RECOMMENDATION
No action recommended. Discussion only.

BACKGROUND
WestLight Energy's 10-year anniversary and transition from Peninsula Clean Energy make 2026 a uniquely visible year for the agency. Marketing and Community Relations have sequenced brand, customer programs, impact, media, and community engagement efforts throughout the year to help customers recognize the new name, understand the continuity of the agency's mission, and see the benefits WestLight Energy provides.

The first phase of this work focused on the July 1 public launch of WestLight Energy. The Fall phase builds on that foundation by moving from name recognition to proof of impact and opportunities for customer participation. The work is unified by the 'Power with Purpose' platform and three core messaging pillars: clean power, affordability, and community investment.

DISCUSSION
Fall marketing and community relations activities combine broad public awareness with targeted customer campaigns and in-person engagement. Together, these efforts are intended to strengthen understanding of WestLight's role, connect customers with programs, and recognize the public officials, community organizations, customers, and partners that have contributed to a decade of progress.
10-Year Anniversary and Impact Campaign
The 10-year impact campaign launched September 8, 2026 and highlights the results made possible by local control of electricity service. Campaign materials emphasize that, since 10 2016, WestLight has saved customers more than $226 million on electricity bills, reinvested more than $100 million in local communities, and grown to serve approximately 314,000 homes and businesses with 100% clean electricity annually.

The campaign is appearing across paid search, digital, print, and out-of-home channels. It is supported by an expanded impact section on WestLight's website and a new community impact report entitled 'Delivering on the Promise:10 Years of Impact.' These materials bring together customer stories, community investments, clean energy procurement, and examples of programs and partnerships that have influenced work beyond WestLight's service area.

WestLight's anniversary is also serving as a bridge to the future. In addition to documenting results, the campaign frames the next decade around continued affordability, deeper electrification, a cleaner and more resilient grid, and customer/community partnerships that allow locally developed ideas to come to fruition.

Fall Customer Campaigns
Home electrification. Campaigns for Home Upgrade Services and heat pump water heaters launched in mid-August. The creative emphasizes practical customer benefits, including healthier and more comfortable homes, lower energy use, rebates of up to $4,000 for eligible heat pump water heater projects, financing options, and expert support. A related emergency water heater campaign promotes 24/7 assistance, fixed pricing, vetted contractors, and no-cost replacement for qualified homeowners.

Caltrain partnership. A joint campaign with Caltrain and San Jose Clean Energy launched September 1. Using the theme On Track for a Cleaner Future, the campaign explains that the agencies' clean electricity powers more than 660,000 households and businesses as well as Caltrain, and introduces riders to the value of regenerative braking, which returns electricity to the grid. The campaign also connects the region's shift to electric rail with opportunities to electrify personal transportation and peoples' homes.

Continued campaign rollout. Paid search and periodic digital, print, and out-of-home placements will continue through the fall and into 2027.

Fall Events and Community Engagement
Events and activations extend campaign messages into direct conversations with customers, community partners, local leaders, and students. Planned activities include the September 30 Local Leaders, Lasting Impact Summit; a Clean Air Day activation with Caltrain and San Jose Clean Energy from October 7-10; the San Carlos Art & Wine Festival on October 10-11; a culturally specific Loteria activation; and several Community Feedback Forums.

For California Clean Air Day, WestLight, Caltrain, and San Jose Clean Energy will offer a $1 youth Caltrain fare paired with a $1 youth ticket to The Tech Interactive. The activation will highlight the benefits of electric trains and regional electrification and will feature student voices alongside leaders from the three participating agencies.

FISCAL IMPACT
11 The campaigns, events, media placements, and related activities described in this memo are being implemented through the approved FY2026 Marketing and Community Relations budget and existing agency and vendor contracts. Costs vary by campaign and activity and are managed within the approved budget and contract authorities. No additional funding or Board action is requested as part of this informational update.

STRATEGIC PLAN
These activities advance several elements of the 2026-2030 Strategic Plan.

Customer-Focused Approach
The fall campaigns translate WestLight's mission and programs into clear customer benefits, build awareness of the new brand, and connect customers with electrification and affordability resources. Customer stories, targeted program marketing, and accessible information across multiple channels support the Plan's goals of maintaining strong participation, increasing program engagement, and strengthening customer and member agency confidence.

