BACKGROUND
The Orange County Power Authority (OCPA) Marketing and Communications Committee meets quarterly to review the agency’s outreach and engagement activities over the previous two to three months. This report will provide details on the success of notable outreach efforts over the past three months, and key future happenings.

ANALYSIS AND DISCUSSION
The summer months have provided ample opportunities for OCPA to engage with customers and the community, and to enhance communications tools. The agency continues to provide information on customer programs across OCPA and partner platforms, while continuing to build relationships with city and community stakeholders across a wide variety of channels. Highlights are outlined below:

The OCPA Way Messaging Handbook
The CalCCA Conference in April was an informative showcase of other CCAs across the state and their approach to communications and marketing. A main takeaway was the comprehensive internal communications efforts exercised by other CCAs that OCPA has been lacking, which provide helpful tidbits and talking points for all staff members to communicate about their agency. The first step to developing a suite of tools for OCPA is a detailed master messaging handbook designed to educate about the facets of OCPA. This comprehensive tool is complete and will be provided to staff, Board members, and Community Advisory Committee members as a resource to support organizational alignment for consistent messaging when communicating about OCPA. This will also serve as a valuable onboarding tool for new staff members. The next step is to create more concise tools for use when in the community, and as educational tools for students and staff. This will include pocket cards on key topics, and a helpful Q&A document for the typical inquiries received when engaging with community members.

Prospective Member City Outreach
In previous public meetings with the Board of Directors, it was noted that a handout specifically for use in recruiting new member cities to OCPA would be helpful. Communications staff and consultants began work on a brochure that highlights the positive impacts of a CCA on its member cities, the benefits of OCPA, and the steps to becoming a member city. This past month, the brochure was completed, and this resource is now available for use.

Community Outreach
With the agency’s hyperlocal communications approach this fiscal year, efforts are concentrated on educating customer communities rather than building general awareness across Orange County as a whole. OCPA began placing public education advertisements in local community publications including Community Guides for each member city. The messaging centers on OCPA education and the current programs available to customers. Community Guide publications will continue throughout the year, and messaging will be updated to reflect the latest customer programs.

Digital Communications
OCPA is proud to represent and support multicultural communities across its member cities and is honored to receive support of the agency’s efforts from their leaders. To highlight this support, OCPA has published a series of community leader videos on its digital platforms.

Digital efforts have also included focus on the OCPA website and enhancing key landing pages to better inform customers and the public. The first page to see improvements is the Careers landing page, which now showcases employee benefits and speaks to the comradery of OCPA employees that make the agency a great place to work.

Upcoming Events
In the coming months, OCPA staff looks forward to numerous community-facing events and opportunities to connect with customers, including Irvine Global Village, the Fountain Valley Boys & Girls Club Annual Gala, Buena Park Silverado Days, and Fullerton Oktoboofest. Early October will see OCPA’s annual Open House celebrating three years of service and honoring community leaders. The agency also recently completed its annual voter survey to measure community member sentiment both about OCPA and about a range of topics. The results of the survey will be presented to the Board at the October 13, 2025, meeting. Additional website landing pages are in the process of being refreshed and will be launched shortly, and a digital billboard will be placed in partnership with the City of Fountain Valley to help increase awareness of OCPA ahead of the transition to service in late 2026.

FISCAL IMPACT
None.
