Session 2: Where We’re Going — Board Dialogue
The Board engaged in facilitated dialogue on three strategic topics. Input was captured on flip charts and is reflected in the themes summarized below.

1. Policy and Advocacy: The Board expressed support for proactive legislative engagement and interest in board members playing a more active, coordinated role in outreach to elected officials at the state and local levels. The Board emphasized the importance of strategic, targeted engagement rather than ad hoc efforts.

2. Product Direction: The Board expressed unanimous support for staff to conduct a comprehensive product evaluation study. Key interests included affordability, enrollment impacts, the connection between product structure and the planned cost-of-service analysis, and learning from other CCAs’ experience with similar transitions.

3. Community Engagement and Expansion: The Board discussed strategies for strengthening OCPA’s value proposition, improving communications with member city councils, and supporting thoughtful growth. Board members expressed interest in being more actively involved in community events and engagement activities.

Session 3: What We Heard — Synthesis and Parking Lot
The facilitator synthesized the Board’s input and the Board identified additional items for follow-up consideration. Key areas of continued interest included:
• Board orientation and education sessions, including opportunities to learn from other CCAs
• Affordability as a central priority, including the timeline and scope of the cost-of-service study • Strengthening OCPA’s value proposition and communications strategy • Opportunities for collaboration with other CCAs
• External dynamics affecting the energy landscape, including oil market impacts and data center demand
• Maintaining strong customer programs alongside financial sustainability The Board expressed appreciation for the workshop format, the quality of staff presentations, and the collaborative atmosphere. Board members noted the organization’s maturation since its founding and expressed strong alignment on strategic priorities.

Consistent with the agenda, the Board received staff presentations on OCPA’s strategic position, participated in facilitated dialogue on strategic priorities, and provided input to inform the development of the FY 2026–27 Strategic Plan. Staff will use the board’s input to prepare a Strategic Plan Framework for Board consideration at a future meeting.