Organizational Excellence
The coordinated campaign framework creates greater consistency across brand, program, media, and community engagement activities. A phased rollout, shared messaging platform, and ongoing performance reporting support more effective use of agency resources and provide a stronger basis for measuring and improving marketing outcomes.

Equity Programs
Community events, trusted partnerships, multilingual and culturally relevant outreach, and targeted promotion of affordability programs help extend WestLight's reach to diverse and vulnerable communities. These efforts strengthen feedback loops and make it easier for customers to understand and access the programs and benefits available to them. 12 DATE: September 11, 2026

WestLight Energy
JPA Board Correspondence

BACKGROUND
In December 2025, WestLight Energy entered into a lease for approximately 10,500 square feet of office space at 400 S. El Camino Real in San Mateo for its new headquarters. The new location will replace WestLight's existing Redwood City offices and was selected to provide a more efficient and flexible workspace that better reflects the agency's current hybrid work environment, larger staff size, and operational needs.

Following execution of the lease, staff worked with the project team to complete the design, permitting, and construction planning process. The new space includes a combination of touchdown workstations, traditional cubicles, private offices, collaboration areas, conference and huddle rooms, and a larger, ADA compliant boardroom designed to support WestLight's public meetings and other agency events.

The Board previously authorized the CEO to negotiate and execute agreements with various vendors for furniture, fixtures, and equipment for the new headquarters in a total amount not to exceed $400,000. Staff has also proceeded with audiovisual, technology, moving, and other services necessary to prepare the new office and transition operations from the existing Redwood City location.

Construction began this summer and is well underway. In parallel, staff has continued to finalize furniture and technology selections and has begun detailed planning for the physical move and decommissioning of the existing office.

DISCUSSION
Construction continues to progress well. To date, interior walls have been framed and sheetrocked, and significant work has been complete throughout the center core of the space.

The existing ceiling in this area was removed, the exposed structure and building systems were cleaned and painted, and electrical and data cabling has been run throughout the space.

Ceiling work is expected to be completed shortly.
13 Most major design and construction decisions are now complete. Although adjustments are expected in any tenant improvement project of this size, relatively few field changes or change orders have been required to date, and the various components of the project continue to align well.

The project is scheduled to reach completion on October 22, 2026 or shortly before. One of the remaining schedule considerations is the operable wall that will allow the boardroom to be divided from the adjacent breakroom area. This specialty product has a longer manufacturing lead time, and staff and the project team continue to monitor its delivery as construction progresses.

The construction completion date will not necessarily be the same as WestLight's move date.

Staff will adjust the move schedule as opportunities become available, taking into account construction completion, furniture delivery and installation, mover availability, audiovisual and network installation, and other activities necessary to make the space operational. These activities are highly interdependent, and staff is coordinating closely with the various project partners to sequence the work and move into the new office as efficiently as possible.

Furniture selections are also substantially complete. Staff has worked with The Collective and other vendors to select a combination of new and used furniture, as well as existing WestLight furniture that can be successfully reused in the new space. A small number of chairs and ancillary pieces remain outstanding as staff works through final selections, availability, and lead times. Approximately $300,000 has been committed to furniture purchases to date, well below the $400,000 not-to-exceed authority previously approved by the Board.

Staff has selected CalCoast Telecom to provide audiovisual and network infrastructure for the new office. CalCoast previously assisted WestLight with the audiovisual systems in its current boardroom, providing useful continuity as the agency transitions to the new space. The new systems are being designed to support WestLight's continued use of hybrid meetings while also emphasizing ease of use for staff, Board members, and participants.

CalCoast's scope includes audiovisual systems for the new boardroom and conference rooms, as well as network infrastructure throughout the office. The approximately $220,000 contract falls within the CEO's existing contracting authority. Staff is coordinating the installation schedule with construction and furniture installation so that the systems can be tested and made operational in advance of the move.

An important part of this process is responsibly addressing furniture and other materials that WestLight no longer needs. Staff is prioritizing continued use and donation before recycling or disposal. Surplus office chairs, for example, have been made available to WestLight employees who can use them to improve their home-office workspaces. Chairs have also been donated to teachers at Half Moon Bay High School and to the Association for Computing Machinery at San Francisco State University.

Staff will continue seeking reuse opportunities as additional furniture and materials are identified during the move process. Where an item is unlikely to have a viable second use, staff is working with project partners and vendors to identify opportunities for materials recovery and recycling rather than sending the entire item to landfill. Existing cubicle systems, for example, contain metal and other components that can be separated and recycled even if 14 the complete workstations are no longer desirable on the secondary furniture market.

