A. Board Member Communications
Director Heathcock reported that he had received notification that PG&E is now offering a rebate program for generators and asked if this program will be introduced for review by the Community Programs Advisory Committee to determine if it would be included as a future option for Pioneer.
In response, Executive Director Eckert confirmed that PG&E programs will be discussed in the Community Programs Advisory Committee and informed the Board that the next Committee meeting is later this month.
Director Heathcock further inquired about the Committee's timeline in providing the Board with their recommendations.
Executive Director Eckert stated that the Board should be receiving the Committee's report within the calendar year.
Director Saragosa expressed appreciation for Executive Director Eckert and Public Affairs, Marketing, and Programs Director Riffey for their public presentation to the Placerville City Council and residents.
B. Executive Director Communications
Executive Director Eckert provided an update on PG&E rates and PCIA rate which were discussed in December 2021. Staff is still waiting to receive the final rates. As it is a pretty substantial increase, the CPUC is to determine if it should be amortized under recovery for 12 months or extend it over 18-24 months. We expect a decision by end of January, then should have a clear definition as to the discount to PG&E by the February Board meeting. Executive Director Eckert also reminded the Board that all PG&E bills have gone up due to gas usage and high natural gas prices, so this affects us as regular consumers.
January 1, the Transmission & Distribution {"T&D") portion for residential went up 12.1% from PG&E, so bills will be coming in high for February. If you get any questions on that, it is not from a change in Pioneer rates.
Executive Director Eckert provided an Expansion Update on activities in Nevada County - Staff presented to the Board of Supervisors Retreat, they have requested an Impact Assessment Study, and are excited about the prospect of joining Pioneer. Executive Director Eckert informed the Board that an Expansion Committee meeting will be scheduled prior to the February 17 Board meeting to discuss Nevada County in more detail. Expansion activities in City of Grass Valley - Staff will be attending City Council meetings in late January and again in early February, as they seem favorable to join Pioneer; City of Stockton - Staff reached out regarding Pioneer rates situation which they were very happy about and seem to be receptive; and, Yuba Water Agency continues to lead the effort for a CCA in Yuba County. So, there has been a lot of activity and may be seeing some new faces in the next year or so.
