPUC should address the other primary topic areas set forth in the Scoping Ruling if no IOU or non-IOU LSE is interested in moving forward.
Renewables Portfolio Standards (RPS) Program – R.24-01-017 Overview: The Renewables Portfolio Standards (RPS) proceeding monitors compliance by “retail sellers,” including IOUs, CCAs, and Energy Service Providers (ESPs) within the RPS program.
Current RPS rules require 60 percent of retail sales to be from RPS-eligible resources by 2030, and at least 65 percent of the procurement a retail seller counts toward the RPS requirements to be from long-term contracts (ten years or more in duration). In addition, the RPS proceeding is the venue in which the Power Charge Indifference Adjustment (PCIA)/RPS Voluntary Allocation Market Offer (VAMO) is being considered.
Update: The CEC issued a Notice and Request for Comment on the Proposed Scope for the Draft Renewables Portfolio Standard Eligibility Guidebook, Tenth Edition (Oct. 18, 2024), to revise the RPS Guidebook and issue a Tenth Edition. The Tenth Edition includes clarifications and updates from legislation since the 2017-released Ninth Edition. Among the proposed revisions are expansions of the definition of a renewable electrical facility, including facilities using fuel cells or linear generators. Also included are clarifications that facilities located physically outside the Western Interconnection may be considered RPS-eligible if the “electrical first point” is located within the Western Interconnection. Comments on the scope were due November 1, 2024.
Resource Adequacy (RA) - R.21-10-002 and R.23-10-011
Overview: The Order Instituting Rulemaking (OIR) for R.21-10-002 set forth the following objectives: to continue the CPUC’s oversight of the Resource Adequacy (RA) program, to consider broader structural reforms to the program, and to establish RA procurement obligations for LSEs beginning with the 2023 RA year. This proceeding is split into two tracks. The implementation track has considered near term reforms, including the adoption of the local and flexible capacity requirements, reforms to the Central Procurement Entity (CPE) structure, modifications to the Planning Reserve Margin (PRM), and revisions to RA counting. The reform track considers broader structural changes to effectuate a 24-hour Slice of Day (SOD) framework.
The OIR for R.23-10-011 continues the CPUC’s oversight of the RA program, establishes forward RA procurement obligations applicable to LSEs beginning with the 2025 compliance year, and considers structural reforms to the program. This proceeding is the successor to proceeding R.21- 10-002, and includes the following issues in scope: adoption of local and flexible RA requirements; Loss of Load Expectation (LOLE) study and PRM; 24-hour SOD framework; Unforced Capacity (UCAP); Qualifying Capacity (QC) counting conventions; RA compliance and penalties; and other refinements to the RA program.
Update: The CPUC issued a Track 3 Scoping Ruling on November 1, 2024, incorporating local and flexible RA requirements, SOD, UCAP, and the 2026 PRM in scope. Comments on the Track 2 Proposed Decision (PD) were due on November 25, 2024 and was voted on at the December 5, 2024 CPUC meeting. Proposals on Track 3 are due January 17, 2025. A workshop on Track 3 Proposals is scheduled for February 12, 2025. Opening Comments on Track 3 are due March 3, 2025 and reply comments are due March 17, 2025.
West-wide Governance Pathways Initiative (WWGPI)
On November 15, the Pathways Initiative released the Step 2 proposal which would enable independent governance over the Western Energy Imbalance Market (WEIM) and the Extended Day Ahead Market (EDAM) and the ability to add other voluntary regional services as the West desires. The Proposal represents a tried-and-true approach in the West - an incremental step that enables participants and stakeholders to build trust and familiarity with something new and with each other. This Proposal is the result of extensive stakeholder feedback from dozens of diverse parties across the West. Throughout this process, volunteers and stakeholders have demonstrated a desire and commitment to achieve the regulators' vision of “ensuring that the benefits of wholesale electricity markets are maximized for customers across the entire Western U.S.” The Pathways Launch Committee approved the Step 2 proposal on November 22 with a near unanimous vote – only one member abstained.

BACKGROUND
The Risk Oversight Committee (ROC) was established via the Board-adopted Energy Risk Management Policy (Policy No. 11). Per the policy, members of the ROC will be selected by the Chief Executive Officer (CEO), who will serve as the Chair of the ROC. The ROC comprises the CEO, CFO, Director of Power Resources, Pacific Energy Advisors (PEA) representatives, and transactional counsel from the Authority’s contracted law firm.
The ROC has the authority to:
• Meet at least once per quarter or as otherwise called to order by the ROC’s Chair. • No less than once per quarter, report to the Board regarding its meetings, deliberations, and other areas of concern.
