Chair Sonne called to order the Regular Meeting of the Orange County Authority Board of Directors at 4:30 p.m. on Monday, April 14, 2025.

1. COMMUNITY POWER PLAN AND OTHER OUTREACH SERVICES
RFQ ANALYSIS AND RECOMMENDATION
Director of Communications and External Affairs Jacquie Henderson provided a brief summary of this item. Energy Programs Manager Pranesh Venugopal also provided additional information.
Vice Chair Mai made the motion, seconded by Chair Sonne to:
1. Receive panel recommendations for Request for Qualifications for Community Power Plan Outreach & Other Services solicitation.

2. Direct staff to negotiate and establish an agreement for Community Power Plan Outreach Services with the Asian Business Association of Orange County.
3. Authorize the Chief Executive Officer to establish outreach services agreements, consistent with OCPA’s Procurement Policy No. 1, with recommended vendors as needed for the development of the Community Power Plan and the administration of the Equitably Building Decarbonization – Direct Install grant.

2. APPROVAL OF SOLAR REBATE AND EV CHARGER REBATE
PROGRAM
Director of Communications and External Affairs Jacquie Henderson provided a brief summary of this item.
Vice Chair Mai made the motion, seconded by Director Go to:
1. Approve the launch of a Solar and Battery Rebate Program, and an Electric Vehicle (EV) Charger Rebate Program. The Solar and Battery Rebate Program will provide a $1,000 rebate for solar panels with battery storage or battery storage alone. The EV Charger Rebate Program will provide a not-to-exceed $1,000 rebate for residential Level 2 EV chargers on the OCPA Marketplace, making them no cost after rebate.
2. Authorize the Chief Executive Officer to take all necessary actions to implement, administer, monitor, manage, and ensure compliance with the programs, including but not limited to adopting, amending, executing and enforcing terms and conditions for program participation.
The motion carried unanimously by the following 5-0 vote:
