CALL TO ORDER
Meeting was called to order at 10:05 a.m. in virtual teleconference and in the Peninsula Clean Energy Authority lobby.

2. Chair Report
Donna Colson gave a brief Chair Report to the Executive Committee where she shared upcoming changes to the Board of Directors and potential new assignments for the Executive Committee.

Shawn Marshall, Chief Executive Officer, provided a CEO report that covered the following topics: new Board Members and Alternates, updates to the Executive Committee, and updates on federal and state appointments.

4. Discussion and Recommendation to Approve Phase One/Strategic Policies of Peninsula Clean Energy’s 2026-20230 Strategic Planning Process (Action) Shalini Swaroop, Chief Operating Officer, and Lester Olmstead-Rose from La Piana Consulting gave a presentation on the overview of Phase One of the Strategic Policies of Peninsula Clean Energy’s 2026-2030 Strategic Plan.

5. Discussion of Rate-Setting Options and Recommendation to Adjust Peninsula Clean Energy Rates in February 2025 (Action)
Nick Bijur, Chief Financial Officer, and Justin Kudo, Associate Director, Rates and Strategic Analysis, gave a presentation on the rate-setting options and a recommendation to adjust the Peninsula Clean Energy rates.

MOTION: Director DeGolia moved, seconded by Director Medina to move Option 2 as staff has suggested, Reducing all general rates to a 10% discount.
