DATE: November 20, 2025
MEETING DATE: November 20, 2025
TO: Honorable Peninsula Clean Energy Authority Board of Directors FROM: Nelly Wogberg, Board Clerk
SUBJECT: Comments Related to Agenda Item Number 13
_____________________________________________________________________ Please find attached public comments received in relation to Agenda Item Number 13, “Sunset the Community Advisory Committee (CAC) and Support Recommendation to Establish a Community Feedback Forum (Action)”.
PCE recommendation from the past year plus
During the executive committee meeting on November 10, it was brought to my attention that members of the board had not seen the written communication from the Community Advisory Committee. It was my understanding (apparently erroneously) that the CAC recommendations were part of the PCE Board packet. I could have sworn I saw them in there in the past. Regardless, they are part of all of the CAC minutes, and I have reported them out at each Board meeting for PCE (obo of the CAC).
Additionally, I have also prepared CAC report in writing for the “CAC chair report” for EVERY PCE Board meeting, and I have submitted them to staff in advance of those meetings.
But for the sake of completeness (in case these were not formally part of the PCE Bd. agenda packet) below are the last year + worth of recommendations from the CAC.
February 8, 2024:
Recommendation on Program Design and Implementation of the Turnkey Home Electrification Service

WHEREAS it is an Institutional Priority of Peninsula Clean Energy to contribute to member jurisdictions reaching the State’s 2045 goal to be 100% greenhouse gas free for transportation and building electrification by 2035; and WHEREAS the Board of Directors issued a directive in September 2021 on reaching 100% greenhouse gas free by 2035; and
WHEREAS member jurisdictions have limited resources and time within which to dramatically reduce greenhouse gas emissions to meet the above goals; and WHEREAS the Peninsula Clean Energy Community Advisory Committee believes both the mission of Peninsula Clean Energy and the best interests of member jurisdictions would be served by ensuring member jurisdictions are well informed of the likely relative effectiveness of existing and planned building electrification policies, model ordinances, and regulations offered by PCE, in making progress toward those goals.
NOW, THEREFORE, BE IT RESOLVED that the Peninsula Clean Energy Community Advisory Committee respectfully requests that the PCE Board of Directors direct staff to disclose to all its member jurisdictions and the public, for each existing and planned building electrification policy, model ordinance, and regulation, promoted or offered by Peninsula Clean Energy: the amount of greenhouse gas emissions reduction and co-benefits that could realistically be achieved by adopting such policy, ordinance, or regulation.
ADOPTED by The Community Advisory Committee this 9th Day of May 2024.

The CAC recommends the addition of the following point to the letter: if Diablo Canyon is extended after 2030, we don’t want our customers to pay for it. And to post the letter publicly on the PCE website.

Opposition to Agenda Item 13 - Disband the CAC
1 message
Michelle Hudson <[email protected]> Wed, Nov 19, 2025 at 7:26 PM To: [email protected]
Dear Honorable Peninsula Clean Energy Board Members,
I am writing regarding item 13 on tomorrow’s PCE meeting agenda - proposal to disband the Community Advisory Committee (CAC) and establish a community feedback forum. I wish to express my strong opposition to disbanding the CAC.
By disbanding the CAC, the PCE Board of Directors loses an opportunity for direct involvement by the community in the development of environmental policy, and in the development of policy that connects electrical energy to overarching responses to the climate crisis. The proposed community forum won't do that.
It appears that communication through the proposed community forum will be a one way flow of information, not the active, give and take strong advocacy role in policy development that the CAC provided for the last 8 years and that PCE needs.
As a resident who is deeply concerned about the environment and the climate crisis, I request that you continue to maintain a healthy CAC that contributes to the development of robust policies to protect the environment and combat the climate crisis.
Thank you,
Michelle Hudson

Opposition to sunsetting CAC

Council-Christopher Sturken <[email protected]> Thu, Nov 20, 2025 at 10:14 AM To: "[email protected]" <[email protected]> Cc: Council-Elmer MartinezSaballos <[email protected]> Good morning,
While I am just an alternate for Elmer Martínez-Saballos, I would like register my opposition to sunsetting the CAC. Please consider additional options including but not limited to reducing the size of the committee and frequency of meetings.
Consider how Redwood City changed the Police Advisory Committee (PAC). Mayor Martínez-Saballos made this recommendation to change the PAC to the City Council and can speak to it tonight.
Thank you,
Chris