• From time to time, adopt and/or adapt risk management guidelines defining internal controls, strategies, and processes for managing market risks incurred through or attendant upon wholesale trading, retail marketing, long-term contracting, CRR trading, and load and generation scheduling.
• Specify the permitted transaction categories and set risk limits for wholesale trading. The ROC will receive and review information and reports regarding risk management, wholesale trading transactions, and the administration of supply contracts. • Have direct responsibility for enforcing compliance with this Policy. Any material violations of this Policy, as determined by the ROC, shall be reported to the Board for appropriate action.
The State Auditor recommended that the Board consider amending the Energy Risk Management Policy (Policy No. 11) to alter the membership of the ROC to include a limited subset of Board members in a manner that does not violate open meeting requirements of the Brown Act. Following review and discussion with the Interim General Counsel, it was determined that formally adding Board members to the ROC through an amendment to the Energy Risk Management Policy would make the ROC meetings subject to the Brown Act, which is incompatible with the ROC’s responsibilities for reviewing and analyzing market-sensitive information and prospective transactions, substantial aspects of which are confidential under CPUC rules and best practices for CCAs. As an alternative, the CEO has initiated a practice of inviting the Board Chair and Vice Chair to ROC meetings to observe. This is intended to provide additional Board oversight of the ROC without making Board members official members of the ROC under the Energy Risk Management Policy. This practice was initiated with the April 3, 2023, meeting and will continue for future meetings.
ANALYSIS AND DISCUSSION
The Risk Oversight Committee (ROC) met on Thursday, December 5, 2024, at 11:00 AM.
Attendees included Joe Mosca, CEO; Tiffany Law, CFO; Louis Ting, Director of Power Resources; PEA consultantsJohn Dalessi and Kirby Dusel; and Glen Price of Best, Best & Krieger.
Fred Jung, Chair of the Board of Directors, and Susan Sonne, Vice Chair of the Board of Directors, attended the ROC meeting but only observed it.
The ROC discussed the following:
• Q1 2025 Market Update
o Energy Position Reports
o Market Exposure and Risk
o Long-term Contracting Update
o Portfolio Market Valuation
o Counterparty Credit Exposure
There are no Policy violations to report.
This was the final ROC meeting of the year. A new quarterly schedule will be established for 2025.

Orange County Power Authority
Management is responsible for the operating fund budget comparison report of Orange County Power Authority (OCPA), a California Joint Powers Authority, for the period ended September 30, 2024, and for determining that the budgetary basis of accounting is an acceptable financial reporting framework.
We have performed a compilation engagement in accordance with Statements on Standards for Accounting and Review Services promulgated by the Accounting and Review Services Committee of the AICPA. We did not audit or review the accompanying statement nor were we required to perform any procedures to verify the accuracy or completeness of the information provided by management.
Accordingly, we do not express an opinion, a conclusion, nor provide any assurance on this special purpose budgetary comparison statement.
The special purpose statement is prepared in accordance with the budgetary basis of accounting, which is a basis of accounting other than accounting principles generally accepted in the United States of America. This report is intended for the information of the Board of Directors of OCPA.
Management has elected to omit substantially all of the note disclosures required by accounting principles generally accepted in the United States of America in these interim financial statements.
OCPA’s annual audited financial statements include the note disclosures omitted from these interim statements. If the omitted disclosures were included in these financial statements, they might influence the user’s conclusions about the Authority’s financial position, results of operations, and cash flows.
Accordingly, these financial statements are not designed for those who are not informed about such matters.
We are not independent with respect to OCPA because we performed certain accounting services that impaired our independence.

ORANGE COUNTY POWER AUTHORITY
Staff Report – Item 9
--------------------------------------------------------------------------------------------------------------------- To: Orange County Power Authority Board of Directors
From: Joe Mosca, Chief Executive Officer
Subject: CHIEF EXECUTIVE OFFICER’S REPORT
Date: December 17, 2024
--------------------------------------------------------------------------------------------------------------------- OCPA Grows From 10 Staff To 20 In One Year!
Our team has grown to be twice what it was one year ago. We are transitioning from our early start-up staffing to a multi-layered small organization. Nine (9) approved positions remain, including the Chief Operating Officer (COO) and three (3) members of the Power Resources team.
The COO and Power Resources recruitments will be a top priority for the rest of this year and early 2025. CPS HR will assist with recruiting our next COO.
Transition to Slice of Day Framework Generates $1.5 Million in Revenue During the analysis and filing of OCPA's 2025 Resource Adequacy requirements, the power procurement team was able to negotiate and execute bilateral sales of some of OCPA's Import Allocation Rights and Resource Adequacy products. Based on the new California Public Utilities Commission's Slice-of-Day Resource Adequacy methodology, the products sold were determined to be above the capacity reserve margin levels. The monetization of all these products was deemed fair market value and will generate over 1.5 million dollars.
