BACKGROUND
Developing a workplan for the year helps focus the Community Advisory Committee’s (CAC) limited time and resources.

The CAC has grown and expanded along with the Orange County Power Authority (OCPA). CAC members have been active in member cities supporting events and outreach to customers, including contributions to OCPA customer communications. CAC members play a vital role in advising staff and board members on concerns of the communities they represent.

DISCUSSION/ANALYSIS
At the November 3, 2025 CAC Meeting, members gave input into development of a draft 2026 CAC Workplan through discussion and anticipation of 2026 community needs and priorities.

The CAC used the 2025 workplan as a model and made adjustments based on priority topics.

Staff took note of the input from the CAC along with OCPA staff suggestions, developed the 2026 plan, and brought it to the December meeting for final CAC recommendations prior to taking it to the Board of Directors for final approval.

The workplan can be adapted on a monthly basis when needed to accommodate priorities of the Board and CAC.

A copy of the 2026 Workplan Summary is attached for your reference.

ORANGE COUNTY POWER AUTHORITY
Staff Report – Item 9
--------------------------------------------------------------------------------------------------------------------- To: Orange County Power Authority Board of Directors
From: Joe Mosca, Chief Executive Officer
Subject: CHIEF EXECUTIVE OFFICER’S REPORT
Date: December 8, 2025
--------------------------------------------------------------------------------------------------------------------- Irvine Capital Loan Early Repayment Progress
On October 13, 2025, the Board approved the early paydown of the Irvine Capital Loan in accordance with the recommended Option 1 repayment schedule. On November 5, staff successfully negotiated a reduction in the combined legal and bank fees from $15,000 to $12,500.

On November 10, staff received the fully executed Consent and Waiver Agreement from US Bank.

That same day, OCPA wired a total payment of $913,892.11 to the City of Irvine, consisting of $250,000 in principal and $663,892.11 in estimated accrued interest.

Staff will wire the next payment of $342,702.67 to the City of Irvine on March 31, 2026, including $250,000 in principal and $92,702.67 in estimated accrued interest.

As of January 1, 2027, total principal repayment will amount to $7,652,379.70, and total estimated accrued interest payments will total $1,031,595.53, resulting in combined principal and interest repayment of $8,683,975.23.

SCE 2026 Rates Outlook Update
On October 15, 2025, Southern California Edison (SCE) released its updated forecast for 2026 rates. This was the second in a planned series of updates, following the initial forecast issued in May 2025. SCE also announced that additional revisions would be released in mid-November and by the end of December before the CPUC adopts final rates. Because these updates incorporate new actual data and correct modeling issues, none of the numbers released to date can be considered final.

The October 2025 forecast represented a significant shift, showing unusually low bundled generation rates and sharply higher Power Charge Indifference Adjustment (PCIA) charges.

Market conditions played an important role, as prices for energy, Resource Adequacy, and Renewable Portfolio Standard products declined, reducing SCE’s projected bundled generation costs. Regulatory changes added further uncertainty. The CPUC’s Track I decision revised the RA Market Price Benchmark to a three-year historical average. This methodology change, driven by IOU advocacy to reshape PCIA mechanics, was intended to be temporary but has the effect of lowering bundled generation rates and substantially increasing PCIA for CCA customers.

Shortly after the October 2025 release, it became clear that SCE’s analysis contained errors. Within a week, CalCCA and SCE identified several modeling and accounting issues, including missing resources in SCE’s portfolio valuation and a misallocation of revenue between the PABA and ERRA balancing accounts for both bundled and departed customers. These issues also affected the 2024 and 2025 ERRA forecasts. In response, SCE issued an Amended 2026 ERRA Forecast in late October 2025, which reflected lower PCIA rates and very slightly lower bundled generation rates compared to the initial October release.

Revisions continued into November 2025. On November 17, 2025, SCE filed Advice Letter 5687- E to update its proposed 2026 rates using additional October actual data. According to CalCCA’s analysis, the adjustments from the amended October forecast were minimal. PCIA rates for Vintages 2021 through 2024 decreased by approximately $0.0004 per kWh, while bundled generation rates increased by about $0.001 per kWh. These changes were primarily driven by updated PABA year-end balances, including reductions in the Legacy UOG and 2021 vintage balances.

Although the November adjustments were small, the rate outlook is still evolving. SCE has already announced that another update will be issued by the end of December 2025, and that filing will determine the actual 2026 rates. Until SCE completes its full sequence of updates, both bundled generation rates and PCIA charges remain subject to change.

Revenue Deferral Transfer
As planned in the FY2025/26 Budget, OCPA will utilize the $45 million in previously deferred revenue from FY2023/24 - $15 million in FY2024/25 and $30 million in FY2025/26 - to help offset the anticipated revenue shortfall. This shortfall is primarily driven by the continuation of the 2024 rate design in 2025 and the City of Irvine’s shift from 100% Renewable Choice to Basic Choice. This strategic use of deferred revenue aligns with the Board-approved Rate Stabilization Policy and serves as a key financial tool to support long-term rate stability and affordability. By proactively reallocating these funds, OCPA strengthens its ability to manage financial risks, stabilize rates, and protect customers from market volatility. 2024 Power Content Label Mailer
OCPA distributed the Power Content Label (PCL) reflecting OCPA’s power mix and GHC emissions intensity related to our energy products to all customers this past month. Production of the mailer began shortly after the previous Board meeting with PCL mailers landing in mailboxes as early as Monday, November 24, 2025. The 2024 PCL mailer can be found on the website at https://www.ocpower.org/resources/key-documents/

Customer Programs
• Community Power Plan: The final draft is complete and will be presented to the OCPA Community Advisory Committee at their December 1st meeting. o Community Power Plan pilot program: We are working on a direct-to-renter program that offers quick, plug-in electric replacements for gas equipment that do not require landlord approval.
• Equitable Building Decarbonization Direct Install Grant: LA County is working through the California Energy Commission to get approval for the formal launch of the program.

Staff have attended numerous onboarding calls and are working on securing a community outreach partner based on CBO proposals from an earlier RFQ. • Energy Efficiency Kits: Of the original 1,500 inventory, we have 25 kits left in the Marketplace. We will be removing this program promotion from the Marketplace and adding a “low inventory” notification to the landing page on the OCPA website. • Residential Battery Rebate Program: 35 applications have been approved for this program.

The PCL mailer promotes this program, so we anticipate another increase in applications before the end of the year.