Over the coming weeks, construction, furniture and technology installation, and move preparation will increasingly converge. Staff will continue monitoring the construction and delivery schedules and will adjust the final move sequence as necessary, with the goal of transitioning operations to the new headquarters as soon as the space is ready and the major operational components are in place. As of this update, we are targeting a late October move in, which is consistent with the end of our current lease that was extended by a month to October 31, 2026.

FISCAL IMPACT
Initial rent at 400 S. El Camino Real is $824,000 per year with a standard 3% annual escalation. The initial rent per square foot of $6.50 represents a slight decrease from WestLight's current rent, although the new office is approximately 40% larger. The 87-month lease includes six months of rent abatement. The landlord has provided a tenant improvement allowance of $85 per square foot (approximately $900,000). WestLight will fund additional construction costs, currently estimated at approximately $500,000. In addition, WestLight will purchase office furniture and audiovisual equipment (estimated to cost approximately $600,000 combined), and pay for the installation of 10 dedicated Level 2 EV chargers (approximately $100,000). All associated costs were included in the Fiscal Year 2026-27 budget.

STRATEGIC PLAN
The new headquarters supports WestLight's Organizational Excellence strategic priorities by providing an efficient and functional workplace designed around the agency's current and future operational needs. The new space is intended to better support WestLight's hybrid workforce, staff collaboration, public meetings, and engagement with Board members, community partners, and other stakeholders.

The office transition also provides an opportunity to incorporate WestLight's environmental values into its own operations. Staff's approach to existing furniture and materials prioritizes continued use, donation, materials recovery, and recycling, with the goal of minimizing waste associated with the move and extending the useful life of agency assets wherever practical. 15 DATE: September 11, 2026

WestLight Energy
JPA Board Correspondence

BACKGROUND
WestLight Energy's 2026 Board Retreat is scheduled for Thursday, October 22, 2026, from 5:30 to 9:00 p.m. The annual retreat is intended to combine a limited number of regular business items with focused Board discussion of three to five longer-term strategic issues.

This format is designed to create space for substantive dialogue and Board input on issues that will shape WestLight's priorities and direction in 2027 and beyond.

Please note that the annual strategic plan performance report is proposed to move to the first quarter of 2027. This timing better aligns with WestLight's calendar-year work planning and performance reporting cycle and helps preserve retreat time for forward-looking discussions.

DISCUSSION
The proposed retreat agenda includes a brief set of regular business items followed by a series of strategic discussions. All retreat topics are currently contemplated as discussion items unless otherwise noted. Upon agenda review, staff requests Executive Committee feedback on the following questions:

Do the proposed topics address timely and strategic issues for Board discussion? Are there topics that should be combined, deferred, or added? Please elaborate.

Proposed 2026 Retreat Topics
Guest Speaker: State of Play for CCAs in California
A guest presentation focused on the current environment for community choice aggregators in CA and key issues anticipated under a new state administration. Beth Vaughn, CEO of CalCCA, is confirmed.
16 Preparing for New State Leadership

WestLight Procurement and Power Portfolio
A discussion of the key issues and market trends affecting WestLight's near-term procurement strategy and procurement goals in its 2030 strategic plan.

Customer-Centric Approach
A review of how recent public-facing changes are performing, including the Voice of Customer initiative, Community Feedback Forums, WestLight’s rebrand and new name, in-house call center, and results of a new customer survey. The discussion will center on what WestLight is hearing from customers and identify key messages and themes heading into 2027.

Board Open Forum
An open discussion of what Board members are hearing from constituents and fellow councilmembers, their priorities or requests for the coming year, and how WestLight can support member-agency staff in achieving mutual goals (e.g Reach Codes).

Additional Topic TBD: Innovation Strategy
If time permits, the Board could discuss the recently formed Department of Innovation Strategy, its goals related to revenue diversification, implications for future programs, and the allocation of third-party vs. ratepayer funding. TBD

STRATEGIC PLAN
The annual Board retreat supports WestLight's Organizational Excellence strategic priority in the area of 'maintaining strong and effective Agency Governance' by providing a forum for strategic, future- focused discussions on topics that shape Agency direction and operations. 17 DATE: August 31, 2026