OCPA Strategic Planning & Team Building Day
On Thursday, November 21, we held our annual staff team-building day. We began by reflecting on our achievements and then considered the challenges and opportunities ahead. The team will use these reflections to set goals and objectives for you to consider at a Board workshop in early 2025. Afterward, lunch and a team-building session were held. An improvisational acting coach led staff through exercises designed to expand our aptitude for dealing with unexpected situations and improve our support and communication with one another. “I have your back and will meet you where you are.” This was a strong takeaway from the experience.
Communications & External Affairs Updates
OCPA Recognized by Orange County Business Journal – Leaders in Sustainability Orange County Power Authority received significant recognition in this year’s Leaders in Sustainability issue of the Orange County Business Journal. OCPA has been featured three (3) times: as a nominee, in one of the company spotlights, and in a paid advertorial. OCPA’s mission and organizational success are woven throughout the messaging, providing tremendous exposure to this prominent issue.
Equitable Building Decarbonization Direct Install Program (EBD DI) The California Energy Commission has received final approval for the Equitable Building Decarbonization Direct Install Program across California. The total grant for the southern California region, led by the County of Los Angeles, is $328.7M. This extensive award will accelerate residential building decarbonization efforts in low-income communities across Southern California, including OCPA member cities. OCPA is proud to be a sub-grantee working with the County of Los Angeles to promote the program in our communities of concern.
Funding allocated to OCPA will total $1,151,000 over a 5-year period with key responsibilities to include the following:
o Inform initial focus areas – communities of concern – located in Buena Park, Fullerton, and Irvine.
o Conduct outreach to local contractors to encourage their participation. o Customize outreach materials for each participating community. o Conduct targeted outreach to potential participants and trade allies. o Support households with the enrollment and income verification process. o Serve as a point of contact for participating households. o Administer follow-up surveys to participating households
Communications
• The 2023 OCPA Power Content Label was mailed to all OCPA customers this November.
Staff prepared various deliverables, including supplemental social media and website messaging, to help customers understand the information in the mailer. The PCL follows a California Energy Commission-mandated template, allowing for limited additional content. OCPA used the additional space to share key messaging and the organization’s quantified GHC emissions impact. The yearly CEC-mandated mailer is available on our website under key documents, www.ocpower.org/resources/key-documents, and is attached to this report.
• We filmed our sixth episode of Sustainably Speaking on Wednesday, 11/20, featuring Dr.
Lorenzo Gonzales, a Board member for Latino Health Access in Santa Ana. Dr. Gonzales is a physician and community health advocate who will share his insights on how energy and community health intersect and what’s being done to support disadvantaged communities. Filming will commence at Cordata Park in Fountain Valley, and we have shared this news with the Mayor and Vice Mayor to see if they are interested in coming by.
• A climate action article published on LAist has gained significant traction on NPR and online. It features CAC Board member Dominic Bendinelli and OCPA supporter Craig Preston. We are working with Dominic to draft a blog post from his perspective to be featured in our newsroom and social channels.
Community Engagement
• On Thursday, November 14, OCPA hosted its first Environmental Roundtable for climate enthusiasts from across our member cities. Approximately 20 people attended, ranging from high school and college students to local government sustainability representatives, climate organization leaders, and passionate community members - alongside three CAC members and seven staff. Thank you to Chair Jung for making time to stop in and address the group. We provided an update on OCPA and our environmental successes and opened for dialogue around how to keep the conversation going. Notable topics of conversation were how to combat misinformation and where and how the group can best support the expansion of OCPA.
Customer Programs
• The Calpine Community Grant submission deadline was Friday, November 15, and we are thrilled to share that the number of applicants has increased threefold over our most recent grant. We received 35 applications for funding. Submission evaluation will begin next week, and awarded applicants will receive between $5,000 and $30,000 to support environmental stewardship, equity, and diversity.
Human Resources Recruitment Updates
• Policy Advisor – OCPA is currently recruiting for a Policy Advisor position, with interviews being held in December.

SOLARuses technology to
convert sunlight into electrical
energy either through
photovoltaic (PV) panels or
through mirrors that concentrate
solar radiation.
WIND turbines turn wind into
electricity using the aerodynamic
force from the rotor blades, which
work like an airplane wing or
helicopter rotor blades.
BIOMASS utilizes organic
matter, such as wood pellets or
agricultural waste, to produce
energy through combustion or
other processes.
GEOTHERMAL energy is
heat energy from the earth –
reservoirs of hot water that exist
