• Staff committee surveyed staff on preferences and proposed recommendations
• Senior staff reviewed recommendations
• Propose trying out this policy for Q1 and Q2
7 Peninsula Clean Energy
Primarily Remote Working Model
General principles:
• Limited all-staff in-person meetings for defined purposes • Three groups of employees that have different needs and constraints o 1. Voluntary Remote Employee
o Working from home some or all of the time
o Could work in the office if he/she chose
o 2. Out-of-the Area Employee (2 sub-groups)
o Primary residence is more than 100 miles from Redwood City Office o Living out-of-the-area by choice
o Requires approval (see other slides)
o 3. Expansion Territory/Field Office Employee
o e.g. Los Banos
• Short-term, temporary relocation (i.e. not permanent residence) is permitted, with manager approval, as long as doesn’t interfere with fulfilling job responsibilities Peninsula Clean Energy
Home Office Equipment
o All employees
o $50/month for Internet – consistent with current policy o $80/month for Cell phone – consistent with current policy o All tech-related equipment provided as requested (laptop, monitor, keyboard, docking station, mouse, etc.) – all equipment remains owned by PCE
o Printer provided if requested and needed for job functionality (and/or inconvenient to use office facilities)
o PCE will repair or replace any of this equipment of necessary o Reimbursement for Other Office-related expenses
o Up to $500 per employee reimbursement of reasonable expenses to make remote working environment “appropriate”
o Examples include desk, chair, lamp, router, wifi equipment, headphones o Plus, up to $100 reimbursement per year per employee provided annually starting July 1 each year
o All expenses approved by Manager and CFO
Peninsula Clean Energy
Out-of-the-Area Employees
• Two sub-groups of employees:
o 1. Out-of-the-Area Employee located in California (Primary Residence) o Permitted with approval by Manager and CEO
o Discouraged for roles that require close proximity to San Mateo County (e.g. customer, programs, and partner interactions) – might be approved if employee was prepared (and agreed) to travel when necessary
o 2. Out-of-State Employee (Primary Residence)
o Not permitted for new hires
o 3 existing employees who currently live out-of-state can make a request for approval prior to February 28, 2022
o Requires approval by Manager and CEO
Peninsula Clean Energy
In-Person Meetings
• In-person, all-staff meetings will be held 2-4 times per year • In-person team meetings are encouraged monthly or every other month to foster relationships. Managers have the discretion to decide when and how often teams should get together and how often to have informal online, hybrid, or in-person meetings.
• Office technology will be updated to enable high-quality, easy-to-use, hybrid meetings
11 Peninsula Clean Energy
Office Layout and Use
• Current office layout provides enough desks for all employees • Staff will continue to use their assigned desk
• Require sign-up sheet to ensure limited staff at any one time • If employees use someone else’s assigned desk/location, requires wipe-down after use
• If needed/requested, conference rooms can be reserved for day use by an employee
12 Peninsula Clean Energy
Vaccinations and Masks
• All employees must provide proof of vaccination and booster by Feb 28 to work in the office and attend all-hands meetings (including outside gatherings)
• All employees must wear masks when in the office
13 Peninsula Clean Energy
Other Considerations/Issues
• All employees will be required to sign WFH policy agreeing to how their office space will be maintained at home and other legal protection issues
o Working with legal to finalize this policy

Customer Energy Programs
Low Income Home Upgrade Program
• Serve 200 homes income-qualifying single-family homes over two years. • Provide minor home repairs, energy upgrades and electrification measures (HPWH, electric dryer, induction cooktop)
• To date enrolled 6 union contractors to the program (2 electrical, 2 HVAC, 2 plumbing) • More contractors are needed
EV Ready Program
• Install 3500 EV chargers over 4 years
• Some projects use trade ally program, others use pre-existing contractor or public RFP • Additional contractors needed to meet goals of project 21 Administration of Menlo Park Electric

Item 7
Peninsula Clean Energy
Menlo Park Incentive Administration
Program: EV Ready
Discussion: Administration of Menlo Park funds for EV charging Amount: Incentive funds to be determined upon approval by Menlo Park City Council
23 Peninsula Clean Energy
Peninsula Clean Energy EV Ready Program
Overview
• $28M+ infrastructure program targeting 3,500 ports
installed by 2024
• Supports workplaces, multi-unit dwellings, public agencies Key Elements
• Free technical assistance: site design, increase port deployment, & improved customer experience
• EV charging station rebates for Level 1 & Level 2 ports • Trained network of union contractors
24 Peninsula Clean Energy
Background: Menlo Park Charging Incentives
25 Background
• Menlo Park charging gap analysis indicates deficiency • City staff seeking budget from Menlo Park council for incentives (multi-unit dwellings and commercial buildings) Proposal
• Add Menlo Park incentive budget to current EV Ready
program for Menlo Park sites
• Incentives would aim for cost neutral MUD installations Peninsula Clean Energy
Proposed: Incentive Structure for Menlo Park
Overview
• To fit into existing PCE program structure
• To comply with PCE program standards & requirements
Fund Size
• Min. Menlo Park incentive fund size: $250k (*subject to Menlo Park City Council approval*) Incentives
• Menlo Park incentives would be equal to current PCE per port incentives • Layering structure: Peninsula Clean Energy + Menlo Park incentive o Example, Market rate multi-unit dwelling L2 port: $4,500 (PCE) + $4,500 (MP) = $9k per port • Est. port deployment ($250k-$500k): ~100-175 ports (L1 & L2) 26 Peninsula Clean Energy
Program Implementation & Administration
• Implementation
o Sites would enroll in Peninsula Clean Energy technical assistance o PCE tech assistance would recommend project scopes to maximize ports and minimize costs o Incentive applications would be submitted via Peninsula Clean Energy’s application portal • Fund Administration
o Modest systems enhancement and additional staff administration o Peninsula Clean Energy to invoice the City of Menlo Park for disbursed incentives o PCE will bill Menlo Park for administrative costs to configure administration platform and additional PCE staff time – both expected to be relatively small
• Precedent
o Structure mirrors other similar administration support by other JPAs. o Example:
o BAWSCA administers water conservation incentives from funds provided by City of Menlo Park o Santa Clara Water District administers water conservation programs for Morgan Hill o SB 1383 (Short-lived climate pollutants) requires counties to implement food recovery programs for cities 27 Peninsula Clean Energy
Benefits for Peninsula Clean Energy
• Programmatic Benefits
o Most importantly, increased incentive allows PCE to compare results (timelines, costs, etc.)
o Structure avoids cost and complexity of custom program • Customer Benefits
o Minimizes confusion between PCE and city programs
o Streamlines rebates enabling a ‘one stop shop’ program 28 Committee Members’ Reports
