BACKGROUND
The Orange County Power Authority (OCPA) Marketing and Communications Committee meets quarterly to review the agency’s outreach and engagement activities over the previous two to three months. This report will provide details on the success of notable outreach efforts over the past three months, and key future happenings.

ANALYSIS AND DISCUSSION
This fall, OCPA participated in numerous community events to interact with current and potential customers while promoting the mission of decreasing carbon emissions through the procurement of more renewable energy. OCPA continues to provide information on customer programs across its own and partner platforms, while continuing to build relationships with city and community stakeholders across a wide variety of channels. Highlights are outlined below:

OCPA Advertising Campaign Refresh
As part of the annual budget with contracted agency partner Reveille Inc., OCPA updates its advertising campaign to continue being response to community needs while maturing the brand. The new concept called “Powering the Communities We Call Home,” features imagery of OCPA member cities with an emphasis on the agency’s own captured photography. The new campaign is featured prominently on the latest OCPA Power Content Label and has appeared in member city community guides as print ads.

Direct Mail Postcards Promoting OCPA Programs
In October, OCPA designed and sent direct mail postcards to customers promoting OCPA’s residential battery storage rebate program and Energy Efficiency Kits program. The Battery storage postcard was targeted to high energy use customers and customers with solar panels, and the energy efficiency kit postcard was sent to customers enrolled in the CARE and FERA low-income programs.

Almost 57,000 total postcards were sent, and the results were remarkable. The battery rebate application rate more than doubled, and the Energy Efficiency Kit application rate exceeded expectations by increasing six-fold after mailers were sent. On top of this, customers who visited the OCPA Marketplace learned about the Charge@Home program offering a full rebate on level 2 EV chargers. This program saw application rates increase five-fold with the program closing at the end of October having met budget capacity.

Community Outreach and Events
In October, Communications staff and marketing partner Reveille Inc. assisted with facilitating OCPA’s third anniversary event and celebration of community champions. The event included mission-aligned, branded takeaway items for attendees, a new step-and-repeat, and custom signage.

Soon thereafter, staff attended the first OCPA Day of Service that included newly designed T-shirts promoting the agency’s support of its communities.

Throughout the fall, OCPA participated in over 20 community and chamber events, including major events like the Irvine Global Village Festival that attracts thousands of attendees. Staff interacted with over 500 community members, answering questions and providing information on the organization.

CEO Joe Mosca spoke at the Youth Climate Summit alongside elected officials, and Director of Communications and External Affairs presented for the second time at the Fountain Valley Mayor’s Breakfast. Both Mosca and Henderson represented OCPA as speakers at the annual Go Green & Health Expo hosted by the Filipino American Chamber of Commerce.

Marketing Materials
To engage kids in clean energy and the work of OCPA, a branded coloring book was designed as a promotional item for community events. The hope is that this item can engage kids while giving staff the opportunity to interact with their parents and/or caregivers. Also newly developed is a flier on lithium-ion battery safety that includes both e-bike battery care and EV charging tips. Additionally, the CARE FERA flier developed by OCPA to promote enrollment into these low-income programs was updated with the latest information and translated into five languages.

With input from the Marketing and Communications Committee, staff designed the 2024 Power Content Label (PCL) mailer, which was sent to all current OCPA customers. The design embraces the “Powering the Communities We Call Home” concept and the copy highlights OCPA’s community reinvestment. The design also provides insight into how to better understand the PCL, given that total portfolio emissions are not included in the highly prescriptive label – or mention of the need to add the percentage of bundled renewable energy with the percentage of renewable energy certificates – which is the first time this has been included.

Digital Communications
The OCPA website homepage has been updated to include a carousel at the top that scrolls through the latest information and programs available to customers. This update was made to help customers get the latest OCPA information without having to search through the site. It also brings life to the site with the addition of animation. A new blogpost is also in development that models a page from Ava Community Energy that dives into the reasons electricity bills have been on the rise. The goal is to have this live by the end of November. A blogpost that has gone live was written by former Community Advisory Committee member Dr. Faisal M. Qazi, D.O. titled Climate Change is Messing with Your Mind. It looks at carbon emissions through the lens of physical and mental health, helping illustrate the real world effects of pollution.

Upcoming Events
December brings many holiday events across member communities, including tree lighting ceremonies that are perfect sponsorship opportunities for OCPA. Agency branding will be included on each member city’s tree lighting marketing materials. The big holiday event for OCPA this year is a partnership with Metrolink on their Holiday Express, a mission-aligned opportunity to promote active transportation while engaging with families from across Orange County. Happening over two days at the Metrolink station across from the OCPA office, staff will be present for four train rides of 750 community members each.

Going into 2026, Communications staff are assessing OCPA’s community engagements to ensure the most impactful presence possible. Ideas include partnering with organizations on climate and energy-related community education events and connecting with key commercial accounts by hosting networking opportunities.
